REPUBLIC OF MOÇAMBIQUE MINISTRY OF ENERGY National Directorate of New and Renewable Energy Photovoltaic Energy in Mozambique Present and Future Outlook Presentation by Pedro Caixote www.exportinitiative.bmwi.de Berlin - German 25 of Jun, 2014

Introdution Localization: Southeast of Africa bordered by Indian Ocean, Tanzania, Malawi, Zambia, Zimbabwe, Swaziland and South Africa ; Total area: 800,000 km2; Coastline: 2,800 km; Population: 23 milion (July2011); Existing of significant number of infrastruture for neighbours countries for example ports, railway, streets and pipeline.

Introdution (cont.) Mozambique has a huge potential for RE development that can respond to people energy needs. Therefore can solve power supply for rural areas and bring other fuel options; In global terms, Mozambique has about 23TW; Access of electricity is about 40%; The major of population uses biomass energy to solve their necessities.

Renewable energy potential Solar with about 23 TW, from this 597 MW is the priority; Hydro with about 18 GW, from this 5,4GW is priority; Wind with about 4.5 GW, from this 1.1GW is priority; Biomass with about 2GW, from this 128MW is priority; Geothermal with about 0,1GW

Renewable Energy Policy and Strategy Framework and other relevant tools Some of the GoM instruments to support a sustainable development approach are: Investment Law, approved 24/06/1993 Environment Policy, approved 03/08/1995; Land Policy and Strategy, approved 17/10/1995; Forest and Fauna Policy and Strategy, approved 01/04/1997; Land Law, approved 01/10/1997; Electricity Law, approved 01/10/1997 Environment Law, approved 01/10/1999; Water Policy, approved 30/10/2007; Energy Strategy, approved 10/03/2009 Biofuels Policy and Strategy, approved 24/03/2009; Renewable Energy Policy, approved 18/08/2009; Renewable Energy Strategy, approved 17/05/2011 Biomassa Estrategy, aproved 2013

Policy and Strategy for Renewable Energy The Policy, Strategy and legal framework approved by GoM can be summarized as follows, aims to: Deployment of RE options; Increasing the access to energy services, contributing to improve the living standards for people in rural areas; Establishing local capacity on RE for technology development; Creating market for RE development; Building qualified human capital for RE;

Some Experiences (cont.)

Some Experiences (cont.)

Some of ongoing activities As result of the Renewable Energy Strategy there are actions under development: REFIT proclamation, which will consider four options namely: Hydro, wind, biomass and solar (2014); First wind farm up to 30 MW; Feasibility study of technical use for the solar thermal heating water (2014); Studding to find the model of rural electrification in offgrid.

Renewable Energy Feed in Tariff The REFIT proclamation will cover four RE options namely: Hydro, wind, biomass and solar. Proposed maxim capacity for all them is 10 MW; For each option the range of tariff will vary according to capacity in consideration; PPA will have timeframe of 20 years; The REFIT programme will consider ceiling capacity for all options of 150 to 250 MW in a contracting process of 3 years.

Challenges & opportunities The major challenges for responding Renewable Energy are as following: To establish a healthful platform to attract investments; To make Renewable Energy as business; To mobilize investors for REFIT programme; Attract local technology development; Establish clear mechanism for monitoring and evaluation on the share of Renewable Energy in Mozambique Energy Matrix.

Way Forward Policy and Strategy in place, in order to enabling legal framework to promote implementation RE development; Build an environment to engage private sector or PPP in the RE programmes; Ensure that RE Atlas can be available for the interested investors; Launch the REFIT programme.
