1.0 Introduction: Nuclear Fuel Complex, Department of Atomic Energy invites tender for supply installation and commissioning of IP based enterprise class Telephony solution in its campus located at Moulali, Hyderabad. The details of the requirements are given below 2.0 Architecture of Solution Required: The architectural requirement of solution is depicted in Diagram 1.0. SIP Desk phones shall be 802.1x capable and required to authenticate to NFCnet (Campus Wide Intranet). Authentication request using EAP-TLS/EAP-MD5 method is sent to Edge/Access Ethernet Switches that also provide power to SIP phones via POE. Edge switch authenticate the phone/user request by contacting Authentication Server (FreeRADIUS). After confirming identity, Edge Switches using RADIUS protocol put them on voice VLAN having higher priority over VLAN carrying Data traffic. Once authenticated the SIP Phones will download their network information from DHCP on NFCnet and encrypted phone configurations from HTTP server. Using these information SIP phones will register themselves to SIP server and access various facilities configured in SIP Service and HTTP/XML gateway application server providing custom built application required for NFC users. These phones also allow PC systems to pass through them and in case of Legacy PC systems can add VLAN tagging information to Ethernet frames sent by PC systems attached on PC port of Phone. 3.0 Scope: The scope of vendor shall consist of A) Establishment of IP-PBX server with functionality/requirement defined in para 3.1 on NFCnet integrated with other network service. This exchange shall be able to provide support to 350 extensions now but can be easily upgradeable to 1500 extension in near future (two years). B) Deployment of SIP Phones to be served by established IP-PBX and meeting solution architecture/specifications defined in para 3.2 of this document. Exclusions: The vendor need not supply & configure DHCP, RADIUS, PostgresSQL and Edge Ethernet Switches. These services are already established and working at NFC. However vendor solution shall interoperate with these services. Only interested vendors can be provided with information on configuration/type of existing network services during PRE- BID meet to help them offer appropriate solution. The vendor need not procure Server Hardware for establishing SIP service as required Server Hardware is available with NFC. 3.1 Establishment of SIP services on NFCnet: a. Platform & Operating Systems: Vendor has to use only Asterisk 1.8 open source solution on CentOS for establishing SIP service on NFCnet. b. High Availability: Vendor has to establish High Availability Asterisk Cluster using DRBD on single subnet. In case of failure of active Asterisk server,

the other server shall come out of standby mode and reestablish failed service within 10 seconds. It is acceptable behavior of the systems that all calls which were active before failure will be dropped and user needs to establish calls once again after failover. All previously recorded voicemail shall be available on Failed over Asterisk server. c. Voicemail Facility: Asterisk server will be required to provide voicemail facility to user with password (6 digits) protection. The voicemails shall be recorded in wav format with 100 MB quota for each SIP user/extension (about 200 users/extensions). All voicemails shall be saved on active asterisk server storage and also synced with standby Asterisk server. The alert shall be sent to e-mail account of user whenever a new voicemail is sent to user (mail integration) and some user can be configured by administrator to receive complete voicemail recording (in wav format) in their e-mail box. The facility has to integrate with MWI on SIP Phone. Each user can record own voice prompts. d. Integration with PostgresSQL: Vendor has to Integrate Asterisk Server with existing PostgresSQL server for provisioning SIP user, Voicemail account and Dial plan. e. Fax Facility: Fax to e-mail facility: Vendor shall establish Incoming Fax to e- mail and e-mail to Outgoing Fax. The configuration shall cover error handling routines also. Vendor is required to procure and install Digium FAX for Asterisk (5 Nos of License on Each Asterisk Server). f. Calendar Integration: Vendor shall integrate existing CalDEV server with Asterisk server and asterisk shall be able to generate reminder calls to user on event registered. g. Call Detail Records: Vendor shall capture details related to all calls received and call made and provides access to them via HTTP to Systems Administrator only. Vendor shall store the information on PostgreSQL Database on NFCnet. Facility shall be provided to download the call detail record for certain date range in csv format for offline analysis. h. Integration with other PBX: One Asterisk Server is already on NFCnet working as gateway to Legacy PBX. Vendor has to use this to reach all extensions on Legacy PBX by establishing AIX2 protocol based trunk. i. Auto Attend Facility outside domain users: Vendor has to provide auto attend facility on Asterisk which provide access to limited set of directory (plant offices) and inform about NFC holidays and timings to outside users. j. Access to Special Features to Authenticated/Privileged users: Only certain users shall be able to access special features of exchange after authenticating themselves using VM_authentication. Special features can be access to special resources and features. Vendor is only required to provide basic framework code and demonstrate functionality. Rest will be configured by NFC staff.

