Construction Management Statement Project Name Dee Point Primary School Introduction On all Morgan Sindall projects, the safety and welfare of all is of paramount importance. This document concentrates on how we interface with the existing site operations and how we manage those interfaces to safeguard the pupils, staff, general public, construction work force and the project as a whole. Site Access & Traffic Management The main access to site will be from Blacon Point Road via Western Avenue. Highway signage will be erected on the surrounding road network warning all site users of the construction site entrances and exits. (See site access route map appended). On arrival at the site boundary there will be a Morgan Sindall representative to meet all visitors, operatives and delivery vehicles. Personnel access onto the construction site will be controlled by a logistics supervisor. This will ensure no unauthorized personnel enter onto site and that everyone can be accounted for at the end of each working shift. Advanced notice will be required from our supply chain partners and their suppliers for all multiple or abnormally sized deliveries, such deliveries will be scheduled so as not to interfere with the existing school operations or cause congestion to the adjacent roads. All material and sub-contract orders placed with our supply chain will include the details of the restricted delivery hours. There will be no construction vehicle movements into or out of the site during the school start and finish times i.e. between 08:30 to 09:15 and 14:45 and 15:30.

Site Boundary A 2.4m high timber hoarding will segregate our construction site from the school and the public areas. The accurate positioning and setting out of the site hoarding and fencing will be agreed prior to installation. Where the existing school security fence is of appropriate height and condition, we will look utilise this on site; this will be branded with Morgan Sindall signage and debris netting where required. The proposed site boundary will not impact on any fire exits / routes from the existing buildings and the necessary liaison with the Fire Authority will be made to familiarise them with our proposals and ensure that the current fire fighting access routes are suitably maintained. Site Compound To enable safe site operations, a site compound area is instrumental to afford the unloading, storage and distribution of materials. Site accommodation will be segregated from the works area and unloading zone by pedestrian barrier fence, to ensure site staff and operatives safety is maintained. Lay down areas for materials will be designated and managed to ensure materials are kept clean and damage is avoided. This prevents impact on the programme due to the need to re-order materials. If possible, it will be our intention to derive temporary power and water supplies from the existing site infrastructure this would be a separately metered source. A temporary foul drainage connection will be made into the existing foul water drainage system on site. Road sweeping will take place on a regular basis during the groundwork activities to the site compound to eliminate mud and debris being transferred onto the surrounding highway network. The approaching roads and footpaths will also be swept on a regular basis during the works. Tree protection will be established using demountable wire mesh fencing, positioned to protect both foliage and root zones of retained trees during the construction phase. On completion of the project the site compound will be removed and the permanent surface will be constructed. Site Accommodation The Morgan Sindall site accommodation will comprise of: project offices, meeting room, kitchen and Induction / first aid room. The accommodation will also include welfare facilities housing: canteen rooms, toilet block & drying rooms with lockers. Supply chain partners will have the use of Morgan Sindall welfare facilities. All cabins will be uniform, clean and presentable in appearance, fire rated and of high security. There will be a visiting cleaner employed by Morgan Sindall to carry out cleaning duties and maintenance of the site offices and welfare facilities.

Parking Strategy Due to the site constraints there will be only a limited number of car or crew bus parking places on site. There are no local car parks, therefore on street parking will be strictly in accordance with the Highway Code. Morgan Sindall s logistics manager will patrol the surrounding streets twice a week, to ensure our site operatives vehicles are parked in accordance with the Highway Code. All supply chain partners will have been informed of the site restrictions during tender stage and a parking code of conduct which supplements the Highway Code will be written into the subcontract order. We will encourage shared transport, crew buses and public transport to limit vehicles arriving at site. Logistics Management We recognise the importance of controlling the construction traffic on accessing and egressing the site along with the interface with the existing school users and local residents, therefore it is our intention to deploy a logistics supervisor to control the construction traffic and to ensure there is no congestion caused at the entrance / exit to site during the construction works. This person will take full responsibility of controlling the road sweeping operations, ensuring all the approaching roads and footpaths are kept clean at all times and ensure the site is kept in a clean and tidy condition throughout all phases of the construction works. The supervisor will be a qualified slinger / banksman and will assist in the safe unloading of wagons; this will be carried out by means of a forklift truck or crane. The safe unloading of wagons will be carried out with the aid of air bags, nets or lanyard system. Materials will be stored in a manner so as to ensure they are not contaminated by weather or site dirt, where required, materials will be stored off the ground and covered. Our preferred method of erection will be to crane / lift the materials into position directly from delivery trailers where possible. Waste Minimisation A Site Waste Management Plan (SWMP) will be developed prior to works starting on site, which will include the establishment of a waste zone; housing skips for waste segregation prior to removal from site and storage of packaging to be removed from site for reuse or recycling. We use Smartwaste (online BRE tool) for SWMP s and unless the client has stipulated otherwise we use the same platform. Below is an example from one of our live sites Northway Primary School:

