THE AWARDS The BCA Construction Productivity Awards - Projects recognise the contribution of project teams towards achieving productivity enhancement in their construction development projects from the design to the end of construction. The Awards aim to: (i) Encourage designers to come up with labour-efficient designs; (ii) Encourage project teams to adopt labour-efficient construction methods; and (iii) Recognise project teams for their excellent project planning and coordination in enhancing productivity. Awards will be given out in nine categories: - [1] Residential Landed Buildings Category [2] [3] Residential Non-landed Buildings Category (for projects with GFA < 25,000m 2 ) Residential Non-landed Buildings Category (for projects with GFA 25,000m 2 ) [4] Commercial and Office Buildings Category [5] Institutional Buildings Category [6] Industrial Buildings Category [7] Mixed Development Buildings Category [8] Additions & Alterations / Upgrading Buildings Category [9] Civil Engineering Projects Category For additions & alterations / upgrading projects, nominations will only be accepted if new floor area is added to the existing buildings. Winning projects will either receive a Platinum Award or a Gold Award. The Awards are not competitive but standard based. An Award will only be conferred if a suitable entry is received. Several Awards may be conferred in each category. A Gold Award will be awarded to a project that has adopted good buildable design qualities and construction methods that reflect ease of construction. A Platinum Award will only be conferred to a project that has displayed exemplary buildable design features and adopted advanced construction technologies that have led to commendable productivity outcome. 3

ASSESSMENT Projects submitted for nomination will be assessed by an Assessment Panel appointed by the Building and Construction Authority. The projects will be assessed based on the following criteria: (A) Building Projects (i) Project buildable design score; (ii) Project constructability score; (iii) Simplicity of construction; (iv) Design and construction integration; and (v) Aesthetics (B) Civil Engineering Projects (i) Design for ease of construction; (ii) Construction Technology and Site Management; (iii) Design and construction integration; and (iv) Innovative Designs and/or Products The decision of the Assessment Panel shall be final. The discretion of the Assessment Panel to confer or withhold an award is absolute. No correspondence relating to any decisions will be entertained by the Assessment Panel or BCA. 4

ELIGIBILITY All construction projects that obtained TOP between 1 January 2013 and 30 June 2014 are eligible for consideration. Awards (Plaques and Certificates) are given to the respective winning project teams organisations. Organisations which are eligible for the awards are: Organisations of the following as recipients of the Plaques and Certificates Client Qualified Person for Architectural Works Qualified Person for Structural Works Collaborating Architectural Consultant (if any) Collaborating Structural Consultant (if any) Builder (for Build only projects) / Design & Build Contractor / Alternative Design Contractor Conceptual designers (if any) Builder s architect (only for Design & Build and alternative design proposals) Builder s structural engineer (only for Design & Build and alternative design proposals) M & E engineer Collaborating M & E engineer (if any) Any other party in the project team who has contributed significantly to the project s buildability A combined Plaque and Certificate will be given to the organisation if it is involved in the project in two or more disciplines/capacities. 5

ENTRY Entries for the awards must be submitted using the prescribed nomination form. The procedure for entry comprises two stages: - Stage 1: The proposing firm makes a nomination using the prescribed form. Other materials which MUST be included in the submission are: 1. A project write-up in ten-page length in print and digital format (Microsoft Word format). Please refer to the attached guide for the write-up. 2. At least one A4 size drawing showing an isometric view of the assembly of buildable features. The drawing is to be submitted in digital colour format (in high resolution JPG). 3. Two digital colour photographs with at least one photograph showing the building in its environment. These photographs are to be submitted in digital format (in high resolution JPG). Additional supplementary images in digital format may also be submitted. 4. One complete set of construction drawings in softcopy which shall include structural and architectural drawings as well as column, beam, door and window schedules. 5. Site/Construction photographs in digital format showing the incorporation of buildable features, the adoption of construction technologies and implementation of good site practices in the project. 6. The project s Manpower Productivity Data Report generated from the electronic Productivity Submission System (epss) of BCA (for building projects only). The nomination form, photographs, project write-up, isometric drawings, construction drawings and manpower productivity data report must reach the secretary of the Assessment Panel NOT LATER THAN 23 January 2015. Please submit the nomination form along with the attached checklist. An incomplete submission will not be accepted. Special Notes 1. Each project needs only one Nomination Form which could be submitted by any team member who is directly involved in the project. 2. In deriving the buildable design and constructability scores of a project, all buildings of the project under the same planning permission should be accounted for. A nomination whereby only part of the project is submitted e.g. selected buildings within a project or a particular element/system of a project would be deemed as incomplete and rejected. 3. Nomination Form can be photocopied and used for submission. 4. Information which is required in digital format shall be submitted in a CD-Rom. 5. For manpower productivity data report, please note the following: (a) The builder would have been given access to the epss when the project was captured by the system. (b) The builder must notify BCA under the following circumstances: (i) The project was not captured by the epss and there was no submission of project & manpower data to BCA. (ii) There were errors or incompleteness in the project & manpower data submitted to BCA (e.g. error in constructed floor area or incomplete monthly manpower data). 6

