From 1973 until 1999, Mr. Koch-Weser held a number of high-level positions in the World Bank in Washington, notably as Division Chief for the China Program (1980-86), Director for West Africa (1986-1990), Deputy Treasurer and Director Treasury Operations (1990-91), Regional Vice President for Middle East and North Africa (1991-95), and Managing Director Operations and Member of the Executive Committee (1996-1999). Other current activities include being a Trustee of the Peterson Institute of International Economics in Washington; a Board Member of BRUEGEL (Brussels European and Global Economic Laboratory); a Member of the Board of TERI (The Energy and Resources Institute) in India; a Board Member at the ECF (European Climate Foundation); and a Member of the Board of CER (Centre for European Reform) in London. Pavan Sukhdev, Special Advisor and Head Green Economy Initiative, UNEP Pavan Sukhdev, a senior banker at Deutsche Bank, is currently on secondment to the United Nations to lead UNEP s Green Economy Initiative. The initiative is a major UNEP project designed to assist governments in greening their economies and to demonstrate that the greening process is not in contrast to economic growth. The instruments include the adjustment of policies and the improvement of investment and spending decisions. The initiative does not focus on one sector only but approaches a wide range of sectors. Pavan Sukhdev has extensive experience in finance and economics as he worked in various positions for the Deutsche Bank since 1994. He continues to be Chairman of Deutsche Bank s Global Markets Centre Mumbai. As a member of several Reserve Bank of India committees he also contributed to the development process of India s financial market from 1993 to 1998. In addition to his work in the financial sector Pavan Sukhdev also shows a great dedication in the field of environmental economics and the conservation of natural resources. He is involved in various environmental initiatives like the Green Accounting for Indian States Project and the Conservation Action Trust. He is the author of several publications about financial markets and the challenges of environmental economics. Helen Alexander, Member of the Board, ProCredit-Holding ProCredit Holding is the Frankfurt-based parent company of the global group of 21 ProCredit Banks which operate in Eastern Europe, Latin America and Africa. The group has total assets of EUR 5 billion and some 3 million clients worldwide. The group aims to provide responsible banking services to very small, small and medium-sized businesses, as well as ordinary people in its countries of operation. The group is steadily building its capacity to expand its green finance activities. Helen Alexander has been a member of the Management Board of ProCredit Holding (formerly IMI) since 2003. Her responsibilities cover oversight for the group s global business operations (including business development for ProCredit s Enterprise and Private Persons sectors), shareholder relations, marketing, IT and internal audit. Her regional responsibilities include Eastern Europe and Africa. She sits on the Supervisory Boards of several ProCredit Banks. Enrique Garcia Rodriguez, President of the Andean Development Bank (CAF) Enrique García is President and CEO of CAF since December 1991. CAF is a multilateral financial institution committed to sustainable development and regional integration. Member countries include Bolivia, Colombia, Ecuador, Perú, Venezuela, Argentina, Brasil, Chile, Costa Rica, Spain, Jamaica, México, Panamá, Paraguay, Portugal, Dominican Republic, Trinidad & Tobago and Uruguay, as well as 14 private financial institutions. Previous positions include: Minister of Planning and Coordination and head of the Economic and Social Cabinet of Bolivia (1989-1991). In this capacity, Governor at the World Bank and the Inter- American Development Bank as well as member of the IMF-IBRD Development Committee representing Bolivia, Chile, Argentina, Perú, Uruguay and Paraguay. Integration Award by the Consejo Empresario de América Latina-CEAL and in 2004 the Regional Integration Award by América Economía. Mr. Garcia was elected Man of the Year 2005 by Latin Finance Magazine. In December 2006 he was distinguished as Personality of the Year by the prestigious Bolivian newspapers La Razon and El Nuevo Dia, as well as the Bolivian TV net ATB. He had received the same distinction earlier, in 1990, by the Bolivian newspaper Ultima Hora. Mr. García holds a B.S. and an M.A. in Economics and Finance from St. Louis University and doctoral studies at American University. Jos Delbeke, Director General, EU Commission DG Climate Action Mr Jos Delbeke (1954, Belgium), Director-General of the newly set up European Commission's DG Climate Action, Deputy Director-General of DG Environment from 2008-2010. He was very involved in negotiations on the package on climate change and energy in the EU Council and Parliament. Mr Delbeke has also been a key player in developing Europe's International Climate Change strategy, its legislation on cars and fuels, the European Emissions Trading Scheme, and legislation on air quality and emissions from big industrial installations. He joined the European Commission in 1986 and was very active on market-based instruments, on cost-benefit analysis, and on the new chemicals legislation REACH. For several years he was the European Commission's chief negotiator at the UNFCCC Conference of the Parties. He holds a PhD in economics and has lectured at the University of Louvain in Belgium. In 1985, he worked temporarily for the International Monetary Fund in Washington. Simon Brooks, Vice President, European Investment Bank Simon Brooks has been a Vice President of the European Investment Bank since July 