1.2 COMPETITION FORMAT The 2016 CEV Beach Volleyball Satellites are composed by the following 3 phases: - Country Quota Playoff matches - Qualification Tournament - Tournament The Country Quota Playoff matches and the Qualification Tournament are played according to the Single Elimination system. The is played according to the Double Elimination system. 1.3 NUMBER OF PARTICIPATING TEAMS The total number of teams participating in the is 12, 16, 24 or 32 per gender and divided as follows: Teams directly qualified through including min. 2 host country teams 32 team 24 team 16 team 12 team 21 14 6 6 Wild Card teams Max. 3 Max. 2 Max. 2 Max. 2 From Qualification Tournament 8 8 8 4 1.4 ALLOCATION OF TEAMS All teams entered in an event are distributed between the, Qualification Tournament and Reserve List according to their CEV Entry Ranking 15 days before the competition while taking into consideration the Country Quota rules. An eventual tie shall first be resolved by the highest amount of world ranking points (then by the second highest, third highest amount until the tie is broken) of the teams concerned, counting for the CEV Entry Ranking points of the respective event, achieved at events following the order hereafter: FIVB World Championships, FIVB Grand Slams & Major Series, CEV Final, FIVB Open, CEV Masters and CEV Satellites; in case a tie still exists by a drawing of lots. 1.5 SEEDING Once all the participating teams are known and have confirmed their presence during the mandatory Preliminary Inquiry, the teams will be seeded in the competition bracket according to their current CEV Entry Ranking points. In case of a tie, a drawing of lots will decide. If the hosting National Volleyball Federation has no team among the top 8 (32 team ), top 6 (24 team ), top 4 (16 team ), top 3 (12 team ) seeded teams, they will be allowed to allocate their best ranked team on place 8, 6, 4, 3 in order to help the promotion of the competition. 1.6 REGISTRATION OF TEAMS AND ATHLETES The National Federations have to register their teams through the Volleyball Information System (VIS - www.fivb.org Login). The provision of the CEV NF-Athlete s Commitment accompanied by a health certificate duly signed by the NF and the concerned athlete(s) through the BV-01 NF-Athlete s Commitment & Health Certificate and the conditions set in it is the pre-condition to be tentatively admitted to any of the Beach Volleyball competitions officially recognised by the CEV. This form must be uploaded in the Volleyball Information System (VIS - www.fivb.org Login) 30 days prior to the start of the event the athlete participates in and have to be submitted only once per athlete per season. If not the CEV will apply a sanction (see chapter 8: Fines, Sanctions & Protests ). Once the aforementioned condition is fulfilled by all parties concerned, teams can be registered for CEV Beach Volleyball competitions exclusively by their respective National Federation 30 days at the latest before the start of the event they intend to join. All deadlines concerning entries are calculated from the start of each Tournament. - Each National Federation is provided with an individual and secured user access (user name and password) through its own e-mail address. - After Log in, the National Federation may select any team as per CEV Beach Volleyball Handbook and Official Regulations and register it in the CEV Tournaments by following this procedure: Select first player; Select his/her teammate; Select any available tournament from the Calendar; Confirm the entry of the team. - The team is automatically registered in the selected tournament database and is instantly included in the tentative list posted on the CEV website for each event. While this procedure allows the National Federations to directly control that their teams are correctly entered, it also gives them the opportunity to immediately contact the webmaster (vis@fivb.org and beach@cev.lu) in case a technical problem occurs. - Each National Federation may directly enter new CEV/FIVB athletes as the computer instantly generates CEV/FIVB # for the new player as well as a user name and password. - Athletes with pending sanctions are not allowed to enter in CEV sanctioned events until the related fine is duly paid to the CEV. - The entry deadline for each event is communicated on the CEV website. - Each National Federation and athlete will be responsible for checking the entry through Internet by consulting the tentative Entry List for each event. - The Tentative List is an ongoing information available on the CEV website and up to -15 days can be amended by each participating National Federation. Additionally, the athlete has to complete the FIVB education programme Play clean. Page 3 of 9

1.7 COUNTRY QUOTA Qualification Tournaments consist of a maximum of 32, 24 or 16 teams. Once the 32, 24 or 16 teams from the entry list for the Qualification Tournament has been confirmed an assessment will be taken on the effects of the Country Quota rules and the number of teams that will be eliminated and the entry list will be increased by this number of teams to account for this reduction. The confirmed list for each Qualification Tournament consists of more than 32, 24, or 16 teams. This is to allow for the reduction of teams that will happen due to the Country Quota Playoff. Only teams confirmed in the Qualification Tournament list will be eligible to play the Country Quota Playoffs. Any team(s) listed on the Reserve List, when the event s confirmed list is announced, will not be permitted to take part in the event in case of late withdrawals if such participation involves the team(s) in a Country Quota Playoffs situation Teams eliminated from the Country Quota Playoff are eligible to earn Ranking points. 1.9 SUBSTITUTION OF AN ATHLETE No athlete can be substituted after the Confirmed List has been published unless in case of injury or force majeure upon approval of the CEV. Respective proof or documentation must be presented to the CEV before the start of the Preliminary Inquiry of the respective event. The CEV Beach Volleyball Handbook contains detailed information for substitutions and withdrawals. 