2 Day 1 Preliminary Programme Who Should Attend The University Leadership Development Workshops have been designed to enhance the skills, knowledge and experience of the region s university executives, council members and administrators in order to better prepare them to meet future higher education challenges and successfully guide their institutions through the financial, technological and pedagogical transformations anticipated in the years ahead. Through presentations and supporting exercises, participants will gain insights into the value of enhanced institutional governance. Workshop sessions will include approaches for improvements in these areas: academic quality, national reputations, international rankings and additional revenue streams. 3 This year s workshop will be facilitated by Joseph G. Burke, who is currently Senior Fellow for International Initiatives at the Association of Governing Boards of Universities and Colleges (AGB), Washington, DC. He is also president emeritus of Keuka College in Penn Yan, New York and President of Oriole Educational Associates in Chesapeake, Virginia. In June 2013 he served as a prestigious Fulbright program specialist in Thailand. During this time he lectured at the leading Thai universities and educational associations on the topics of university governance, quality assessment and accreditation, and educational technology. During his 14-year presidential tenure at Keuka College, he led an institutional transformation which included a 35% increase in traditional student enrolment, the first-time introduction of both graduate and adult education programs that currently serve more than 1,000 students across New York, and the development of one of the largest U.S. international education programs in both China and Vietnam. This program served 2,500 Chinese students at four Chinese campuses and 500 Vietnamese students in Hanoi and Ho Chi Minh City. He also led two of the most successful fund raising campaigns in the history of the college, and helped generate a complete Board renovation in the areas of strategic planning, quality assessment, and entrepreneurial oversight. These innovations led to the enhancement of academic excellence and the achievement of fiscal stability. The retired Air Force colonel previously served as a tenured Professor of Political Science and Director of the Center for Educational Excellence, U.S. Air Force Academy, Colorado Springs, CO. He has a PhD in International Studies from the University of Denver, and an MS in International Relations from the Fletcher School of Law and Diplomacy, at Tufts University in Medford, Mass. He frequently speaks on leadership development in higher education. Additional Information Joseph G. Burke At various times during his 30-year career in higher education, he has served on the boards of directors of the Association of South Asia Institutions of Higher Learning, Independent College Fund of New York, New York Commission on Independent Colleges and Universities, American Council on Education National Presidential Commission on Leadership and Institutional Change, and the International Security Studies Section, International Studies Association, and the Roman Catholic Diocese of Rochester, NY. His areas of interest and expertise include higher education governance, educational quality assessment and accreditation, international academic programming, and the future of higher education around the world. 4 Enhancing University Image and Reputation 14:00 15:00 Programme Overview Day 1 Welcome, Workshop Overview and Personal Introductions 09:00 10:15 Enhancing and Assessing Educational Quality Effective and Innovative Methods and Strategies 10:30 11:30 Participants will understand the need to begin with the end in mind. In other words, prior to launching a campus-wide educational quality enhancement initiative, the campus community will need to have a clear understanding of the overall vision, mission, values and desired student learning outcomes. Participants will get to know best practice indicators of educational quality and leading research concerning institutional process and necessary stakeholders for successful enhancement of educational quality. Case Study: Enhancing and Assessing Educational Quality 11:30 14:00 In the first case study exercise, participants will learn how to successfully initiate and implement an institution-wide educational quality initiative that includes supporting assessment processes. In addition, participants will be able to identify necessary campus community stakeholders required to successfully implement a quality educational initiative and understand how to assess programme success. The case study will familiarize participants with indicators of education quality. Participants will become familiar with the basic principles and best practices of educational branding, marketing and international programme collaboration. In addition, the importance of an integrated marketing, communication and student recruitment programme will be covered and participants will become familiar with leading research concerning the processes and stakeholders needed to successfully enhance institutional image and international reputations and rankings. Enhancing University Image and Reputation 15:15 16:45 In the second case study exercise, participants will learn how to successfully initiate and implement an institution-wide branding and marketing campaign and will be able to identify necessary campus community stakeholders required to lead an effective campaign and understand how to assess effectiveness and success. Wrap Up, Questions and Answers and Discussion 16:45 17:30 Day 2 Generating Additional Institutional Revenue: New and Innovative Approaches 09:00 10:00 Participants will become familiar with traditional and innovative sources of revenue for an academic institution and will understand the key positive and negative issues surrounding distance education, MOOC s, international programming, business and research partnerships as potential new sources of net revenue. The presentation will familiarize participants with the basic principles and best practices of generating new revenue sources.
5 Generating Additional Net Revenue: New and Innovative Approaches 10:45 12:15 In the third case study exercise, participants will learn how to successfully initiate and implement new and innovative net revenue generating programmes and be able to identify necessary campus community stakeholders required to implement, lead and assess such programmes. Putting It All Together: Planning, Budgeting, Marketing, Execution and Assessment 13:30 14:30 Participants will become familiar with the basic principles and best practices of institutional transformation and research concerning the necessary processes and stakeholders needed to successfully transform an entire academic institution. The Essentials of Higher Performance Governance: Integrating the Entire Community 14:30 15:30 Participants will understand the importance of integral leadership, engaged governance and active community involvement for successful institutional transformation. Participants will become familiar with the basic principles and best practices of high performance governance and leadership. Thoughts and Open Discussion about Career Planning and Leadership Development 15:45 16:30 Participants will become familiar with the types of professional development activities that support successful university leadership career progression and best practice research concerning how emerging university leaders should prepare both themselves and those who they supervise for additional leadership opportunities. Case Study Overview Case Studies at a Glance The case study exercises will reflect successful and innovative leadership approaches taken at three different categories of universities. Workshop participants will be divided into small groups to jointly analyze and discuss actual approaches taken by the following universities: University of Maryland System A major public and state-wide university system The University of Maryland greatly enhanced its national reputation for quality academic programmes, experienced rapid growth in both domestic and international prestige and has created comprehensive and quantitative measurements of educational quality assessment. Duke University in North Carolina A private research University Duke has a well documented international strategy that has helped the university enhance its international rankings and strengthen an outstanding national and international reputation for excellence and innovation. St. Leo University in Florida A private, combined campus and online University With campuses around the world, St. Leo University has employed successful revenue generation models and has gained a reputation for creative partnership development, unique campus platforms and innovative delivery platforms. The Higher Education Leadership Academy (AKEPT) AKEPT is an organization created under the Ministry of Higher Education in accordance with the National Higher Education Strategic Plan to transform The Malaysian Higher education system, especially in the area of human capital development. AKEPT was conceptualized by the Ministry of Higher Education to provide leadership development for top and middle management in Malaysian Higher Education Institutions (HEIs). AKEPT aspires to be an international centre of excellence in the development of leadership in higher education in order to enable Malaysian HEIs to achieve world class recognition. AKEPT will constantly strive to provide highly relevant and pragmatic courses leading to a certification programme recognized by the global higher education community. Participants will be accommodated by AKEPT at a rate of USD 40 (single) per night, which is payable to SEAMEO RIHED along with the registration fee. The Workshop in Thailand will be held at the Office of the Higher Education Commission(OHEC), located at 328 Sri Ayutthaya Road, Bangkok, 10400, Thailand. SEAMEO RIHED can reserve rooms for participants at the Sukosol Hotel (formerly Siam City Hotel) at 477 Sri Ayutthaya Road, Bangkok, The room rate will be approximately USD 100 (single, deluxe) or USD 110 (double, deluxe) per night and is payable upon check-in.