2006. He is a member of the EIB s Management Committee which draws up the Bank's financial and lending policies, and oversees its day-to-day business, and takes collective responsibility for the Bank s performance. Mr. Brooks is responsible for EIB business in the UK, and for the Bank s environment lending and policies. Within the EIB, he is responsible at Management Committee level for all audit matters, liaising with the European Court of Auditors, OLAF and the European Ombudsman, internal audit and compliance. He is also responsible for all matters regarding buildings, facilities and logistics. Benito Mueller, Director Energy and Environment, Oxford Institute for Energy Studies Benito Müller, D.Phil. Dr Müller is currently Director (Energy & Environment) at the Oxford Institute for Energy Studies, which he joined in February 1996, Managing Director of Oxford Climate Policy (a notfor-profit company aimed at capacity building for developing country climate change

negotiators), and Director of the European Capacity Building Initiative (ecbi), an international initiative for sustained capacity building in support of international climate change negotiations. Dr Müller is a Supernumerary Fellow of Wolfson College, Oxford and a member of the Philosophy Faculty of Oxford University. He is Senior Research Associate of Queen Elizabeth House the University s International Development Centre, and an Associate Fellow of its Environmental Change Institute and the Centre for Brazilian Studies. He is on the board of directors of the Stockholm Environment Institute (Oxford) and of Climate Strategies, a London-based academic network organisation focused on developing and delivering research to meet the needs of international climate change policymaking. He is also a Specialist Adviser on Climate Change to the International Development Committee of the UK House of Commons. Dr Müller received his doctorate (D.Phil.) in Philosophy from the University of Oxford specialising in Philosophy of Language and of Science and was formerly a Research Fellow at Wolfson College and a Lecturer in Logic at the Queen's College, Oxford. He has a Diploma in Mathematics from the Eidgenössische Technische Hochschule (ETH) in Zürich, Switzerland. He has also been an expert reviewer of the Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Since June 2009, Mr. Fleischer has been based in Germany working on European climate change policy matters and renewable energy investments. Supported by a Robert Bosch Stiftung Fellowship, which is award to 20 American leading young professionals every year, Mr. Fleischer joined the Federal Ministry for the Environment in the Fall of 2009 to assist with efforts around climate change finance and was a member of the delegation in Copenhagen. Since then, Mr. Fleischer has been at E.On Climate & Renewables, as part of the team investing in and developing wind projects in Central Europe. Prior to the Bosch Fellowship, Mr. Fleischer was a Director at UBS Investment Bank where he focused on the global power, infrastructure and renewable energy sectors and led related efforts in Latin America. While at UBS Mr. Fleischer helped take the first wave power company public, sell the Chilean national electric transmission company to financial investors (the largest M&A transaction ever in Chile), and IPO the leading investor in Argentina s electric system (the largest ever in Argentina). Prior to UBS, Mr. Fleischer was an Associate in the Public Sector Energy Infrastructure Group at Goldman Sachs. Previously, Mr. Fleischer was a strategy consultant to leading U.S. healthcare organizations and an advisor to entrepreneurs in Latin America. Mr. Fleischer holds an MBA from Stanford University s Graduate School of Business, a M.Sc. with Distinction in Economic Development from the London School of Economics and undergraduate degrees in Politics and Ecology from Emory University. Andreas Ufer, Global Head Power, Renewables and Water, Senior Vice President, KfW IPEX Bank

Andreas Ufer is responsible for the Power, Renewables and Water division, one of the core origination divisions within KfW IPEX-Bank since 2002. The division consists of three teams with 25 professionals concentrating on export, structured and project finance in the fields of thermal power, renewables, water and waste to energy worldwide. Andreas held various positions in the bank with the focus on Export- Structured- and Project Finance. From 1994 to 1996 he was seconded to the Ministry of Economics in the so called Hermes -Department, responsible inter alia for coordinating ECA-cover for Airbus Aircraft between England, France and Germany. Upon returning to KfW, Andreas joined KfW s aircraft finance division where he headed one of three aircraft finance teams. Dr. Ingo Junker, Head of Department Sustainability, Euler Hermes Kreditversicherungs-AG, Export Credit Guarantee Scheme of the Federal Republic of Germany Working Experience: Since 2000, Dr. Ingo Junker is with Euler Hermes Kreditversicherungs-AG which manages the official export credit guarantee scheme on behalf and for account of the Federal Government of Germany ( Hermes Cover ). He has been working on various positions in the field of export credit guarantees so far. As a lawyer, he started his career in the department of legal and principle affairs. Afterwards, he passed to the newly created department Product Management and Marketing, where he was entrusted with the development of new concepts for the export credit insurance as well as with the enhancement of existing products. In August 2009 he was appointed Head of Department Sustainability. This department inter alia deals with all issues regarding sustainability and corruption prevention in operational, principle and international aspects.
