Baker Tw Way Pst-implementatin mnitring strategy During the last cnsultatin in July 2015, varius issues and cncerns were raised. Respnse t the general traffic and envirnmental issues raised were prvided as part f the cnsultatin respnse reprt. Hwever, a lt f cncerns were related t specific junctins and lcatins. In rder t address these cncerns, design changes at sme lcatins have been develped. These design changes have been discussed with residents grups, amenity grups and key stakehlders and are nw being cnsulted upn in this phase f cnsultatin. Cncerns were als raised regarding traffic impact at a small number f ther lcatins. During discussins with residents grups, amenity grups and stakehlders, it was agreed that instead f prpsing changes at these lcatins, these sites will be mnitred as part f the pst-implementatin mnitring strategy. This mnitring strategy wuld help t determine whether r nt cncerns raised by cnsultees regarding rat-running traffic have been realised. If it is determined that the prpsed scheme has led t significant traffic impact, in terms f increased rat-running n lcal rads, then additinal mitigatin measures can be cnsidered. It is als prpsed t have a cntinued dialgue with the residents grups, amenity grups and stakehlders s that residents and business cncerns can be addressed. Thrughut the cnstructin and implementatin f the Baker Tw Way scheme (BS2W), and fr at l 6 mnths fllwing pening, there will be regular and in sme cases cntinuus mnitring f cnditins acrss the area t ensure that: the Baker Tw Way scheme is delivered with minimal disruptin t residents, businesses and visitrs t the area; the Baker Tw Way scheme, pst-implementatin, perates bradly as expected and des nt give rise t significant traffic impact, especially high levels f inapprpriate vehicle rat-running n lcal rads (which was a cncern fr a number f previus cnsultees); if significant and unexpected traffic impact ccurs, then suitable mitigatin measures are identified and implemented. This mnitring strategy wuld als help t assess the impact f the prpsed measures and the success f the BS2W scheme against the stated bjectives. This will be achieved thrugh: a variety f dynamic and CCTV traffic mnitring, traffic surveys and ther data gathering, assessment and review; regular liaisn meetings with amenity and resident grups and key stakehlders; Over the next cuple f years, there are likely t be changes t traffic patterns acrss the rads f central Lndn as a cnsequence f the building and implementatin f ther majr transprt infrastructure initiatives, such as the Mayr f Lndn s Cycle Superhighways and the West End Prject (Tttenham Curt Rad Tw Way). Because f this, it will be essential t gather traffic data that accunts fr these changes, s that any impacts f the BS2W prject can be assessed independently. T accunt fr as many changes leading up t the start f BS2W wrks as pssible, new data gathering will be carried ut just befre the wrks start, and then again at a suitable mment after the scheme is pened, fllwing an apprpriate settling-in perid. The mnitring strategy will cmprise the fllwing: Cntinuus dynamic traffic management using CCTV and the TfL Urban Traffic Cntrl SCOOT system, t ensure that traffic cngestin is avided as far as pssible;

Nevertheless, if it is determined frm the mnitring that the scheme has led t unfreseen and undesirable traffic impact, in terms f increased rat-running n lcal rads (as ppsed t imprved accessibility fr lcal traffic), then apprpriate mitigatin measures will be cnsidered. The data will shw whether r nt there is a change in bus passenger numbers and if the services becme mre attractive nce they are n a single

The review may lead t ptential revisins/ alteratins t schedules, number f services, etc. The perfrmance f the scheme will be reviewed ne year fllwing implementatin, using a Rad Safety Audit Stage 4. Analysis f casualties and cllisins fr the three years befre and fllwing implementatin f the scheme will als take place. In rder t expand the limited data that is available n the wider benefits f ne way t tw way street cnversins, it is prpsed t cllect further data t verify and validate the bjective and subjective frecasts f benefits that are expected t be achieved thrugh the cnversin, and t prepare a cmprehensive reprt n the prject. These surveys are: Vehicle speed surveys use speed measuring device t determine if excessive speeding issues are reslved n Baker and Glucester Place. This might lead t further cnsideratin f 20mph zne, traffic calming measures, traffic signal timing strategy review. Jurney times alng the Glucester Place and Park Rad/Baker crridrs. These wuld be useful t cmpare t VISSIM mdelling results, wuld validate the prpsed mdel frecasts and identify if further signal timing alteratins might be f benefit, particularly fr bus peratins. T a great extent, TfL will use UTC t adapt signal timings t prvide the ptimum strategy, hwever a detailed jurney time study wuld greatly assist with ptential imprvements. This data wuld determine whether r nt the scheme results in any significant change t travel patterns acrss the area, and identify thrugh and lcal traffic. Parking and lading behaviur t determine if there is adequate prvisin and pssible nncmpliance issues.
