They are entitled to take part provided they have fulfilled their obligations towards the IHF. 1.2. Date of competition The organiser, in agreement with the IHF, has fixed the dates of the 2011 Women's World Championship for the period from 2 to 18 December 2011 1.3. 2. Technical Section 2.1. Competition Management The Competition Management is responsible for the orderly management of the event, in close cooperation with the organiser. It gives advice and makes all the necessary decisions during the event, with the exception of disciplinary decisions. It is also responsible for the appointment of Officials, Technical Delegates and referees. The teams may contact the IHF hotels in the different cities to reach the Competition Management or the COC representative on site. Rules of the Game / Competition-related regulations Matches shall be played according to the current Rules of the Game. As you may know, the IHF Council adopted changes to the Rules of the Game, which had been put forward to the Congress for ratification. At the 2011 Women World Championship the following regulations will apply. 16 players may be put in per match 16 players may be put in per match at World Championships and related qualifying rounds. Half-time break The half-time break at the 2011 Women's World Championship shall be 15 minutes.

Team-Time Out According to Rule 2:10 and Clarification 3 of the Rules of the Game each team has the right to receive a maximum of three team time-outs during regular playing time but not during overtime. No more than two team time-outs may be granted in each half of the regular playing time. Between two team time-outs of a team, the opponent must be at least once in possession of the ball. 3 green cards, bearing numbers 1, 2, and 3 respectively, are available for each team. The teams receive cards bearing numbers 1 and 2 in the first half of the game and the cards no. 2 and no. 3 in the second half provided they received no more than one team time-out in the first half. In case they received two team time-outs in the first half, they receive only green card no. 3. Within the last 5 minutes of the regular playing time only one team time-out per team is allowed. 3. Competition Section 3.1. 3.3. Training schedule The training schedule will be drawn up by Organising Committee and the IHF. The official training schedule will start on the official arrival day. Training venues Please find below the addresses of the different training venues. These venues are in general available as from 1 December 2011. 3.4. Match evaluation and determination of places in Preliminary Round The preliminary round is played in groups. Matches shall be evaluated as follows: - each match won = 2 points - each match drawn = 1 point for each team - each match lost = no points Teams are ranked according to the total number of points gained. If two or more teams have gained the same number of points after the group matches have been completed, classification is decided as follows: - results in points between the teams concerned; - goal differences in the matches between the teams concerned; - greater number of plus goals in the matches between the teams concerned. If the teams are still equal, a decision is made between those teams with an equal number of points as follows: - goal difference is subtracted in all matches - greater number of plus goals in all matches If classification still is not possible, a draw shall decide. The IHF representative on site shall execute the draw, if possible in the presence of the responsible team officials. If the responsible team official cannot be present, other co-workers selected by the IHF shall take part. Placement Round, Placement Matches, Eighth-Finals, Quarter-Finals, Semi-Finals and Finals After completion of the preliminary rounds, all matches shall be played in accordance with the knock-out system. In case of a draw at the end of the regular playing time, after a break of five (5) minutes, a first overtime period of 2 x 5 minutes shall be played, changing sides halfway through with a one-minute break in-between. Provisions to the contrary set for individual tournaments shall be given priority. If the match should still not be decided after this overtime period, after a break of 5 minutes, a second overtime period of 2 x 5 minutes shall be played, changing ends halfway through with a one minute break inbetween. Should the match still not be decided after the second overtime period, it is decided with 7m penalty throws in accordance with Rule 2:2 of the Rules of the Game. Determination of places 21-24 (4 matches in total) 6.A 6.B, 6.C and 6.D The winners compete for places 21/22; the losers compete for places 23/24. Determination of places 17-20 (4 matches in total) 5.A 5.B, 5.C and 5.D The winners compete for places 17/18; the losers compete for places 19/20.

