Water and Sanitation Manager IWSM Western Equatoria State - Southern Sudan CAFOD s Mission is to promote human development and social justice in witness to Christian Faith and gospel values. Job Description Context and background CAFOD has supported relief and development activities in Sudan since the 1970s, establishing an in-country presence in 2005. We have offices in Khartoum and Juba. In Western Equatoria State (WES), we work with the Development and Peace Office of the Catholic Diocese of Tombura-Yambio (CDTY) supporting emergency, livelihood and HIV & AIDS programmes. In response to increased Lords Resistance Army (LRA) attacks in August 2009, we supported CDTY to develop an Emergency Appeal launched through Caritas Internationalis in October 2009. Originally planned for 11-months (November 2009 September 2010), this emergency programme was extended by 12 months, and will provide food assistance, non-food items, strengthen access to water and sanitation, and other humanitarian activities. Job Purpose The Water and Sanitation (watsan) Manager will have overall responsibility for the planning, management, operation, coordination and regular monitoring of the project to ensure smooth implementation of the watsan and hygiene promotion project activities including development, implementation, monitoring and evaluation as well as strengthening the technical capacities of the project team members. This includes ensuring effective procurement and distribution procedures, control and watsan budget management, logistics and warehousing systems that meet CAFOD s supply chain procedures and donor requirements. The Watsan Manager will also supervise the drilling contractor and assist the CAFOD Humanitarian Project Manager and CDTY Director to deliver a successful and effective project. The Watsan Manager will ensure that the Project and activities are executed according to generally accepted international humanitarian standards (e.g. Sphere guidelines, Red Cross Code of Conduct, WHO guidelines). Job Scope The Watsan Manager will be based with the Catholic Diocese of Tombura-Yambio, in Yambio, and will be responsible for the technical management of the water sanitation and hygiene promotion component of the emergency programme (EA17/2010), and will strengthen the long-term capacity of the partner. Accountability The Watsan Manager shall be managed by the CAFOD Humanitarian Project Manager (based in Yambio) with technical support from the Senior Emergency Response Officer based in Nairobi. 1/7

Key responsibilities Technical Support Carry out a technical assessment to establish the specific aspects of repair and rehabilitation of water systems in target locations and prepare strategies for corrective action including rehabilitation and development of new sources as needs demand. Carry out water quality analysis and train local staff in water quality monitoring. This includes developing regular water quality monitoring schedules and keep records of water quality surveillance of all water points in the target locations. Working with the drilling contractor, and the hydro geologist, identify locations that require new drilled water points and ensure that all work done conforms to minimum standard in engineering design, and workmanship and ensure appropriate supervision of contractors to ensure compliance with contract documents. Prepare a training programme and conduct training for community /village based pump-mechanics on installation of pumps for newly dug wells. Provide technical support to other project staff in the implementation of the project including ensuring a well integrated hygiene awareness and promotion component that will ensure community mobilization and involvement for sustainability. Train and mentor Hygiene Promoters and Field Officers to carry-out hygiene promotion campaigns, ensuring that watsan and hygiene promotion strategies conform to international standards and donor requirements. Management Help to recruit and maintain a team of volunteer Community Hygiene Promoters, ensuring their roles are clearly defined and they are supervised on regular basis to achieve project objectives. Supervise logistics and procurement of all necessary items and materials for projects including ensuring a transparent process of procurement and tendering of all materials and services related to the water and sanitation project. This will include participating in tendering process. Develop an overall activity implementation time frame plan for all watsan project activities and ensure the plan is followed and activities accomplished within the overall programme timeframe. Coordinate and monitor project implementation and ensure timely implementation of all watsan activities, providing timely feedback to management on key issues that may affect critical project timelines. Provide and facilitate watsan technical direction, including training and capacity building of hygiene promotion volunteers, and supervisors Write and compile high quality narrative and technical reports of the watsan project and submit these to the Programme Manager on a monthly basis and as per donor reporting schedules. Ensure the smooth daily operations of the water, sanitation and hygiene project Manage water and sanitation program budget within agreed financial procedures in conjunction with the Humanitarian Project Manager who is ultimately responsible for the programme finances. Training and Capacity building Provide supervision, training, capacity building, technical support and guidance to CDTY staff on the planning, implementation and management of the water, sanitation and hygiene project; Assess training and capacity development needs of watsan project staff and develop relevant training programmes to meet these needs; Ensure the establishment, implementation and strengthening of the watsan project monitoring activities for effective reporting on key project indicators. 2/7

Support partners to strengthen accountability mechanisms in-line with CAFOD s Accountability Framework, including SPHERE. Coordination/Representation Develop, nurture and sustain relationships with relevant stakeholders including local government and ministries, donors, NGOs and other agencies working in Western Equatoria; Represent CDTY / CAFOD in relevant sector clusters or other coordination mechanisms, including humanitarian preparedness and response group meetings; Promote learning based on project objectives and activities and ensure documentation and sharing of learning with all stakeholders; Accompany CAFOD visitors to the field sites and help with practical matters in planning such visits; Comply with CAFOD policies and practices with respect to child protection and security procedures and behave at all times in a manner which positively promotes CAFOD and its work, and actively maintain CAFOD acceptance within Southern Sudan; Coordinate with other NGOs in the region to ensure sharing of knowledge and resources and develop relationships with project partners and key stakeholders in project implementation. Ensure programme delivery is coordinated with parish structures, local authorities and other actors in areas of operation. Information and Knowledge Management Ensure regular tracking of watsan programme expenditure and budget review to enable monthly reporting to CAFOD and allow for timely replenishment of funds; Keep the Humanitarian Project Manager informed on progress of planned activity and any difficulties or interruption to implementation that may arise; Produce high quality reports for CAFOD and donors within agreed reporting schedules and as required. Document programme learning, ensuring it is fed into programme evaluation and review; Liaise with CAFOD staff to ensure that the programme is well understood, and that information is available for publications, briefings, fundraising, etc. Support the development of funding proposals as appropriate In addition to these specific duties, the Watsan Manager may be expected to undertake other tasks, as requested by CAFOD to ensure effective delivery of the programme and the maintenance of CAFOD policies and procedures. 3/7

Terms and Conditions Contract A contract until 31 October 2011 is offered, including a three-month probationary period. Salary Grade P: 27,297 per annum with 5 annual increments up to 30,332. Relocation In the event of the successful applicant needing to relocate to take up the post, CAFOD will provide assistance regarding accommodation, travel, medical and other relocation costs. Hours A minimum of 40 hours of per week will be worked, following the normal working patterns in your country of posting, the exact hours of work will be as per the requirements of the programme and agreed by your manager. Where the nature of the emergency situation requires you to work additional hours an R&R (rest and recuperation) policy is in place to ensure that you have adequate rest periods. It is your responsibility with your line manager to ensure that adequate rest and recuperation periods are taken in line with the policy. Holidays 34 days per annum, including national public holidays and fixed CAFOD days. Some of these days may be fixed according to local custom. Notice period Three month either way after completion of the probationary period. Pensions There is an optional contributory pension scheme (10% employer and 5% employee contribution). Alternatively, CAFOD will make a similar contribution to a Personal Pension Plan.
