This appedix provides examples of the use of the Threat-to-Water Quality (TTWQ) methodology discussed i the 2011 Log-Term Effectiveess Assessmet (LTEA) Sectio 4. All of the examples preseted i this appedix, although may iclude some real data ad iformatio, are fictioal i ature ad are iteded to be for example purposes oly. The tables preseted i this appedix are provided i electroic form o the accompayig 2011 LTEA compact disc. The compact disc also cotais template (blak) forms for use i coductig the TTWQ methods. The imagery for the examples are take from the watershed iteractive mappig i the 2011 LTEA Water Quality Report icluded as Attachmet 1 to the 2011 LTEA. The aerial imagery is from Google Earth ad icludes overlays from City of Sa Diego storm drai mappig ad hydrologic areas the data ad iformatio preseted i these images are ot ecessarily accurate or correct, but are preseted as examples oly. The plots ad tables i the examples below, illustrate a process i which the TTWQ i a particular watershed is aalyzed by usig available data ad iformatio to prioritize sources. The primary approaches to the TTWQ process are preseted for two moitorig locatios i the Peñasquitos watershed. Four examples are provided: 1) Sigle Pollutat Approach o Large Area Scale (MLS/TWAS) 2) Multi-Pollutat Approach o Large Area Scale (MLS/TWAS) 3) Sigle Pollutat Approach o Small Area Scale (MLS/TWAS) 4) Ivestigative Method usig TTWQ Approach (MS4 Outfall) As discussed i Sectio 4 of the LTEA, the methodologies for the sigle ad multi-pollutat approaches are listed below: Steps for Sigle Pollutat Approach to TTWQ 1) Determie Scale to Develop Threat to Water Quality a. 7) Develop Priority Rakig of Sources A multi-pollutat approach to TTWQ follows: 1) Perform Steps 1 ad 2 above 2) Repeat steps 3-6 above for each pollutat, each time idetifyig the priority rakig of sources for each pollutat. The first example is for a area that is tributary to a MLS i the Peñasquitos WMA ad demostrates a multi-pollutat approach to TTWQ. The mass loadig statio, LPC-MLS, is the moitorig locatio that captures a large tributary area spaig two Hydrologic Areas (HAs) i the watershed. Multi-Pollutat Large Area Scale TTWQ Approach 1) Determie Scale to Develop Threat to Water Quality Whe determiig the TTWQ, the first step is to determie the scale ad locatio where a particular moitorig locatio ca characterize the flow from a tributary area. For the example, Figures B-1 ad B- 2 show the Peñasquitos watershed ad the associated moitorig locatios, icludig MLS, TWAS, ad MS4 outfalls. For this example, the mass loadig statio LPC-MLS has bee chose because of its large tributary area. Figure B-1 shows the Los Peñasquitos Creek WMA dry weather urba ruoff ad receivig water base map. To see the tributary area to the LPC-MLS statio to be used i the example, Figure B-2 shows the draiage to the MLS throughout the watershed, which is tured o as oe of the map layers. The statio is ecircled i red o the maps i order to callout its locatio. 2) Determie Wet or Dry Weather Coditios The flow coditios should be selected at this poit. For the example, a dry weather coditio is selected. 3) Determie Water Quality Issues (Pollutat(s)) to Evaluate Usig Table 2-2 of the LTEA, the water quality issues are idetified by reviewig the watershed priority costituets preseted. This process idetifies the pollutats that are deemed a priority based o the water quality moitorig data. This step is coducted by reviewig the priorities table (LTEA Table 2-2) ad locatig the appropriate row cotaiig iformatio pertaiig to the moitorig locatio. Table B- 1 below shows the watershed priority costituets idetified for mass loadig statio LPC-MLS i the Peñasquitos WMA. The high priority costituets have bee highlighted to show a correspodig high score represeted i the data. The outcome of this step is Nutriets ad Bacteria/Pathoges as Dissolved Mierals (TDS) is ot a aalyte that is selected for Copermittee actio i this example due to its exus to groudwater ad/or imported water issues. 