(c) For (b)(ii), arrangements will be made for the builder to re-enter the correct and complete project & manpower data into the epss. (d) The builder can contact Ms Ng Geok Kuan at Tel: 6804 4256 (email: ng_geok_kuan@bca.gov.sg) for the notification. Stage 2: Shortlisted projects shall make a presentation to the Assessment Panel in February / March 2015. The Assessment Panel will interview the project team to clarify the design system and the construction methods as well as other details and aspects related to the project. The Assessment Panel will have at its discretion the right to reject any entry which has incomplete documentation or which fails to comply with the above requirements at any stage of the competition. 7

TERMS AND CONDITIONS All materials submitted in connection with the entries shall become property of the Building and Construction Authority (the BCA). Award recipients are required to share information on their successful projects with the construction industry. This sharing of information may take the form of presentations, seminars, exhibitions and/or the hosting of company visits. The BCA reserves the right to use any material submitted in connection with the entries in any way deemed fit, without payment of fees or royalties, and regardless of the results of the Award. This includes, but is not limited to, the publication and/or exhibition of photographs, materials and/or names. The Assessment Panel reserves the right to defer judgment on any shortlisted project if at any time during the assessment process, any development or incident arises concerning any party linked to the project, which is likely to result in adverse publicity to the Awards, the BCA and/or the construction industry. The duration of any such deferment shall be at the sole discretion of the Assessment Panel. The BCA reserves the right to withdraw or withhold any award, if in the opinion of the BCA, the conferment of such award might result in any adverse publicity to the Awards, the BCA and/or the construction industry, because of any development or incident concerning any party linked to the recommended award winning project. The duration and extent of any such withdrawal or withholding shall be at the sole discretion of the BCA. ANNOUNCEMENT OF RESULTS Winners will be informed and the results released to the press. GUIDELINES FOR THE PROJECT WRITE-UP A write-up of the project in ten-page length MUST be submitted using the guidelines below: A. Building Projects a. Description of project b. Structural buildable features To illustrate how the structural design concept including the adoption of any innovative designs for this project had facilitated ease of construction at site. c. Architectural buildable features To demonstrate how the architectural design concept for this project had facilitated easy construction on site and how buildability and aesthetics were achieved without compromising one another. d. M & E buildable features To highlight M & E buildable features such as integrated M & E systems or modular systems being adopted in the project which are over and above the conventional M & E design/works. e. Constructability To emphasise on the construction technologies and methods as well as the use of advanced plant and equipment that had helped the project to achieve higher productivity. In particular, to highlight innovative ideas in construction methodology which had allowed the project to achieve results beyond the norm. This could be in the form of a new or improved construction approach adopted in the project, use of mechanisation or the use of innovative system, product or material. To illustrate also how construction management solutions had benefited the project in terms of productivity and buildability. Consideration for site constraints such as access and safety management should also be highlighted. f. Simplicity for Construction To demonstrate how the use of simple yet efficient connection details or other simplification in designs had helped to allow for integration amongst the different building systems (structural, architectural and M&E design/details) and ease their construction. g. Design and Construction Integration To illustrate that the design and construction works had adopted a process whereby the architect, structural engineer, M&E engineer and builder had collaborated and coordinated to achieve a high buildability and constructability for the project. To highlight how the planning process and involvement of all parties in the early stage had helped the project in its delivery and to demonstrate that all building systems were interdependent and that the result of each set of decisions had a cascading impact on other design and construction decisions. 17

Aesthetics To demonstrate how the design solution had embraced buildability as an integral and synergistic element of the architecture that is both aesthetically delightful and contextually sensitive to people and place.
