Day 1 Preliminary Programme Who Should Attend The University Leadership Development Workshops have been designed to enhance the skills, knowledge and experience of the region s university executives, council members and administrators in order to better prepare them to meet future higher education challenges and successfully guide their institutions through the financial, technological and pedagogical transformations anticipated in the years ahead. Through presentations and supporting exercises, participants will gain insights into the value of enhanced institutional governance. Workshop sessions will include approaches for improvements in these areas: academic quality, national reputations, international rankings and additional revenue streams. This year s workshop will be facilitated by Joseph G. Burke, who is currently Senior Fellow for International Initiatives at the Association of Governing Boards of Universities and Colleges (AGB), Washington, DC. He is also president emeritus of Keuka College in Penn Yan, New York and President of Oriole Educational Associates in Chesapeake, Virginia. In June 2013 he served as a prestigious Fulbright program specialist in Thailand. During this time he lectured at the leading Thai universities and educational associations on the topics of university governance, quality assessment and accreditation, and educational technology. During his 14-year presidential tenure at Keuka College, he led an institutional transformation which included a 35% increase in traditional student enrolment, the first-time introduction of both graduate and adult education programs that currently serve more than 1,000 students across New York, and the development of one of the largest U.S. international education programs in both China and Vietnam. This program served 2,500 Chinese students at four Chinese campuses and 500 Vietnamese students in Hanoi and Ho Chi Minh City. He also led two of the most successful fund raising campaigns in the history of the college, and helped generate a complete Board renovation in the areas of strategic planning, quality assessment, and entrepreneurial oversight. These innovations led to the enhancement of academic excellence and the achievement of fiscal stability. The retired Air Force colonel previously served as a tenured Professor of Political Science and Director of the Center for Educational Excellence, U.S. Air Force Academy, Colorado Springs, CO. He has a PhD in International Studies from the University of Denver, and an MS in International Relations from the Fletcher School of Law and Diplomacy, at Tufts University in Medford, Mass. He frequently speaks on leadership development in higher education. Additional Information Joseph G. Burke At various times during his 30-year career in higher education, he has served on the boards of directors of the Association of South Asia Institutions of Higher Learning, Independent College Fund of New York, New York Commission on Independent Colleges and Universities, American Council on Education National Presidential Commission on Leadership and Institutional Change, and the International Security Studies Section, International Studies Association, and the Roman Catholic Diocese of Rochester, NY. His areas of interest and expertise include higher education governance, educational quality assessment and accreditation, international academic programming, and the future of higher education around the world.
