1 2015 FEI WORLD JUMPING CHALLENGE ARTICLE 1 - PRINCIPLES Rules for Categories A, B & C 1.1 The FEI World Jumping Challenge may be organised by any member NF of the FEI, except USA, Canada and Western Europe. 1.2 There are three categories, Cat. A ( m); Cat. B ( m) and Cat. C ( m). 1.3 Category A, B and C consist of 3 Events which will run under Table A, Art , over two rounds either on the same day or over two days maximum. There will be two different course plans (Round 1 and Round 2) per Event run at 3 different heights. All courses will be designed by a Course Designer appointed by the FEI. 1.4 The size of the arena for all Categories (A, B and C) is 65 x 45 meters. 1.5 Category A, B and C: All 3 Events for all 3 categories will run under table A, Art over two different rounds. 1.6 First round: Not against the clock. 1.7 Second round: Against the clock. Starting order in 2nd round: reverse order of penalties in the 1st round; Athletes retain their drawn order in case of equality of penalties - No jump-off. 1.8 Each event must be run over 2 days maximum. 1.9 Placing: Athletes will be placed according to aggregated Penalties over both rounds and the time incurred in the second round The Category A qualifies for the World Final The Category A, B and C must be organised at outdoor events between the 1 st January and the 31 st December In case of other classes organised in the framework of the Challenge, the Challenge competitions (all days) must be organised first. ARTICLE 2 - HORSE INSPECTION 2.1 Horse Inspection: Any horse participating, must prior to participating pass a horse inspection carried out by an FEI Veterinary Delegate to be appointed by the OC in accordance with Article 280.2, FEI Rules for Jumping Events, 25 th Edition, updates effective 1 January 2015 (refer to > Jumping > Rules). 2.2 FEI GR Art : Horses taking part in the FEI World Jumping Challenge competitions in their own country are NOT required to have an official valid FEI Passport or a national Passport approved by the FEI accompanied by an FEI Recognition Card as a mean of identification and to establish ownership. All such horses must be properly registered within their National Federation and identifiable by diagram. Unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate. 1
2 2.3 The Inspection must take place on a firm, level and clean but not slippery surface. The horse must be walked and trotted on a loose rein. 2.4 The FEI Judge must be present and the Vet. Inspection must take place, in principle, on the day preceding the Competition to allow for an eventual re-inspection. 2.5 It is the responsibility of the NF and/or OC to award a special prize to the best presented horse based on the Ground Jury & FEI Veterinary Delegate s decision. 2.6 Horses must be six years old or over. ARTICLE 3 - PARTICIPATION 3.1 Countries may organize Categories A, B, C or the Category(ies) of their choice. They may be held at different periods and places or simultaneously, however the 3 Events per category cannot be organised over the same weekend 3.2 Countries may make a special request to the FEI in order to host one Challenge Category in separate locations. This will only be granted due to geographical locations, if the country is too large to have the whole competition in one venue. 3.3 A horse may compete in only one Category 3.4 An athlete may ride in all 3 Categories with 3 different horses. 3.5 Horses cannot be ridden by more than one athlete in one Category. Athletes may ride more than one horse in a category but the score of only one horse will count for points. This horse must be declared before the first competition. The athlete must complete the official FEI Declaration Form (available to download on the FEI Website, i.e. sign it and submit it to the OC. The OC must in turn submit this to the PGJ all forms must be signed and submitted before the start of the competition. A copy of the form (with both signatures) must be submitted to the FEI with the results. The declared horse must be ridden first in all rounds. The results obtained with the other horses will not count towards the final standings. 3.6 Athletes having participated at CSI2* events and over (this includes Senior Regional/Continental Games & Championships/WEG/OG) are not allowed to compete. Other restrictions may apply based on National Federation s participation criteria. Athletes must consult the National regulations for such restrictions. An athlete that has not competed at the above mentioned level since more than 3 years is allowed to compete in the FEI World Jumping Challenge again. 3.7 Any athlete that has competed in the Youth Olympic Games is eligible to compete in the FEI World Jumping Challenge. 3.8 The three categories are open to all athletes from the beginning of the year in which they reach their 15 th birthday for Categories A & B, and 14th birthday for Category C. 3.9 The NF of the organising country may enter as many athletes as it wishes for each of the 3 competitions As an exception to the FEI General Regulations, in the World Jumping Challenge Athletes Living outside their country of nationality (as defined in the FEI General Regulations) may compete for their country of residence. They may also be members of their host country s team. Foreign Athletes from another Challenge NF or from a `non-challenge NF may compete in the World Jumping Challenge under the conditions of Art , FEI General Regulations. Foreign Athletes may only compete for their country of sport 2