1.10 WITHDRAWAL & LATE ARRIVAL In case the withdrawal occurs after the athletes registration deadline, the athletes/national Federations must respect the withdrawal procedure and regulations mentioned in the CEV Beach Volleyball Handbook. In these cases, a Medical Certificate or a declaration of good faith ( force majeure ) must be provided to the CEV Office (beach@cev.lu) and copied to the CEV Technical Supervisor before the respective Preliminary Inquiry from the concerned National Federation. The only exceptions are withdrawals from the Reserve List. If the Medical Certificate or a declaration of good faith is provided the CEV will apply an administrative fee (see chapter 8: Fines, Sanctions & Protests ). In case no Medical Certificate or a declaration of good faith is provided a fine will be applied for the first withdrawal or replacement in the season (see chapter 8: Fines, Sanctions & Protests ). For all further withdrawals of a team in the season a fine will be applied regardless of the reason of the withdrawal. Last minute withdrawals from 2 days prior the first Preliminary Inquiry until the start of the Preliminary Inquiry of a Qualification Tournament or must be sent to the CEV Office (beach@cev.lu), to the organiser of the event and to the CEV Technical Supervisor with the BV-03 form, Medical Certificate in English and/or the reason of force majeure and a proof of an issued airplane ticket by a IATA recognised airline company. Athletes who do not arrive or arrive late for the Country Quota Play-Off Meeting or the Preliminary Inquiry/Technical Meeting of the Qualification and/or the and have not received the authorisation of the Technical Supervisor are excluded from the event by the Technical Supervisor for no show and fined (see CEV Beach Volleyball Handbook, article 1.4). 1.11 RIGHT OF PARTICIPATION OF TEAMS The right of participation shall become effective as soon as the teams names appear on the Confirmed List established by CEV for each event. The Confirmed List is sent to the National Federations concerned. It is the National Federations responsibility to inform their athletes accordingly. A team is composed of two athletes of the same nationality and same gender. Page 5 of 9

1.12 RIGHT OF PARTICIPATION OF ATHLETES An athlete wishing to take part in a CEV sanctioned competition must possess the nationality of the country whose national team he/she intends to play for and must fully comply with the requirements laid down by the Sports Regulations of the FIVB. Only athletes not suspended by CEV and/or FIVB for the event concerned are allowed to participate. 1.13 WILD CARDS CEV has the right to grant up to 2 Wild Cards for the and 2 Wild Cards for the Qualification Tournament per event upon request of National Federations or upon its own initiative. The National Federations may present their request for Wild Cards to the CEV Office at the latest 30 days before the beginning of the event using the BV-02 form. The CEV s final decision will be circulated through the events Confirmed List at the very latest 15 days before the event. For every unused Wild Card, the best ranked team of the Confirmed List will be admitted directly to the. In case of team composition changes of the Wild Card team, the Wild Card is not transferable to a new player/team unless approved by CEV. If not approved, the new team will be placed according to the new team s CEV Entry Ranking points as of 15 days before the event. The new team is then placed into the, Qualification Tournament or Reserve List. Wild Cards are not taken into consideration for the Country Quota. 1.14 CEV ENTRY RANKING The CEV Entry Ranking is calculated by adding each athlete s FIVB World Ranking points earned in best* 6 of their last 8 events among all FIVB recognised/sanctioned events - FIVB World Championships, FIVB World Tour Grand Slam / Major Series / Open, CEV Final, CEV Continental Cup Final, CEV Masters, Challenger, CEV Satellites, Continental Tour Zonal events, FIVB Age Group World Championships, Continental Cup, CEV U18/20/22 European Championships and homologated National Tour legs over 365-day period from the date Entry points are calculated. The FIVB World Ranking points earned from FIVB Open, CEV Final, CEV Masters, Challenger, CEV Satellites, Continental Tour Zonal events, FIVB Age Group World Championships, Continental Cup, CEV U18/20/22 European Championships and homologated National Tour legs are included only if they improve an athletes standing. * Best refers to the highest FIVB World Ranking points obtained. 1.15 ALLOCATION OF POINTS An athlete shall be allocated the ranking points according to his/her classification in the competition he/she took part in. The ranking point table you can find hereafter. If for any reason an alternative method is used for the payment of the prize money, this will be communicated in the event s Practical Info document. 1.17 MAKE AND TYPE OF BALLS The ball to be used is the MIKASA VLS 300. 1.18 RULES OF THE GAME All matches shall be played according to the FIVB Official Beach Volleyball rules in their latest edition. 1.19 VISA APPLICATION PROCEDURE Athletes, Officials, Team Managers, Coaches and National Federations are requested to apply early enough for visas, whenever needed. The hosting National Federation should be contacted to receive an invitation letter for the event. 2. FINANCIAL REGULATIONS 2.1 ENTRY FEE For each team registering to participate in any competition of the 2016 season the respective National Federation shall pay, upon receipt of the respective CEV invoice, a unique entry fee of 100,- EUR to the bank account of the CEV: BGL BNP Paribas in Luxembourg, Account number: IBAN LU12 0030 4427 2960 1000 SWIFT: BGLLLULL When a team withdraws from a competition later than 15 days before the start this fee is due except for health reasons. Teams made up of athletes that already participated in a competition of the current season but did not enter a competition of the current season together, count as a new team. 2.2 LICENSE FEE For each athlete applying for participation in any competition of the 2016 season the respective National Federation shall pay, upon receipt of the respective CEV invoice, a license fee amounting to 20,- EUR to the bank account of the CEV: BGL BNP Paribas in Luxembourg, Account number: LU12 0030 4427 2960 1000 SWIFT: BGLLLULL This fee is due even if the athlete did register but eventually did not participate in any competition.
