The performance is the key objective of SES Network Management: new responsibilities Network Management Implementing Rule Air Traffic Flow Management Route Network Design Radio frequency and SSR codes coordination Other services: Flight plan checking AIS database Other services: European Aviation Crisis Coordination Cell Coordination of Strategic plans Coordination of Operation plans Coordination of ATM implementation EUROCONTROL 2011 Directorate Network Management 3
Evolutions within European ATM Single European Sky legislation is being implemented Update (SES2) focuses on performance and organisational aspects function has been established CFMU activities integrated in these functions together with Route design, Management of SSR codes and frequencies, Crisis Management and coordination of projects is being established. Including all already member states Open to non-eu member States with some conditions countries s Tasks Planning: Network Strategy Plan & Network Ops Plan Route design: Integrated European Route Network Design RF: Coordination of radio frequencies SSR: Improvement of the SSR transponder code allocation ATFM: Management and ops of the Central Unit for ATFM Performance: Coordinated network planning and ops & monitoring and improvement of network performance Crisis management: support to network crisis management Deployment: Support ops stakeholders in the deployment of ATM/ANS services, systems and procedures Safety: Support investigation of civil aviation accidents and incidents or with the analysis of occurrences Cooperation: Coordination with other regions and 3 rd 4
ATM Network Plans EC Regulation No. 677/2011 ATM Network Functions requires 3 network-related plans to be developed by Network Strategy Plan What is needed from the network perspective in mid-future Performance Plan What is the NM contribution to network performance Network Operations Plan How will network performance be delivered in next 3 years Proactivity! Network 9 Manager Airspace route design Route network improvements is key NM function Pan-European with cross border, inter-fab consistency Route improvement projects / online details per FAB NM will propose improvements disregarding internal current national boundaries Simulation support Free route airspace one of expected outcomes Flight efficiency network target based on flight planned routes Better network performance! 5
European Route Network Version-7 (ARN V7) - 2011/2014 Network Integration of FAB Initiatives Scarce Resources Frequencies Codes Capacity and safety! 6
ATF(C)M Relationship is twofold support to local ATFM entities cooperative operational players NMOC (former CFMU) needs operational links with both FAB and their ACCs Strategic ATFCM at FAB level Tactical ATFCM at ACC level Integration in mature ATF(C)M! NM Ops Centre (former CFMU) Local Ops Relationship NM Ops will be more proactive in looking for the best possible network solution NM Ops will work with AOs to exploit all possible flight efficiency savings ANSPs/FABs will have to ensure a good CDM process which addresses both network requirements and local targets 7
Performance objectives Safety Capacity Environment Cost-efficiency Two levels At European level For each State Reference periods First : 2012-2014 Second : 2015-2019 EU performance targets - context Monitoring & enhancing network performance! EU-wide targets adopted for 2012-14 Safety To monitor 1st reference period: 2012-2014 and define European safety network KPI for 2nd reference period: 2014-2019 1,5 1,3 1,0 0,8 0,5 0,3 0,0 Capacity En route ATFM delay per flight (min.) and Performance Targets Network Manager Planning, Operation & Deployment Value added support Delivering local and FAB targets Achieving Network Performance Targets Preparing for RP2 2015-2019 Operational Performance Monitoring, Analysis, Reporting NM will monitor achieved performance daily, weekly, monthly and seasonally at ACC level for the purposes of: Identify cause of delay generating areas and act proactively with concerned ACCs/FAB Compare delivered against promised capacity 9
From disruption to crisis Crisis Major disruption Day-to-day ops European Aviation Crisis Coordination Cell (EACCC) Coordinate management of response to the network crisis affecting aviation in Europe EACCC Activated when circumstances beyond normal environment of ops are evident Airlines Members State focal points Airports ANSP Military 10
EACCC on Alert Crisis Management NM acts at both operational (DNM) and strategic/political level (EACCC) Harmonisation of responses within network Close coordination during all phases of crisis evolution Dedicated access to crisis management support tools Minimising impact of crises! 11
Support to Deployment Support to individual ANSPs on requests (FASTI, SYSCO, datalink, A-RNP etc), IP1 and subsequent SESAR deployment Selection and agreement with involved stakeholders on network critical deployment actions Supporting stakeholders towards successful deployment actions Monitoring, assessing network performance benefit and impact, learning lessons/mitigation Cost-effectiveness! Network Airspace Performance Hot Factor spot! Proactive network ops safety monitoring Analysis and action plan 12
Safety Safety assessments Roadmaps to harmonise SMSs of participating ANSPs Increase safety maturity, sharing info across network Organisational change rather than operational change Supporting safety KPIs within network during first reference period, preparing for SES safety targets Proactive approach to safety! Close cooperation NM - EASA Participation of Other countries in work of NM Network Management Function IR: Article 22: Third Countries together with their operational stakeholders may participate in the work of the. Third countries" means non Member States that are members of Eurocontrol or have concluded an agreement with the Union on the implementation of the single European sky or are participating in a functional airspace block. European Commission decision Article 7 : Third countries as defined in the network functions Regulation may participate in the work of the from the date of its nomination. Other countries may participate in the work of the after that date subject to positive opinion of the Single Sky Committee. Cross-regional harmonisation! 13
