SECTION 28 16 00 INTRUSION DETECTION SYSTEM PART 1 - GENERAL 1.1 DESCRIPTION A. This section describes the detailed technical requirements for the Intrusion Detection System (IDS), where the Contractor shall finalize the design, provide, install, and test a complete system under this Contract. Scope of Work includes: 1. Provide, install, and test all new intrusion detection equipment in new Traction Power Facilities (TPF), Wayside Power Cubicles (WPC), Control Point Houses (CP Houses), outdoor cabinets, and as specified and as shown on Project drawings. 2. The IDS shall utilize magnetic switches mounted on facility doors and cabinet doors to detect intrusion. Each switch shall provide dry contacts to: a. Respective local Remote Terminal Unit (RTU) for remote intrusion alarm reporting SCADA. b. TPF s Closed Circuit Television (CCTV) cameras, to signal and initiate the remote monitoring and recording of the video at San Carlos Central Office and as well as Backup Central Control Facility (BCCF). 3. IDS related work shall also include providing cabling and fanning signals with relays. 4. For future addition of an electronic access control system, the Contractor shall designate spare space and power, in the vicinity of the intrusion detection switches and all entrance doors. 1.2 REFERENCE STANDARDS A. 1.3 SUBMITTALS A. Submittal format and content shall comply with the general requirements of these Specification and the specific technical requirements further listed herein. 1. Manufacturer Qualifications: a. ISO certified manufacturer 2. Preliminary Design Review (PDR) Technical Requirements. a. Contractor shall include the following information as part of the PDR submittal package for the IDS: i. A complete list of IDS equipment (including manufacturer's descriptive and technical literature and catalog cut sheets) including sensor equipment. ii. Preliminary wiring diagrams for all IDS equipment provided and installed under this contract. iii. Drawings showing the plan and elevation for typical TPF, WPC, CP House and outdoor cabinets. 3. Final Design Review (FDR) Technical Requirements a. Contractor shall include the following information as part of the FDR submittal package for the IDS: i. Updated PDR information. All drawings and design information shall reflect a final design. ii. A complete list of IDS equipment (including manufacturer's descriptive and technical literature and catalog cut sheets) including sensor equipment. iii. Detail drawings for facilities and cubicles containing IDS. The drawings shall consist of the following: a) Schematics b) Wiring diagrams 4. Other details, as required to verify that the system conforms to industry standards and requirements 5. Installation Work Plans a. The Contractor shall submit the following installation document for each site no later than 60 days prior to the scheduled installation activities. The Installation Work plan shall include: i. Drawings and diagrams to include: a) Equipment layout in plan and elevation views b) System block diagram c) Wiring diagrams showing detail connection of all system components d) Conduit installation details e) Contract #14-PCJPB-P-053 Page 2 of 7 (Rev 2.0 12-15-14)

6. Certifications a. Copy of ISO certification for all proposed manufacturers shall be included. 7. Product Samples a. Product samples shall be provided and demonstrated when requested by the JPB. 8. Test Plan and Procedures a. Test procedures shall be submitted for all the required tests as described in paragraph 3.02 of this Section. b. Test Records: Contractor shall submit the Test Records and Results for review 7 days after the completion of each test, in accordance with these Specifications. 9. As-Built Documentation a. Contractor shall submit complete As-Built documentation and drawings for the IDS. 1.4 QUALITY ASSURANCE A. Contractor's design and installation shall comply with all applicable Standards and Codes as listed herein. B. Material and Workmanship Requirements 1. All equipment provided under this Section shall be UL listed. 2. All grounding shall be in accordance with local standards, and specifications required by this contract except as modified herein. Each piece of equipment shall be grounded in accordance with the recommendations of the manufacturer. 3. Discontinued product models, refurbished equipment, or products scheduled for end-of-life, end-of-sale, or end-of-service within one calendar year of the installation date shall not be used. 4. All products specified herein shall be submitted for JPB s review. Contractor shall demonstrate adherence to the specified requirement and approval of the manufacturer s quality process. The JPB's action on such submittals will be in accordance with the SONO or SOO defined in the General Provisions. Contract #14-PCJPB-P-053 Page 3 of 7 (Rev 2.0 12-15-14)

