EVENT REGULATIONS (revision_23_athens) 1.GENERAL RULES 1.1 The European Cycling Union will hold the 2015 Junior and U23 Track European Championships for the following disciplines. These championships may be contested by riders entered by their National Federation as a National Team. Entrants for European Championships shall hold licences issued by a Federation affiliated to the UEC and have the nationality of the Federation making the entry.
1.3 National Federations may nominate: Sprint: Team Sprint: 500m/Kilo: Keirin: Individual pursuit: Team Pursuit: Points race: Scratch race: Omnium: Madison: 4 riders with a maximum of 2 riders to contest the Championship; 6 riders (women = 4 riders) with a maximum of 1 team per nation to contest the Championship; 4 riders with a maximum of 2 riders to contest the Championship; 4 riders with a maximum of 2 riders to contest the Championship; 4 riders with a maximum of 2 riders to contest the Championship; 6 riders with a maximum of 1 team per nation to contest the Championship; 4 riders with a maximum of 2 riders to contest the championship; 4 riders with a maximum of 2 riders to contest the Championship; 3 riders with a maximum of 1 rider to contest the Championship; 6 riders with a maximum of 2 teams per nation to contest the Championship. Where the number of entries for an event exceeds the track limit qualification heats will be added to the program. 1.4 After the first year the European Champion in individual championships (except the Omnium race and Madison) shall be permitted to contest the next Championships in addition to the two riders nominated by his/her Federation provided that he/she remains eligible for the Championship. 1.5 The riders to contest each Championship shall be nominated by an official of the Federation to the Commissaires before the Team Managers meeting prior to the commencement of the meeting.
1.6 Competitors in the Under 23 and Junior Championships shall be as defined by the UCI. Nevertheless, taking into account the UCI rules, articles 1.1.034, 3.2.001, 3.4.004, 9.2.024, 11.1.003 and in accordance with the UCI, the participation at the U23 competitions shall be open to riders of 18 and over. The age of a rider shall be determined by the difference between the year of the event and the year of birth of the rider. Therefore, a Junior rider who decides to compete in the U23 category (individual events) have to announce his/her choice at the licence check control and this choice will be for all events of the European Championships. This rider won t be allowed to compete in Junior individual events. TEAM EVENTS Riders in the Junior category may also contest Under 23 Championships provided that: Men Under 23 Team Pursuit: maximum 2 junior riders per team Men Under 23 Team Sprint: maximum 1 junior rider per team Women Under 23 Team Pursuit: maximum 2 junior rider per team Women Under 23 Team Sprint: maximum 1 junior rider per team A Junior rider who competes in the U23 category will be considered as a Junior in the Team events. Nevertheless, a Junior rider can only compete in one category. Riders who are Under 23 but registered as a member of a road trade team (Pro Team, Continental Professional or Continental) may contest the Under 23 championships. 2.EVENTS REGULATIONS 2.1.Sprint 2.1.1 The event will be conducted in accordance with the UCI World Championships Regulations. 2.1.2 The best 24 or 12 riders (to be confirmed in accordance with the number of entries) in the qualifying round shall contest the competition.
2.2.Individual Pursuit 2.2.1 The Championships shall be conducted in accordance with the UCI World Championships Regulations. Following the World Championships Regulations the two fastest riders in the qualifying round will contest the final for first and second place and the next two fastest riders will contest the final for third and fourth place. The remaining riders will be classified in accordance with the times recorded in the Qualifying Round. 2.3. TT Km and 500 m. 2.3.1. The Championships will be conducted in accordance with the World Championships Regulations. The UEC Track Commission may seed certain riders to start in the latter part of the field based on World Championship or World Cup performances in addition to the positions secured in the preceding European Championship. 2.3.2. The Championship will be contested with 1 rider in each heat. 2.4 Points Races 2.4.1 The championships will be conducted in accordance with the World Championships Regulations. Should less than 20 riders enrol to start in a championship the UEC Track Commission may reduce the distance of the race. 2.5 Keirin 2.5.1 The championship will be conducted in accordance with the World Championships Regulations. Should less than 15 riders enrol to start in the championship the UEC Track Commission may decide to proceed directly from the first round and repechages to a final. 2.6 Scratch Race 2.6.1 The championships will be conducted in accordance with the UCI Regulations. 2.7 Team Pursuit 2.7.1 The Championship will be conducted in accordance with the 2014 competition program. The two fastest teams in the qualifying round will contest the final for first and second place and the next two fastest teams will contest the final for third and fourth place. The remaining teams will be classified in accordance with the times recorded in the Qualifying Round.
