REQUEST FOR PROPOSALS FOR COFFEE EXPERT/BARRISTER EPC/PRO/RFP/006/2013-2014 TERMS OF REFERENCE MARCH, 2014
1. INTRODUCTION These Terms of Reference (TOR) serve as a Request for Proposals from suitably qualified individuals interested in providing coffee expert/barrister services at the Kenya Pavilion during the Expo 2015 Milan. Details regarding contents of proposals and submission procedures are explained herein. 2. BACKGROUND The Export Promotion Council is Kenya's premier institution established for the development and promotion of exports of goods and services, including harmonization of export-related activities. Established in 1992, the Council s primary objective is to address bottlenecks facing exporters and producers of export goods and services in order to increase the performance level of the export sector. To achieve its mandate, the Council works in collaboration with both the public and private sectors with financial support from the government and development partners. Kenya is a member of the Bureau of International Expositions (BIE), the body mandated to organize world Expos. Expos are unique events in which participating countries, international organizations, corporations, civil society and millions of individuals come together to interact, based on a given theme statement. Countries use this opportunity to showcase their trade, cultural and tourism potential. In 2012, Kenya confirmed participation at the Expo 2015 Milano, which will be held from 1 st May to 31 st October, 2015. The Expo will be driven by the theme Feeding the Planet, Energy for Life. The Kenya pavilion is located within the coffee cluster of the Expo. The Export Promotion Council is mandated by the Government of Kenya to coordinate all activities of the Expo. 3. OBJECTIVE Kenya coffee is renowned internationally for its superior quality attributes, and used in blending coffees from other parts of the world. The Kenya Pavilion, being located in the Coffee Cluster of the Expo, will share the cluster with leading coffee producing nations such as Brazil, Costa Rica, Colombia, Ethiopia and Indonesia. This presents the rare opportunity to demonstrate the uniqueness that Kenyan coffee commands in the world. The general objective tied to the role therefore is to oversee development of coffee storylines for the Pavilion; train staff on production of coffee products and ensure quality coffee in the pavilion restaurant. 4. SPECIFIC TASKS The coffee expert/barrister will be expected to:- i) Develop a coffee story from the farm to the cup for the Kenya Pavilion. ii) Train Pavilion Personnel on the brewing of coffee. iii) Produce superior coffee product presentation. iv) Oversee dissemination of the coffee story to visitors at the pavilion. v) Provide top quality coffee products preferred in the Italian market, including espresso, macchiato, etc. vi) Assist the Stand management team create the Café Menu. 2
vii) Management of Stock and prepare replenishment orders from both from Kenya and Italy and provide proper accountability. viii) Any other duties as assigned by the Commissioner General. 5. KEY COMPETENCIES The coffee expert/barrister will be expected to demonstrate the following competencies:- i) Ability and awareness to follow health, safety and sanitation guidelines mandated by Kenyan, Italian governments and EXPO 2015 Milan organizers. ii) Ability to communicate clearly with co-workers at the Kenya pavilion to solve problems and improve quality. iii) Ability to take ownership of processes and quality improvements. iv) Ability to initiate suggestive selling and sampling of products. v) Work with minimal supervision. vi) Adhere to appropriate standards of behaviour in the workplace in line with the Export Promotion Council Code of Conduct. vii) Knowledge in coffee making/brewing machines in the international market; viii) Knowledge of international coffee issues, including and not limited to policy, supply and demand factors such as production, processing, pricing, value addition and consumption; ix) Demonstrate a good understanding of the Kenyan coffee sector and its quality attributes; x) Ability to identify and describe quality, including making commercial value judgements; xi) Ability to make sound presentations on coffee; xii) Demonstrate how to determine cause and effect of quality problems, formulate advice and potential solutions to players along the production and value chain. 6. OUTPUT/ DELIVERABLES i) Coffee story from the farm to the cup for the Kenya Pavilion; ii) Transfer of skills to pavilion staff on coffee brewing; iii) Excellence in responding to technical inquiries on Kenyan coffee iv) Continuous service in top quality coffee products preferred in the Italian market, including espresso, macchiato, etc. v) Excellence in servicing the Café Menu orders; 3
vi) Effective management of stocks and preparation of replenishment orders from both from Kenya and Italy and provide proper accountability. vii) Effective implementation of tasks delegated by the Commissioner General of Section, Kenya. 7. DUTY STATION The Coffee Expert/Barrister will work at the following stations:- i) Nairobi, while carrying out preparatory assignments in readiness for the Expo ii) Milan, Italy, during the Expo period on dates to be specified by the Export Promotion Council. 8. SUPERVISION/REPORTING The Coffee Expert/Barrister will be accountable to the Commissioner General of Section, Kenya. 9. PRINCIPLES The Coffee Expert/Barrister will be expected to work in close collaboration with the Export Promotion Council to ensure smooth flow and application of concepts developed in line with the Theme Statement of the Expo, and the Theme Statement of the Kenya pavilion. 10. SUPPORT AND FACILITATION The Export Promotion Council, as the Client, shall provide necessary support to the Coffee Expert in order to execute the assignment during the duration of the Expo. The support shall include:- i) Recommendations to facilitate travel arrangements between Kenya and Italy ii) Access to information relevant to the assignment 11. REMUNERATION Payments to the Coffee Expert shall be based on the agreed financial proposal developed for this assignment, as will be indicated in the contract. 12. QUALIFICATIONS The Coffee Expert/Barrister should have the following qualifications:- i) Bachelor of Science in Food Science and Technology; ii) Certification as a Coffee Expert/Liquorer; iii) Certification in Hazard analysis and Critical Control Points (HACCP) preventive systems in food safety; iv) At least 5 years experience as Barista from a reputable coffee shop/outlet; v) Ability to operate Point of Sale (POS) hardware and reconcile daily transaction; vi) Valid Kenyan Passport vii) Provide documentation that they are aged above 21 years. 4
13. SUBMISSION OF APPLICATIONS Interested applicants should submit their proposals that include: i) A Technical Proposal in form of a letter stating why you consider yourself suitable for the assignment; ii) Brief methodology on the approach and implementation of the assignment; iii) Personal CV highlighting qualifications and experience on the areas detailed in this RFP; iv) Copies of educational and professional certificates. Shortlisted Applicants will be notified of the date they will appear before a panel to make presentations, when they will produce the original copies of their certificates for verification; v) Work references that should incorporate physical address, telephone and email addresses of firms for whom you have worked; vi) A detailed list of coffee equipment that you can operate; vii) Financial Proposal indicating consultancy fee and a breakdown of expenses (unit price in Kenya shillings for local assignments, and in United Stated Dollars for assignments to be undertaken in Italy), together with any other expenses related to the assignment; viii) Kenya Revenue Authority Tax Compliance Certificate; ix) Certificate of Good Conduct; x) Credit Reference Bureau Certificate xi) Copy of National Identification Card xii) Copy of Passport The Technical proposal and the financial proposal must be in separate sealed envelopes and clearly marked Technical Proposal for Request for Proposal Reference No.... and Financial Proposal for Request for Proposal Reference No.... Both envelopes should be sealed in one large plain envelope that should be marked Request for Proposal Reference No.... Late proposals will be rejected. The Requests for Proposals will be opened immediately thereafter in the presence of the bidders, or their representatives who choose to attend. 5