PART 2 - PRODUCTS 2.1 GENERAL DESIGN REQUIREMENTS A. System Description 1. The system equipment shall consist of magnetic switches mounted on facility and cabinet doors that interfaces with the SCADA system via local RTU at each location. 2. Magnetic switch shall have spare and provide dry contact to local RTU and CCTV Cameras. Switch activation shall provide indication of facility door open or cabinet door open to transmit a request to (i) San Carlos Central Office and (ii) the CCTV cameras to a pre-set position and start recording. B. Detectors Arrangement 1. Detectors shall be installed on doors of TPF, WPC, CP House, and outdoor cabinet. 2.2 INTRUSION ALARM MAGNETIC SWITCH A. Specifications PART 3 - EXECUTION 3.1 INSTALLATION A. General B. Wiring 1. The magnetic switch shall consist of flush mounted magnet and switch assemblies, each housed in thermoplastic. 2. The switch assembly shall activate when the magnet is more than 1/4- inch removed. 3. The switch contacts shall activate within 10 ms and shall be rated for 24 V DC at 500 ma. 4. Normally open and normally closed contacts shall be provided for all required functions. 5. The magnetic switch provided shall be capable of a minimum of 100,000 operations over a minimum period of 10 years without failure. 1. Equipment shall be installed as shown in the Project drawings, and in accordance with the manufacturers recommendations. 2. Required interconnections, services, and adjustments for a complete and operational system shall be provided. 3. Electrical work shall be in accordance with NFPA 70. 1. System wiring shall be installed in electric metallic tubing. The conductors for the alarm system shall be installed in conduits, junction boxes, or outlet boxes separate from lighting and power systems conduit. 2. Conduit shall be 1/2-inch minimum in accordance with NFPA 70. No more than one conductor shall be installed under any screw terminal. 3. Circuit conductors entering or leaving any mounting box, outlet box enclosure or cabinet shall be connected to screw terminals with each terminal marked in accordance with the wiring diagram. 4. Connections and splices shall be made using screw terminal blocks. Wire nut type connectors shall not be used in the system. 5. Wiring within control equipment shall be readily accessible without removing component parts. C. Over-voltage and Surge Protection 1. Cables and conductors, which serve as communications links, shall have surge protection circuits installed at each end. 2. Fuses shall not be used for surge protection. D. Delivery and Storage 1. Equipment delivered and placed in storage shall be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. 3.2 TESTING AND INSPECTION A. The Contractor shall perform the following inspection and test on the IDS at each equipment installed location. The JPB shall be given at least 10 days written notice prior to each scheduled test so that they may be present as desired. 1. Factory Testing a. If the product is manufactured by an ISO certified manufacturer and complies with the requirements listed herein, the factory testing can be omitted. Otherwise a factory testing and inspection of the material shall be required for compliance. 2. Field Inspection a. Field Inspection of intrusion detection equipment at each TPF, WPC, CP House and communication cabinet shall verify the following: i. Conformance to standards, methods, quality, specification requirement and approved drawings. ii. Proper routing and termination of wire and cable. iii. Secured cable and wire connections. 3. Field Testing iv. Proper grounding of all equipment v. Correct and complete labeling and tagging of wire, cable, terminal, connectors and equipment. a. The tests shall be performed in the presence of JPB when requested, under the supervision of Contractor s qualified staff for IDS. b. The Contractor shall perform the following: i. Provide all instruments and personnel required for the tests. ii. Upon completion of the installation, the Contractor shall subject the system to a complete functional and operational performance test. As a minimum, the tests shall include: a) Verify operation of the magnetic switches. b) Verify operation of the dry contacts c) Verify connectivity between the intrusion system and (i) SCADA RTU and (ii) CCTV system. 2) When all corrections have been made, the system shall be re-tested to assure that it is functional. 4. System Acceptance Test a. The tests shall include the following: i. Tests to indicate there are no grounded, shorted, or open circuits. ii. Energized testing of each input to the RTU and CCTV cameras, including transmission of signals across local RTU and cameras at each location to verify activation of the respective systems. 5. End-To-End and Systems Integration Test a. Contractor shall coordinate with JPB to perform a comprehensive functional and end-to-end test on the intrusion detection system. Contractor shall provide qualified technical staff for this test. b. The Contractor shall take the lead, with support from the JPB staff or consultants, in troubleshooting of the IDS when the equipment do not function or indicate properly at Central Office CCTV and/or SCADA systems. c.