4) Associate Sources to Pollutat Usig the high priority costituets determied i the step above, the ext step is to review the fial source loadig potetials (SLPs) of sources withi the LPC-MLS tributary area that are likely sources cotributig to the selected pollutat(s). Usig the iformatio preseted i Sectio 3 (LTEA Table 3-10), the activities with source loadig potetial with regards to mass loadig statio LPC-MLS have bee highlighted based o the three high priority costituets (utriets ad bacteria/pathoges) see Table B-2 below for sources. I additio to usig the SLPs, Copermittees ca also use PGA associatios to pollutats ad other special studies to associate sources to pollutat. 5) Icorporate Source Quatities After determiig the high priority pollutat costituets ad the source loadig potetials, idetify the umber of sources i the particular tributary/draiage area for the moitorig statio. For this exercise, it is recommeded that the Copermittees use the most up-to-date ivetory iformatio ad GIS software, if ecessary, to idetify a accurate umber of sources i the particular draiage area. Additioally, if it is available, the area of residetial lad use ad ay other pertiet lad use should be calculated. The sources withi the example draiage are show i Figure B-3. Oce these source umbers have bee compiled, cosolidate the results of the umber of sources, residetial acreage, ad source loadig potetial ito a table for the pollutats of cocer. See Tables B- 3 through B-5 for the high priority costituets at LPC-MLS. If oly usig a sigle-pollutat approach, follow up the sigle table with the prioritizatio. 6) Icorporate Other as Desired At this poit, the Copermittees should look to cosider other criteria that may be importat i decidig upo which sources are of greatest importace. Take from the LTEA (Sectio 4), the followig are additioal cosideratios. I selectig the source(s) to evaluate for the TTWQ, some additioal cosideratios the Copermittee(s) should evaluate are as follows: 1) Lad use (quatity ad activity) should be icluded ad the followig cosidered: a. Wet weather TTWQ processes should iclude a evaluatio of the lad use areas i the area of focus b. Need a surrogate value for residetial ad ope space lad areas to compare to ivetoried sources 2) Special studies iformatio regardig sources i the focus area 3) Potetial sources that are ot easily quatifiable icludig: bacterial regrowth i MS4 systems; erosio i ope space areas; accelerated erosio i creeks (hydromodificatio); ad aerial depositio For the purposes of this example, the residetial lad-use is idetified as beig of great importace. I order to compare the residetial lad acres to the umber of ivetoried sources, a coservative assumptio is made for this tributary watershed area average lot size of 0.5 acres, therefore each acres of residetial lad use equates to two (2) residetial uits. 7) Develop Priority Rakig of Sources For the multi-pollutat approach, the process combies the sigle-pollutat tables (Tables B-3 through B-5) ito a sigle master table where sources ca be raked o the basis of source loadig potetial ad umber of sources i the associated tributary watershed area. See Table B-6 for the results of the example process. Usig this process, ad the cosideratio that residetial areas are of great importace, the highest TTWQ source is the residetial areas i the tributary watershed area. Appedix B-7

Sigle-Pollutat Small Area Scale TTWQ Approach The followig example uses a MS4 Outfall Statio ad its samplig results to illustrate the siglepollutat TTWQ approach o a smaller area scale. This example uses moitorig data from the 2011 LTEA Water Quality Report to idetify pollutats exceedaces above the water quality bechmarks. These costituets will the be used to determie the pollutat priority categories ad ultimately the high TTWQ sources. 1) Determie Scale to Develop Threat to Water Quality As with the multi-pollutat approach, the first step is to determie the scale ad locatio where a particular moitorig locatio ca characterize the flow from a tributary area. Figure B-4 shows the draiage area to the example MS4 outfall i the Peñasquitos watershed. 2) Determie Wet or Dry Weather Coditios The flow coditios should be selected at this poit. For the example, a wet weather coditio is selected. 3) Determie the Water Quality Issue (Pollutat) to Evaluate Determie water quality issues by reviewig the MS4 outfall moitorig data for the appropriate watershed. The idetify the pollutats that are high priority as a result of the water quality moitorig data.
