GEEREF in a nutshell Unique strategy Fund of Funds, investing in specialised private equity funds Sectors: - Renewable energy (hydro, solar, wind, biomass and geothermal) - Energy efficiency (waste heat, energy management, cogeneration) Emerging markets and economies in transition A triple bottom line: People, Planet, Profit - GEEREF's funds target attractive financial investments that also deliver a strong positive environmental and developmental impact. Significant capital committed: unique PPP 112M public sector commitments 110M private sector commitments Over 20 investors from Europe, North America and Australia Strong investment platform GEEREF is advised by the European Investment Bank Group, combining the institutional expertise in climate action investments worldwide of the EIB with the Fund-of-Funds management expertise of the EIF Catalytic effect It is estimated that, with 222 million of funds under management, over 10 billion could be mobilised through the funds in which GEEREF participates and the final projects in which these funds invest 2

GEEREF portfolio overview Evolution One Focused on renewable energy, energy efficiency and environmental projects and companies in Southern Africa. Renewable Energy Asia Fund Fund focused on renewable energy projects companies in India and the Philippines. DI Frontier Fund focused on greenfield renewable energy assets in Sub-Saharan Africa. EELAF II Fund focused on renewable energy infrastructure and growth stage energy service companies in Latin America and the Caribbean. Armstrong Fund focused on smallscale renewable energy generation and resource efficiency projects in Southeast Asia. Based in Cape Town. Based in Singapore. Based in Copenhagen and Nairobi. Based in Rio and Stamford. Based in Singapore. MGM SEF Fund focused on energy efficiency and renewable energy projects in Central America and the Caribbean. Solar Arise Fund focused on solar PV projects in India. Caucasus Clean Energy 1 Fund focused on small hydro projects in Georgia. Africa Renewable Energy Fund Fund focused on renewable energy projects in Sub-Saharan Africa (ex RSA). Based in Miami. Based in Gurgaon, Haryana. Based in Singapore and Tbilisi. Based in Nairobi. 1: Conditional commitment agreement signed on June Fund with an investment scope which includes small islands 3

EIB in a nutshell The EU financial institution 76 bn total lending in 2014, out of which 25% on climate action (mitigation and adaptation) Over 90 bn of climate action lending during And Not just lending A vocation for innovation: equity funds, layered-risk funds and capital market activities amongst others 4

The SIDS context Under the traditional conventional energy generation scenario: Usually very high electricity prices which hamper economic growth and social well being Energy dependency / insecurity Impact on foreign exchange reserves Whilst at the same time, SIDS are often gifted with very good resources for RE generation (wind, solar, hydro, geothermal) 5

EIB s offer to SIDS for RE development Financial value added: Loans in main international currencies at attractive rates Terms adapted to the cash flow profile of the underlying assets: long tenors and grace periods Complement commercial banks + play a catalytic role Capacity to mobilise grant financing Equity and quasi-equity investments Technical assistance for feasibility studies or capacity building Non financial value added: Sector expertise across jurisdictions Promotion of best practices, stamp of approval 6

Barriers for RE development in SIDS some examples Too high transaction costs due to lack of economies of scale: project pooling on a regional basis as possible solution Access to land and public opposition to projects Weak off-takers (inefficiencies and uneconomical tariffs which render state-owned utilities not financially sustainable) The evolving role of the utility, in a context where RE are mostly intermittent (need to ensure grid stability) and there is still no perfect storage solution (need to ensure energy security) Not bankable PPAs Absence of competitive bidding processes for the granting of exploration and/or operating licenses 7

GEEREF and EIB - supporting SIDS in the development of their RE potential THANK YOU FOR YOUR ATTENTION!!! 8
