POSITION DESCRIPTION POSITION TITLE: Emergency Medicine Registrar DATE OF EFFECT: Created: May 2010 Reviewed: April 2012 TYPE OF EMPLOYMENT: Fixed Term Full time (43 hours per week) REPORTING TO: Director of Emergency Medicine GENERAL RESPONSIBILITY STATEMENT To provide professional clinical services to patients arriving in the Emergency Department. LIAISES WITH: Emergency Physicians, Residents, Interns, Nursing Staff, Allied Health and Junior Medical Workforce Unit.

1. ORGANISATION INFORMATION 1.1 Introduction The Northern Health Service provides a diverse range of acute, sub-acute and community health services to the large and diverse population in the regions north of Melbourne. There are five campuses; Broadmeadows Health Service, Bundoora Extended Care Centre, The Northern Hospital at Epping and Panch Health Service at Preston, and Craigieburn Health Service. 1.2 Strategic Plan 2009-2012 The Strategic Plan for Northern Health includes the following elements - Mission: To apply our resources to work with our staff and partners, offering our diverse community excellence in health care and well-being through: Prompt access; A health promoting approach to quality care; Effective partnerships; Education. Each goal is detailed in this plan, with a statement as to why it is a priority, what Northern Health has achieved already, key challenges that Northern Health is facing and the intended three year outcome we are anticipating with implementation of the strategies and actions. 2. ROLE STATEMENT The Emergency Department Registrar will provide a timely assessment and initial management for people with illness or injury. As well as a high standard of medical care to all Emergency Department patients. They will also provide a supervisory role for junior medical staff and to participate in the education, quality improvement and research activities of the Emergency Department. This document outlines the Emergency Department s expectations of performance by TNH Emergency Registrars. Emphasis will be placed on these aspects of your work by the Emergency Team medical, nursing, clerical and allied health. The position involves shift work with an expectation that allocated shifts will be worked. There will be a component of on call for sick leave as per the roster. 3. KEY RESULT AREAS and MAJOR RESPONSIBILITIES Role Specific CLINICAL SKILLS Clinically competent and a safe Emergency Medicine Registrar. Ability to recognise sick patients in a timely manner and initiate appropriate treatment. Insight into own limitations identifies these clearly and addresses appropriately. To call for assistance promptly when required. Ability to follow directions and instructions. Ability to accept and act on constructive criticism. When discussing a patient to present a concise description with relevant differentials and a provisional diagnosis and management plan. To be competent in resuscitation situations. Up to date knowledge of BLS/ALS algorithms. Awareness of Clinical Instability Criteria. To have a knowledge of the Emergency Department s KPIs (Key Performance Indicators) and to help expedite patient access and flow through the ED. Ability to independently increase workload to match ED patient demand. To write comprehensive clinical notes. Entries should be legible, timely, regular and comprehensive so as to document important changes or decisions. Always document date, time. Notes should include adequate information for coding and patient care purposes. Notes should have the doctor s signature and name (clearly legible signature and printed) so as to allow identification of the doctor involved. All documentation relating to medical certificates, (personal, TAC, Workcover, DVA, etc) must be completed. To provide adequate communication with those involved in the care of the patient. This includes communication by letter, telephone, fax or email. Professional and empathetic patient bedside manner. To ensure that patients/families are given adequate information about management decisions and follow-up plans. Competent, concise and safe handover technique, ensuring at the end of each shift that all patients for whom you are responsible have been allocated to another doctor. Page 3 of 6

EDUCATION To attend all the education sessions as required these are compulsory unless extenuating circumstances. To be aware of the ACEM training requirements. Awareness of the ACEM Memorandum of Understanding document. To participate in regular feedback meetings with the DEMT / Senior Emergency Physicians. To participate in Mentoring process if desired. Constructive and frequent feedback of teaching program/ed training issues. PROFESSIONALISM Professionalism at all times. Interpersonal skills allowing teamwork and productive partnerships with nursing /medical/clerical/allied health staff. Comprehensive supervision of junior staff demonstrating appropriate leadership consistent with level of clinical experience. To abide by the Northern Hospital policies and procedures. To participate in the Emergency Department rostering arrangements. To provide support for other Registrars where this may be required due to workload or other unforeseen circumstances. 4. Quality Ensure that patients/families are given adequate information to base treatment decisions and follow-up. Participate in the relevant divisional/unit quality activities program(s) as requested by the Unit/Department registrar and senior staff. To be responsive to patient and relative complaints and to liaise with appropriate senior staff and the patient advocate. 5. Communication At all times facilitate excellent communication and liaison with other staff, general practitioners and others involved in the patient s care. 6. Medical Records Ensure completion of appropriate documentation in the patient s hospital record. Entries should be legible, timely, and regular and comprehensive to document important changes or decisions, dated, designated and signed. Notes should include adequate information for coding and patient care purposes. 7. Administration Promptly informs the Director of Emergency Medicine, Junior Medical Workforce Unit and/or Chief Medical Officer of any relevant administrative issues. 8. Education and Training Attendance at weekly HMO Education actively encouraged. Unit Specific activities are listed in the individual unit handbooks 9. Patient Discharge Page 4 of 6

Ensure the timely admission and discharge of all patients in accordance with departmental policy. 10. Provision of clinical support for other HMOs and registrars where this may be required due to workload or other unforeseen circumstances. 11. Administration To ensure up to date contact information is available to the hospital. To provide timely notification of inability to attend clinical duties for any reason by notifying Junior Medical Workforce Unit or the person on call for JMWU via communication centre To Junior Medical Workforce Unit in writing of all roster swaps. To appropriately complete and submit leave forms when applying for leave approval. 12. The terms and conditions of your employment are governed by the Australian Medical Association (Victoria) Ltd, Australian Salaried Medical Officers Federation Victorian Branch, Victorian Public Sector (Hospital Medical Officers) Multi Employer Certified Agreement 2006.