3 nationality, and cannot be a member of the host country s team Athletes and Horses participating in the FEI World Jumping Challenge do NOT need to be registered with the FEI Category A, B and C: An athlete eliminated in one event of the Category A, B or C may start in the other events of the same Category. However, his/her results will not count towards the final classification Category A, B and C: Draw & Starting order A draw for each of the 3 events will take place to decide the starting order. The order of starting for all horses and athletes in the second round of each competition will follow the reverse order of penalties in the first round, whether horses are competing for FEI placing or not. In the event of equal penalties, athletes will start in the same order as in the first round of each event. In case an athlete is riding more than one horse, the declared horse must be ridden first in all rounds. ARTICLE 4 - ORGANISATION 4.1 Each NF is directly responsible for the organisation and judging of the three events. 4.2 Category A: The Ground Jury must be composed of a President who must be an FEI Judge for the 1 st and 2 nd Events. For the 3 rd Event, the Ground Jury must be composed of a President (FEI Judge) plus an FEI Foreign Judge (minimum 2* Level). If there is no FEI Judge in the country, the FEI Foreign Judge will act as the President of the Ground Jury with a panel of national judges. 4.3 Category B & C: The Ground Jury must be composed of a President who must be an FEI Judge for all 3 Events. An FEI Foreign Judge is not required for these categories. 4.4 The Judge s Report must be completed and signed (an electronic signature is acceptable) by the FEI Foreign Judge for the 3 rd Event for Category A and by the FEI Judge President of the Ground Jury for the 1 st and 2 nd Events for Category A and for all 3 Events for Category B & C. 4.5 All Judges, both National and Foreign, must be jumping judges. 4.6 The FEI Foreign Judge must act as FEI Technical Delegate at the same time and make sure that all details in the course are in accordance with the published course plans. ARTICLE 5 - THE COURSE 5.1 The penalties will be calculated according to the FEI Jumping Rules, 25 th Edition (updates effective 1 January 2015). 5.2 The courses will consist of between nine and twelve obstacles including one or two doubles and at least two upright and two spread obstacles. There will be no wall and no triple combination. There will be no water jump, but obstacles which include a water ditch (called Liverpools) may be used. 5.3 The FEI World Jumping Challenge Course Plans are designed each year by an experienced FEI Course Designer appointed by the FEI. 5.4 The following maximum dimensions apply in the three categories. C M M 325 m/min 5.5 Procedure for approving new safety cups Please consult the FEI website under: The competition arena must be enclosed (FEI Rules for Jumping Event, Art. 201 and Memorandum for Jumping Events, Section 3). The size of the arena for the World Jumping Challenge Cat. A, B and C is 65 x 45 m. If built inside a larger arena, it must be either marked out on the ground or railed off 5.7 FEI Certified Safety cups must be used for all oxers, and all other obstacles wherever possible, including within the warm-up area. ARTICLE 6 - PRIZES The Organising Committee within each country is responsible for the distribution of prizes in the normal way (at least one prize per four athletes). ARTICLE 7 EVENT REGISTRATION It is the responsibility of the NFs to inform the FEI on their intention of participation before November 1 st the year prior to the competition by sending to the FEI, the Participation Form posted on the FEI website ( > Events > FEI World Challenges > FEI World Jumping Challenge > Downloads). Dates must fit between 1 st January 31 st December. ARTICLE 8 - RESULTS 8.1 Each NF is responsible for establishing a National ranking (point system) per technical level. The scale of points for the ranking will be provided by the FEI (provided within the Results sheet). There will be an INDIVIDUAL World ranking for all 3 Categories. 8.2 Results, declaration forms, judge s reports, FEI World Challenge Start Lists, one copy of the event programme, and some photographs and video of the competition if any, together with press clippings must be sent to the FEI immediately after the competition. Please use only the Excel sheet specifically designed for the results of the FEI Challenge. This can be downloaded from the Downloads section of the FEI World Jumping Challenge web page. Please submit the results fully completed in their original format (Excel) in order to facilitate result processing. We then ask you to send, either by , fax or by post, a copy of the results signed off by the Judges responsible. 8.3 The FEI will publish the results on the web site ( > > Events > FEI World Challenges > FEI World Jumping Challenge > Results) and establish the final standings. 4
