The study was fuded i part by a grat from The Califoria Welless Foudatio. The Public Health Istitute obtaied birth data from the Califoria Departmet of Health Services. Tee populatio by zip code data were obtaied from the US Cesus Bureau, ad mappig of zip codes to legislative districts was doe by Capitol Equiry. All data are from year 2000. Dr. Norm Costatie coducted data maagemet ad aalysis. Tee birth rates for the year 2000 were aalyzed by each of Califoria s 40 seate districts. This report ivites policymakers ad their costituets to uderstad how the issue of tee pregacy impacts their districts commuities ad what they ca do to positively affect the situatio. This report is based o birth data from year 2000. The data were aalyzed ad released i March 2003. Califoria has led the atio i reductio of tee birth rates over the last decade. Total societal costs for tee births i Califoria for 2000 were $3.3 billio. The Califoria tee birth rate was higher tha those of every other developed coutry i the world. Withi five years, the aual umber of tee births i Califoria is projected to exceed 66,000 a pheomeal 23 percet icrease. Every oe of Califoria s 40 state seate districts had higher tee birth rates tha Japa, the Netherlads, Italy, Frace, Germay ad Irelad. I Califoria, the Latia tee birth rate was more tha three times higher tha the white o- Hispaic rate ad Asia/Pacific Islader rates. At a miimum, all program fudig aimed at reducig tee pregacies ad births must be maitaied. Califoria cotiue to declie participatio i ad cotributio of matchig fuds for the federal abstiece-oly-util-marriage educatio program. Califoria tee birth rates are higher tha those of every developed coutry i the world. Califoria tee birth rates are betwee 4 ad 12 times higher tha rates for Frace, Spai, Italy, the Netherlads ad Japa. The Latia tee birth rate was more tha three times higher tha the white o-hispaic ad Asia/ Pacific Islader rates. The Africa-America rate was more tha two times higher. I some Califoria legislative districts, tee birth rates are as much as twice the overall statewide rate, with 1 i 10 tee girls givig birth. Every oe of Califoria s 40 state seate districts had higher tee birth rates tha Japa (3.6), the Netherlads (5.8), Italy (6.9), Frace (10.0), Germay (13.2) ad Irelad (15.0). The curret aual cost to taxpayers for tee births i Califoria is estimated to be $1.5 billio, ad the total aual cost to society is estimated to be $3.3 billio. Aual societal costs of tee births were calculated to rage from a low of $27 millio i Seator Ross Johso s 35th district, to a high of $192 millio i Seator Dea Florez s 16th district. Califoria s uprecedeted ivestmet i tee pregacy prevetio has cotributed to the largest declie, ad secod largest percetage reductio (after Alaska), i tee birth rates of all 50 states over the last decade. The uparalleled 40 percet reductio i Califoria s aual tee birth rate over the last decade represets 35,000 fewer tee births i 2001 tha the 89,000 that would have occurred had the tee birth rate remaied at its 1991 level. Traslated ito aual costs averted, this reductio represets a aual savigs to taxpayers of $968 millio ad a total aual savigs to society of $2.2 billio.
