2 European Organisation for the Safety of Air Navigation: EUROCONTROL To harmonise and integrate Air Navigation Services in Europe, aiming at the creation of a uniform Air Traffic Management System for civil and military users, in order to achieve the safe, secure, orderly, expeditious and economic flow of traffic throughout Europe, while minimising adverse environmental impact.

5 Safety EUROCONTROL s Top Priority UAS are transformational - must be integrated safely and seamlessly into non-segregated airspace UAS operations - equivalent level of safety to manned aircraft UAS should not increase the risk to other airspace users and should not deny them access to airspace UAS integration challenges

6 ICAO UAS Study Group EUROCONTROL and FAA co-chair UASSG Review of ICAO Annexes identifying where SARPS to accommodate UAS integration must be developed Develop terms, acronyms and definitions applicable to UAS operations Develop Global ICAO UAS Circular to inform aviation of ICAO UAS activities Legal Issues associated with UAS integration into non-segregated airspace

7 Tangible Civil/State Applications Arctic Council EUROCONTROL working with Arctic Council States (Sweden, Norway, Finland, Denmark, Iceland, Russia, Canada, USA) to promote the use of UAS to gather environmental data and monitor wildlife in the Arctic. Excellent opportunity for high profile use of UAS in low risk environment. High Seas/Sovereignty are key sensitive issues. Lack of UAS airworthiness and certification criteria are impeding progress

8 Tangible Civil/State Applications - Mercator EUROCONTROL cooperation with CAA Belgium Mercator HALE UAS for environmental application FL 550/600 (+ climb/descend) Long Endurance Generic ATM Safety Assessments Build ATM experience/confidence

9 Tangible Civil/State Applications - Global Hawk/Euro Hawk From 2010: approx 20 x NATO, USAF & USN GH at Sigonella; & 5 x GAF EH, initially at Manching, then Schleswig. EUROCONTROL drafting ATM Guidelines sub-set of previous Specifications for Military UAS as OAT Outside Segregated Airspace. GH/EH operators to use Guidelines as basis for negotiating access to airspace of individual states. No S&A, so GH/EH isolated from other traffic: climb-out/recovery in segregated airspace; IFR/OAT flight in Class C airspace above FL500.

10 EUROCONTROL UAS Safety Assessment Asses safety risks associated with UAS operations in nonsegregated airspace Identify safety requirements, over and above existing ATM regulatory safety requirements Experts conducted an assessment of hazards applicable to current operations and proposed UAS operations The aim of the Safety Plan will be to provide ANSP guidance on how to apply or undertake a safety assessment for flying UAS in local airspace

11 EUROCONTROL Human Factors (HF) Study HF Case to ensure that all human related issues arising from the integration of UAS into the ATM system are identified and addressed. Main steps involved in the HF Case HF issues analysis with participants from ATC, operation of (un)manned aircraft, UAS design, HF and Safety HF actions to further investigate issues and/or put in place mitigations for the issues Output: List of HF requirements on human actors (e.g. UA pilots knowledge and skills; knowledge of ATCo s and pilots of manned aircraft) UAS design (e.g. input devices, displays, alerts & automated functions) UAS-ATC coordination (strategic, pre-tactical & tactical phase)

12 EUROCONTROL ACTIVITIES Spectrum Management Radio Frequency spectrum is in limited supply Allocation of spectrum - International Telecommunication Union The total bandwidth required is significant Assessing bandwidth requirements for UAS communications, for command and control, sense and avoid and to relay of communication with ATC The results will form part of the European position to be considered at WRC 2011

13 EUROCONTROL ACTIVITIES Modelling Latency the probability that a UAS transmission would create a conflict Complexity study controller workload against a percentage of UAS in a sector

14 EUROCONTROL ACTIVITIES UAS ATM Security Asses security risks associated with integration of UAS in nonsegregated airspace Linked with EUROCAE in terms of tech requirements on UAS certification Identify potential security threats unique to UAS Develop mitigation strategy Develop a security policy for UAS

15 Summary UAS are an integral element of the ATM Network Our ATM-UAS Vision ATM integration in validated (safe) first steps. Full UAS type certification remains the goal UAS technologies to improve ATM for all.