k. Exchange Features (Available to internal users) Busy LAMP Field (BLF) & Bridged Line Appearance (BLA): Vendor has to demonstrate the facility for few phones only; remaining will be done by NFC staff trained by vendor to configure the facility. The configuration shall be able to take scenarios like Executive/Secretary, support group, and simulate existing intercom facility and speed dial support. Parking & Paging Facility: Call Parking with Music on Hold & picking on another extension. Users shall be able to record their message and page to identified SIP phone group. Do Not Disturb Facility/ Call Forwarding Facility Call forward on busy, or no answer, call redirection (pre selected extension), call routing based on date/time. Call Transfer (Blind, attended), three way conferencing/bridging, Call Pickup (Ringing Extension), and Automatic Call back. Call Recording (*.wav) by user (who was called) action, retrieval of recording only on administrator intervention. ( MixMonitor) Follow-me: Users shall be able to register their home phones/mobile numbers in Exchange (using AstDB) and only certain identified privileged callers can follow them it not available on their office extension. Blacklisting Phone numbers: User shall be able to enter blacklisted phone number (external to NFC domain) to IP-PBX for their extension only. The calling party shall be informed of this when they call. Discriminate Ringing: Dynamic ISD/STD Lock and Other toll or executive features.. 3.2 Deployment of SIP Phones meeting following specifications on NFCnet: a) Vendor is required to supply SIP Phones and associated accessories to NFC, configure them to work with services on NFCnet (DHCP, HTTP and HTTP/XML Gateway Server). The SIP phones shall be auto provisioned by downloading encryption configuration files from HTTP Server. Vender is required to provide sample configuration files and also tools to edit and encrypt them. User is required to provide 3 Days training to NFC staff to configure phones as per. The SIP phones are required to interoperate with Asterisk Server (Version 1.8). b) Vendor is required to setup HTTP/XML application gateway on existing HTTP/Application Server on NFCnet and demonstrate some sample applications and XML based directory service. Two day training to NFC application developer staff shall be provided and API and sample code with documentation shall be provided.

c) Vendor is required to supply two classes of SIP Desk Phones i.e. Class A & Class B. The specifications of phones of different classes are given below. Vendor shall supply phones meeting or exceeding the specifications defined: SIP Phone of Class A: SIP DeskPhone with following or Better Configuration: 4 Lines with LED indicator. XML Browsing capabilities to access custom application. Dynamic Corporate Directory via XML. Personal Directory (200 records) Built-in Two Ethernet Switch Port(LAN/PC) 10/100 RJ45 Supported Codecs: A-law/Mu-Law/G.729, Wideband G.722 Display: 8 line graphical LCD screen with 144X 75 pixel & Backlit Multiproxy Support. MWI Indicator, Missed Call Notification. Caller Information Display. Call Hold Reminder. Do Not Disturb, Call Forward (User Configurable), Call Waiting, Call Forward on busy & no answer. Call Xfer, 3 Way Conf., BLF & BLA Support. Caller Logs/ Missed Calls Logs, Redial List (100 Nos). Paging support (Auto answer a calls on hands free) Dedicated Hard Keys: Hold, Redial, Speakerphone, End Call, Volume increase/decrease, Mute, Phone Settings. 4 Nevigational Keys,6 Context Sensitive Softkeys & Additional 6 Programmable Keys. Eligibility Requirement for participating in tender: The tender consist of two sections i.e. (Section A. Establishment of IP-PBX server on NFCnet and Section B: Deployment of SIP Phones to be served by established IP-PBX). Eligibility Requirement of each section is given below. a. Establishment of Asterisk based IP-PBX: Vendor shall be dcap certified and should have established at least Asterisk based IP-PBX with more than 50 extensions at one organization in last three years. Satisfactory certificate from the organization shall be provided along with tender with contact details. Copy of dcap also shall be provided.

b. Deployment of SIP Phones: Vendors who are authorized by OEM or direct OEM only shall participate in tender. Authorization letter from OEM shall be enclosed. OEM shall also certify that offered phones interoperate with Asterisk IP-PBX and agree to provide all support for interoperating their phone with Asterisk IP-PBX for the features defined in this tender. B. Pre-bid demonstration: Vendors interested in quoting only for Section A are exempted from pre-bid meet. Vendors interested in quoting for Section B shall present and demonstrate their phones functionality and compliance to specification and meeting architecture requirement of this tender. Vendors will be provided one hour time for demonstration/presentation and they can bring their laptop and any other hardware for the purpose. They shall fix date/time on or before 30/10/2012 with Shri G N Ramesh (27184053 & ramesh@nfc.gov.in/ Manish Mangal (27184745 & manish@nfc.gov.in). PARTICIPATING IN PRE-BID MEET IS MENDATORY. Vendor has to bear any charges to make them self available at NFC on date fixed for their demonstration. C. Format for Quotation and Schedule of quantities: The format to be used for quoting and also to be used for referring schedule of quantities is enclosed. Vendor shall use the same format for quotation and indicate rates inclusive of applicable taxes. The hardcopy of filled format shall be scanned and uploaded. Also vendor shall fill total value of Section A and total value of Section B against item No1 and Item No2. of e-tender respectively. D. Completeness of quote: Vendors need not quote for both sections (Section A and Section B) however vendor offer shall be complete for at-least one of the section covering all of the items in the section else vendor offer will be rejected. Vendor for each section will be selected independently. Vendor who is quote for Section A shall be willing to integrate Asterisk IP-PBX with any SIP Phone NFC chooses which meet the technical specification given in this tender. E. Validity of Offers: Vendors shall keep their offer valid for 90 days from date of tender opening. F. Deployment Schedule: Section A vendor (or their authorized representative) has to be present during deployment at NFC site. Section A vendor shall commence work within 20 days of date of order placement and shall take maximum 10 days at site for total deployment. Section A vendor representative (maximum 2 Nos) can be accommodated at NFC guest house (non-ac) during deployment phase on chargeable basis (on nominal rates). Section B vendor shall supply SIP phones with-in 30 days of order. G. Document & Training to NFC staff: Section A vendor has to provide training to NFC staff (Total 4 Nos of Linux Administrators) to maintain the Asterisk Exchange established and provision additional SIP extensions and voicemail account with features as defined in this document. Section B vendor has to provide training to NFC staff (Total 8 Nos) to configure SIP Phones supplied to meet NFC requirement. Both vendors has to provide necessary documentation to NFC to manage solution deployed. The training shall be provided at site during deployment.
