JOB PROFILE Job Title: Principal Commissioning Officer Consultant 3 Department: Corporate Resources Ref: DCC/14/0344 Section: Transformation Service Job Family: Transformation Job grade: 12 Purpose of this role: To assist the Strategic Sourcing Manager to manage the Strategic Sourcing function; providing a comprehensive service to the Council to meet its corporate and departmental needs. Responsible for a team of Commissioning Officers and for building effective working relationships with suppliers, sourcing and procuring the Council s requirements for strategic ICT goods and services, and delivering value for money external services. Key relationships: Line managed by the Strategic Sourcing Manager. Collaborate and work effectively with team members within the section and the rest of the Transformation Service. Collaborate and work effectively with stakeholders and managers in the Council and in other relevant organisations. Liaise with external suppliers. Manage a team of Commissioning Officers. Deputise for the Strategic Sourcing Manager in their absence. Key result areas include: To manage a team of Commissioning Officers to provide procurement support and advice. To ensure that procurement activities are delivered in a timely manner. To develop the Strategic Sourcing function ensuring it provides an effective service that is responsive to the current and future needs of the Council. To apply critical thinking to devise and advise on appropriate, flexible and innovative commissioning/procurement strategies and solutions for the procurement of ICT goods and services. To develop and build long term strategic relationships with key suppliers; proactively seeking effective and value for money solutions which will improve the service offered. To assess and manage risks associated with commissioning of ICT goods and services including procurement activity, contract negotiation, supplier delivery and support. To undertake and manage all aspects of procurement activity including; the preparation of documentation relating to market awareness, tendering, evaluation, award and contracts; facilitation of supplier days, evaluation meetings, presentations; completion of scorecards and other post-tender documentation.
To ensure procurement activity for ICT goods and services is fully compliant with UK/EU legislation and Council regulations, policies and procedures. To negotiate and agree contracts with strategic suppliers ensuring that the contracts awarded are structured to make certain that goods and services are provided to high levels of quality standards, operability and customer satisfaction. To present outcomes and recommendations from commissioning activity to senior managers. To undertake the handover of commercial aspects of contracts, following completion of commissioning activity, to the appropriate contract manager and operational area of the Council. To act as a principal point of procurement expertise for ICT goods and service within the Transformation service. General Responsibilities: Carry out skilled and complex activities to deliver a wide range of commissioning services to the Council and affiliated organisations. Carry out appropriate checks and balances within specialist area of expertise to ensure projects comply with all organisational and statutory requirements. Oversee and manage designated areas of activity and allocation of resources to ensure quality of delivery within agreed standards. Prepare reports, other documentation and provide information, including analyses. Develop working relationships and communicate effectively at all levels of management within the Council, with internal/external stakeholders and other organisations as appropriate. Provide technical advice and support to managers and employees on specific areas of expertise. Negotiate with external contractors/suppliers to ensure best value for money for the Council. Maintain an up to date knowledge within the specialist area of expertise and research procurement/ict developments and initiatives. Work flexibly across the Transformation Service to ensure effective delivery of agreed work programmes. People Management Provide support and guidance to other members of the Commissioning and Contracts team as appropriate. Coach and guide project team members on procurement related matters. Experience of supplier relationship management and managing major ICT contracts in a large public sector organisation.. negotiating complex and major ICT contracts in a large public sector organisation. Experience of target setting and working within a performance management framework. Extensive use of Microsoft Office Applications particularly spread-sheets and word processing; to create tender documentation, analyse and present data. Use of database applications particularly Microsoft Access. Skills and knowledge researching, analysing information, diagnosing problems and issues, presenting results/recommendations, creating reports and delivering positive outcomes. Experience of managing teams and medium to long term planning to deliver work programmes within agreed timescales. Ability to understand and interpret contract terms and apply them to working practices. Experience of presenting to senior managers. Knowledge of quality control techniques and experience of working in a quality controlled environment. Up to date knowledge and understanding of EU and UK Public Sector Procurement Regulations and procedures. Knowledge of change control processes, documentation, reporting and system handover.

Ability to develop strong and positive working relationships with suppliers, whilst ensuring the Council s position is not compromised.