5 8.4 There will be a TEAM ranking per regional Zone. Each Team is composed of the 1 st athlete per Category (A, B and C) in the NF. If a NF does not organize all 3 Categories, then it will not have a team. 8.5 Only Category A qualifies for the World Final. Athletes must participate in all 3 Category A Events to participate in the World Final. ARTICLE 9 YOUTH OLYMPIC GAMES According to the YOG qualification criteria published on the web site. During the qualification period, only the 3 rd Event for Category A (with FEI FJ) will count as a YOG Qualifier. ARTICLE 10 - INFORMATION TO BE SENT TO THE FEI 10.1 TWO MONTHS prior to the competition: A. CONFIRMATION OF COMPETITIONS DATES before November 1 st the year prior to the competitions/events. B. NAME & STATUS OF PGJ (FEI JUDGE) FOR CATEGORY A, B & C (+ & mobile) C. NAME & STATUS OF FEI FOREIGN JUDGE FOR CATEGORY A, 3 rd Event only (+ & mobile) Last minute changes are not allowed!! 10.2 Immediately after the event: Results, completed on the official FEI World Jumping Challenge Result Sheet in Excel Format (font, size and style must be respected); Individual results of each athlete who has finished the 2 rounds. All names (athlete and horse) must be provided in English. Information about athletes represented NF and Nationality must be provided No later than 14 days after the event: - One copy of the event programme, including starting lists. Please use the FEI Challenge Starting Lists available on the FEI Website under Events > FEI World Challenges > FEI World Jumping Challenge > Downloads (considering the FEI World Jumping Challenge is linked to the FEI Coaching System, this information is very important for us to keep track of the coaches pupils progress). - Copy of the results signed by the official FEI Judges - Copies of all forms used to declare the official horse when an athlete rides more than one horse. These forms must be signed by the athlete and the Foreign Judge (or President of the Ground Jury). It must be remembered that only one horse can count for the worldwide standings and that this horse must be declared before the start of the first round of the first competition and must be ridden first in each first round. - The Judge's report. - Photographs of the competition with names of all the people figuring on them clearly written in English, either on the back of the photographs, or on a separate list. - Press clippings relating to the event. ARTICLE 11 DRESS & SADDLERY Please refer to Articles 256 and 257 of the FEI Rules for Jumping Events, 25 th Edition, updates effective 1 January 2015, for all rules on dress and saddlery. 5
6 ARTICLE 12 MISCELLANEOUS 12.1 FEI Brand The FEI logo being a registered trademark we ask that while preparing publications for the competition (programmes, flyers, etc.) the OC strictly follows the FEI Brand Guidelines whenever using the FEI Logo, which you will find on the FEI website under: General The FEI World Jumping Challenge must be organised strictly according to FEI General Rules & Regulations, 23 rd edition, FEI Rules for Jumping Events, 25 th Edition, updates effective 1 January 2015, the 2015 FEI World Jumping Challenge Rules and the Guidelines for Course Builder. The FEI is entitled to make reasonable amendments to the present rules. It is the responsibility of the NFs to make sure that the athletes and horses take part in the appropriate Category according to their age and experience. 6
7 2015 FEI WORLD JUMPING CHALLENGE Rules for Categories A, B & C IMPORTANT CLARIFICATION: ARTICLE 8 - RESULTS 8.3 The FEI will publish the results on the web site ( > > Events > FEI World Challenges > FEI World Jumping Challenge > Results) and establish the final standings. The Regional and World rankings will only take into account the results of horse/rider combinations that have participated and finished all 3 events. 8.4 There will be a TEAM ranking per regional Zone. Each Team is composed of the 1 st athlete per Category (A, B and C) in the NF. If a NF does not organize all 3 Categories, then it will not have a team. Team composition: A team must be composed of 3 individual athletes. The 1 st athlete per Category (A, B and C) per NF will be part of the team unless the same athlete wins more than one Category. In this case only the results of the highest Category will count for this athlete. In all other Categories, the results of the follow up athlete in the placings will be taken into account: Eg. 1: Category A: Place Rider Horse Team 1 John Doe Phantom T 2 Clark Kent Superman 3 Jean Grey Phoenix Category B Place Rider Horse Team 1 John Doe Mr. X 2 Kurt Wagner Nightcrawler T 3 Peter Parker Spiderman Category C: Place Rider Horse Team 1 Kurt Wagner Excalibur 2 John Doe Lost Identity 3 Peter Parker Daily Bugle T If there are no other Athletes in the placings to ensure the Team is composed of three individual athletes, then there will be no team. 1
8 8.5 Only Category A qualifies for the World Final. The best two horse/athlete combinations per Regional group will qualify for the World Final. Consequently, Horse/Athlete combinations must participate in all 3 Category A Events to participate in the World Final. 2