2.8 Team Sprint 2.8.1 The championship will be conducted in accordance with the UCI World Championship Regulations. Following the World Championship Regulations the two fastest teams in the qualifying round will contest the final for first and second place and the next two fastest teams will contest the final for third and fourth place. The remaining teams will be classified in accordance with the times recorded in the Qualifying Round. 2.9 Omnium 2.9.1 The Championship will be conducted in accordance with the UCI World Championships Regulations. 2.9.2 Men Under 23: 1 st race: Scratch race 15 km 2 nd race: Individual pursuit 4 km 3 rd race: Elimination race 4 th race: Kilo 5 th race: Flying lap 6 th race: Points race 40 km 2.9.3 Women Under 23: 1 st race: Scratch race 10 km 2 nd race: Individual pursuit 3 km 3 rd race: Elimination race 4 th race: 500 m. 5 th race: Flying lap 6 th race: Points race 25 km 2.9.4 Men Junior: 1 st race: Scratch race 10 km 2 nd race: Individual pursuit 3 km 3 rd race: Elimination race 4 th race: Kilo 5 th race: Flying lap 6 th race: Points race 25 km 2.9.5 Women Junior: 1 st race: Scratch race 7,5 km 2 nd race: Individual pursuit 2 km 3 rd race: Elimination race 4 th race: 500 m. 5 th race: Flying lap 6 th race: Points race 20 km
2.9.6 Where the number of entries for an event exceeds the track limit the UEC Track Commission may decide to run qualification heats (in accordance with the UCI rules). 2.9.7 Individual Pursuit: without finals, opposing each time two riders seeded from the overall ranking after the Scratch Race. 2.9.8 Elimination Race: riders shall be eliminated from the main bunch every 2 laps. This distance is subject of change depending to the development of the race and in accordance with the decisions of the Commissaires Panel. 2.9.9 Time Trial: each time two riders on the track, seeded from the overall ranking after the Elimination Race. 2.9.10 Points race will be run in accordance with the World Championships regulations 2.9.11 Ranking A full result shall be produced for the first five events. For these five events only, each winner shall be awarded 40 points, each second place shall be awarded 38 points, each third place shall be awarded 36 points, etc. Riders ranked 21 st and below shall each be awarded 1 point. Prior to the start of the Points Race, a current ranking with the points totals shall be drawn up, and riders will start the Points Race with these points accrued over the first five events. Riders shall add to, and lose points from, their points totals based on laps gained and lost, and points won in sprints, during the Points Race. The final overall Omnium ranking shall evolve through the Points Race. The winner of the Omnium shall be the rider who has obtained the highest total of points. Any rider abandoning any of the events shall be considered to have abandoned the competition and shall be recorded in the final classification after the last placed rider with the provision DNF (did not finish).
Other than for the Elimination, any rider being withdrawn from any of the events shall be penalised with a deduction of 40 points. In the case of the Scratch Race, any rider not finishing due to a fall, or due to the fact that he may not return to the track in the final kilometre, shall be awarded one (1)point. In the event of a tie in the final ranking, the places in the final sprint of the last event, the Points Race shall break the tie. 2. 10 Madison 2.10.1 2 teams from each nation may contest each championship. 2.10.11 The distances for each championship are: Under 23: 40 km Junior: 30 km The distance for heats, if required, shall be 50% of the distance of the final. 2.10.12 The UEC Track Commission shall consider the experience of riders in the Junior Championships in deciding the number of riders to contest the final.
