Some general facts Poland Over 38 million inhabitants 61.5% in 886 towns and urban areas 312685 square kilometres 16 provinces, 379 districts, 2478 local communes Ministry of Science and Higher Education Initiation and control over education policy Often changing configurations Schools, tertiary education, science, sport Local authorities Many responsibilities Ladok'08 3

Some general facts, cont. Education on all levels public (state), pseudo-free of charge non-public (civic, church or private), financed by fees The Constitution of the Republic of Poland (1997) Public higher education at full-time day courses is free of charge In certain cases (e.g. extramural or full-time evening classes) a fee can be charged About 50% students of public HEIs pay tuition! At present Over 425 HEIs (TEIs) About 25% of them are public Almost 2 million students Ladok'08 4

Tertiary education Two types of HEIs Schools of higher vocational education University-type schools Universities, technical universities, agriculture schools, medical academies, academies of physical education, schools of arts, schools of theology, pedagogical academies, schools of economics, Different mixtures of some of them Out of 425 HEIs only 18 are universities, yet educating about 1/3 of all students! New legislation Law on Higher Education Approved by the Parliament on 27 July 2005 A compromise after a long and difficult negotiations For both public and non-public HEIs Many aspects of Bologna Process taken in account Painful process of introduction Some 40 implementation regulations were needed Mixed feelings within the HEI society Already a revision is under preparation Ladok'08 6