The SWMP will consist of a series of targets to ensure that the project team and supply chain stay focused throughout the project to keep waste levels to a minimum. Weekly updates and monthly reports are produced to monitor performance against targets; these reports are shared with the SHEQ team within Morgan Sindall who will archive as a record of how Morgan Sindall have minimised their impact on the environment. Major Plant & Equipment Bulk muck shift and foundation excavation will be carried out using a 360 0 excavator. Concrete to foundations will be placed where possible by direct discharge from ready mix trucks, where this is not possible the 360 0 excavator will be used. Erection of the steel frame will be undertaken utilising a mobile crane, the crane will at all times be positioned within the construction area. Steel will be unloaded from delivery vehicles within the construction site area. Mobile elevating working platforms will be used on the building envelope where the finishes are predominantly curtain walling and render; scaffolding will be used for areas of brickwork. Community Relations Considerate Constructor A Liaison and Communication Strategy will be developed with the school to ensure that good relations are maintained, we have found that this has proven invaluable with similar recent projects. During informal fortnightly meetings with the school management team, short term look-ahead information about the project will be explained and followed by a question and answer session; we have found that this involvement and approach mitigates the effects of the construction activities. Morgan Sindall is an Associate Member of the Considerate Constructors Scheme and therefore all our projects are registered with the scheme; the site would then be monitored by a third party experienced industry professional to assess performance against a five point code of considerate practice. Categories include: enhancing the appearance, respecting the community, protecting the environment, securing everyone s safety and caring for the workforce. Traffic route planning for construction vehicles will be adopted; this will direct all site traffic on route to and from the site to use routes that minimise public disruption / conflict. We will actively engage with the school to involve them in construction related events such as: Mural painting and viewing panels within site hoarding Donation towards local charities / charity events Weekly blogs Key Educational Matters A critical success factor will be the need for the school and site management to communicate effectively and work as a collaborative team. Communication and timely decision making will be the cornerstone in safeguarding the school operations, progress of the project and safety of all concerned.

This would be achieved through the fortnightly informal meetings forming part of our Liaison and Communication Strategy. This may include setting up a project website for staff and students to log onto, displaying a live webcam, latest project news, progress and the intended works on the project. This facility has been a great success on recent projects. The planning of the construction work and the site set up has taken into account the effect on the daily operations of the school including the movement of staff and visitors. Key issues include: Separation of logistics, entry and egress points to the site Detailed discussion have taken place with the school to verify the most used routes by the pedestrians in and around the school so as to avoid wherever possible site traffic conflict Securing site perimeter fencing / hoarding to prevent unauthorised access Project website accessible by school users to enable viewing of the site works On-going review once the site has been established to ensure refinement and improvement where necessary Environmental Considerations To ensure that the works progress with the minimum disruption to the surrounding area and its neighbours especially those located immediately adjacent to the site; all works will comply with the Morgan Sindall Health, Safety and Environmental Policy. Giving particular consideration to the constraints of the project we would address noise, dust, vibration and summarise our solutions below: Noise The Considerate Constructors Scheme is a national initiative, set up by the construction industry to encourage best practice beyond statutory requirements in the main areas of the environment, the workforce and general public. As Associate Members of this scheme, we will always be proactive and maintain open dialogue with those affected by our works through regular meetings to ensure we do not disrupt any special planned activities or critical working arrangements that may be adversely affected by noise. Existing noise levels will be fully recorded and logged prior to commencing the works and be diligently monitored throughout the duration of the site works. Equipment selection, materials and systems will contribute to noise control strategy together with the careful timing of inherently noisy activities such as breaking out the existing surface finishes. The timing of such operations will be carried out by prior agreement with the school and if necessary will be conducted out of hours or at weekends or holidays. Noise reduction measures include: Comply or surpass recommendations of BS 5228-1 Effective silencing of plant and processes, including the use of well-maintained plant Enforce a 5mph site speed limit Use of mains electricity in place of generators where practicable Personal radios banned from site Sirens / bells for emergency use only Base line noise survey will be carried out prior to the work Process / plant utilisation method statements to take account of noise control including the switching off of machinery during idling time, work breaks etc. Dust We will consider the spread and effect of airborne dust during the works at every supply chain preorder interview and ensure mitigation / prevention strategy is agreed and presented within the method statements for every applicable trade and operation. Following the pre-order interview, method statements will be reviewed by Morgan Sindall and finalised