Determination of places 9-16 The losers of the eighth-finals are classified 9th-16th according to the following criteria: a) number of points gained against the teams ranked 1st-4th in the preliminary rounds in their group; b) if two or more teams have gained the same number of points the goal difference in the games mentioned under a) is decisive for the classification; c) if two or more teams have gained the same number of points as well as the same goal difference in the games mentioned under a) a decision on the classification is made based on the greater number of plus goals in these games; d) if two or more teams have gained the same number of points, the same goal difference and the same number of plus goals in the games mentioned under a) the classification of these teams is decided on the final ranking of the best teams, i.e. a team which played in the preliminary round group of the later World Champion will be ranked ahead of a team which played in the PR group of the runner-up. If the World Champion and the runner-up were in the same PR group, the team which achieved the better result against the World Champion will be better ranked. After the end of the preliminary round the teams have to move according to the match schedule. Generally speaking the following teams have to move: - Teams ranked 3rd and 4th in Group A will move from Santos to Barueri on 10 December (eighth-finals). - Teams ranked 3rd and 4th in Group B will move from Barueri to Santos on 10 December (eighth-finals). - Teams ranked 5th and 6th in Group A will move from Santos to São Paulo on 10 December (President s Cup matches) - Teams ranked 5th and 6th in Group B will move from Barueri to São Paulo on 10 December (President s Cup matches) - Two teams from Group C competing in the eighth-finals in São Paulo will move to São Bernardo on 10 December. - Two teams from Group D competing in the eighth-finals in São Paulo will move to São Bernardo on 10 December. - Teams ranked 5th and 6th in Group D will stay in São Bernardo until the end of the tournament, and daily transportation will be provided to São Paulo where they will play their matches. - The winners of the eighth-finals in Santos and Barueri will move to São Paulo on 12 December. - The winners of the eighth-finals in São Bernado will move to São Paulo on 13 December.

4.2. Duration of stay / Arrival and departure The teams shall arrive on Friday, 2 December 2011, which is the official arrival day. Departure day is one day after the last match, meaning: The losers of eighth-finals no. 1, 3, 6 and 7 (coming from PR Groups A and B) will leave on 12 December 2011. Losers of eighth-finals no. 2, 4, 5 and 8 (coming from PR Groups C and D) will leave on 13 December 2011.The teams competing in the placement matches (17th-24th rank) will leave on 13 December. All other teams will leave on 19 December. Cuba, competing in the opening match with Brazil on 2 December 2011, will arrive on 1 December 2011. Earlier and later arrival is possible. Organisational Matters IHF booklet / IHF media information The organiser in cooperation with the IHF will publish the IHF INFO brochure including all tournament-relevant information and latest news for the teams, the representatives, the media and guests.

6. Media 6.1 Press Conference A post-match press conference will take place in general approximately 15 minutes after the end of each match in the press conference room located close to other media areas. A coach and a player from each team will attend the press conference conducted in English. The IHF Media Department will inform about special requirements on site. 6.2 Mixed Zone Is the area where the journalists can interview the players just after the matches. There will be three areas for journalists in the Mixed Zone in all venues. One for TV + Radio holders rights; another one for TV+Radios non-holders rights and another one for newspapers + internet. 6.3 Images Rules Only rights-holders can make images of the matches. If any Media needs images for journalistic purposes, they will have to talk to UFA Sport that will study each case. 6.4 Photographers Besides the matches, the photographers are allowed to make images of Mixed Zone and of the Press Conferences. They will wear special vests besides the ID card. They are allowed to work in both sides behind the goals. 6.5 Reporters The journalists will have access to all Media Areas. They will have a private desk only at the seeds where they were accredited. The others can walk freely in the area reserved for journalists, but they won't have a private place to work. 6.6 Media Center Media Centers will open on November 30th, two days before the beginning of the tournament. It will open at 11h and it will close about 3 hours after the last match of the day. On the days off, it will close at 18h. 6.7 Transport There will be shuttle bus from all the official hotels to the venues (for the trainnings and matches) www.handballbrazil2011.com
