2 Oregon s s Renewable Energy Working Group (REWG) Reports to Governor Kulongoski 44 members, including 4 legislators Began meeting in February meetings to date Charter is to guide implementation of Oregon s s Renewable Energy Action Plan (REAP) Primary focus has been legislative 2

3 Renewable Energy Action Plan (REAP) Developed in 2005 Delegates 51 specific action items to the REWG (6 solar and 11 biomass items were adopted later) Many other tasks are given to additional groups 3

4 Short-Term REAP Goals (2006) Find and implement effective solutions to the transmission capacity bottleneck between eastern and western Oregon All utilities in Oregon will offer customers a stable-price renewable energy product Complete an assessment of the feasibility of a renewable portfolio standard (RPS) for Oregon 4

5 Short-Term REAP Goals (2006) 300 MW of new wind energy resources developed, 10% from community projects 500 additional solar PV electric systems installed for a total of about 1 MW 200 5kW fuel cells installed Up to 4 MW of new low-impact hydroelectric generation 5

6 Short-Term REAP Goals (2006) 5 MW of new biogas generation facilities from wastewater treatment, dairies, and landfills 25 MW of new biomass-fueled electric generation 25 MW of new combined heat and power generation systems 20 MW of geothermal electric generation 6

7 Short-Term REAP Goals (2006) Diesel sold in Oregon will contain 2% biodiesel and Oregon gasoline will contain 2% ethanol 15 million gallons of biodiesel produced annually from Oregon crops or products and waste oils collected in Oregon 100 million gallons of ethanol produced annually 7

8 Long-Term REAP Goals (2025) New renewable energy generation will meet 10% of Oregon s s total load by 2015 and 25% of the load by % of state government s total electricity needs will be met by new renewable energy sources by 2010 and 100% by

10 2005 Legislative Initiatives Energy Loan Program changes for more renewable projects (SB 735, SB 5503) Residential Energy Tax Credit (RETC) changes for solar electric systems that allow total credit up to $6,000 over four years (SB 31) Net metering changes allow for biomass energy and other modifications (SB 84) 10

11 2007 Legislative Initiatives Biofuels package including Renewable Fuel Standard and tax credits (HB 2210) Tax Credit Changes - BETC increased to 50% for renewable projects; RETC increased maximum credit for fuel cells and wind generators to $6,000 (HB 3201) Renewable Portfolio Standard (RPS) of 25% renewables by 2025 (SB 838) 11

12 REWG Proposals for 2009 Developed 9 legislative proposals that were submitted to the Governor in fall 08 Two REWG proposals chosen for the Governor s 09 Climate Change Package: HB 2180 Changes and expansion of BETC HB 2121 Production-based incentive pilot project for solar 12

13 REAP Working Groups For the Resource Specific actions, the REWG is utilizing existing networks: Biomass Coordinating Committee Wind Working Group Geothermal Working Group Solar Energy Working Group Ocean Energy Groups Small Hydro Working Group 13

14 REAP Progress Many REAP goals have been net and progress has been made in most areas of renewable energy development The REWG and other groups have made progress on REAP action items so far: 49% Some or significant progress 51% Little or no progress Key areas of progress: RPS, wind development, biomass and biofuels work, net metering, wind integration, and expanded incentives 14

15 Future Roles of the REWG Implementation of the Renewable Energy Action Plan Monitoring of the Renewable Portfolio Standard and Renewable Fuel Standard Evaluation of projects that could receive energy- related federal stimulus funds Forum for discussion of large scale transmission proposals versus smaller, distributed generation A voice for rural Oregon in renewable energy and green jobs 15