by a sign off by the site manager to ensure compliance with the requirements to prevent / mitigate environmental nuisances such as dust. The installation of a wind sock on the site will be used as highly visual indicator of the wind direction. The sock affords site management and operatives a quick indication of wind direction which will be used as an aid in monitoring the displacement of dust. Further dust reduction measures include: Consideration at material procurement stage to reduce the need for the cutting of materials and then only allowing site cutting in designated areas Dampening down of dust generating activities Covered wagons to be used for the transportation of dust generating materials Existing roads will be kept clean and maintained The management of dust-generating activities to be stated in appropriate method statements together with control measures Speed limits as previously noted Vibration Any plant on site will be audited and whilst in use, will maintain a 5mph speed limit around the working environment. We may also consider the use of temporary speed bumps and crossings to minimise the speed and movement of site traffic. Vibration reduction measures include: Omit / limit vibrating activities where possible Control working hours of vibrating activities Tracked vehicles to be routed away from neighbouring buildings and wheeled machines to be used wherever practicable Light Pollution Site lighting will only be utilised when necessary, and of sufficient intensity to progress the works and maintain security Floodlights will be located to provide the necessary site illumination with lamp-heads directed so as not to shine onto / into adjacent properties and therefore not be a nuisance, in particular to the adjacent buildings. Ground and Watercourse Contamination Method statements for the works will be devised to take account of contamination risk and the effective management of that risk All materials / processes will be handled / undertaken strictly in accordance with the suppliers / manufacturers recommendations All bulk solid, granular, liquid materials will only be stored on site in (limited) quantities necessary to meet the requirements of the construction process All liquid materials will be stored in suitable containers, adequately bunded to comply with Health, Safety and Environmental legislation / recommendations Sensitive areas will be subjected to specific protection regimes Spillage reaction / clean-up plans will be in place to be undertaken by a trained squad of personnel Specialist cleaning equipment will be placed in key locations around site to minimise any spillage should it occur

All waste materials will be controlled / sorted into the appropriate waste containers on site prior to removal by an authorised / licensed waste carrier Interceptors will be used to remove solids etc from any site discharges, which may, with the agreement of the Local Authority be made into the surface water drainage system Site Housekeeping Throughout the project we will encourage and enforce a Good Housekeeping regime and actively promote Pride in the Job. A strategy will be developed and incorporated into the site rules which will be sent to suppliers and supply chain partners alike. The strategy will also form an essential part of the supply chain / suppliers pre-order interview. We will ensure that all operatives engaged on the works are familiar with the work in progress, skilled at their task, aware of their duties and responsibilities to others and knowledgeable of the site rules. All persons working on site will attend the site safety induction and sign-up to the site rules. Special attention will be given to working adjacent to the existing school buildings, confined spaces and deep excavations. The work package specific method statement will be devised during the project in conjunction with the appropriate supply chain partner. All excavations and work areas will be adequately fenced and sign posted. Pedestrian routes through the site (for authorised personnel only) will be clearly marked and plant operators inducted as to the no-go status of these pedestrian routes. All personnel on site will wear full Personnel Protective Equipment at all times. Hours of Working Monday to Friday: 07:30 18:00hrs Saturday: 07:30 13:00hrs (Prior agreement with client s project manager) There will be no construction vehicle movements into or out of the site during the school start and finish times i.e. between 08:30 to 09:15 and 14:45 and 15:30. Extended working hours may be required for one off operations should the exception arise we will seek advance agreement from the Client s Project Manager.
