4 Health ad Safety 1 This guidace is provided to help operators of sites subject to the Cotrol of Major Accidet Hazards Regulatios 1984 (CIMAH) esure they have adequate arragemets i place to deal with water used to fight fires o their sites. The advice may also be useful i other circumstaces where water is used to wash away hazardous substaces that have bee released accidetally. Operators of o-cimah sites usig or storig hazardous chemicals will also fid it useful. It does ot cover pollutio as a result of routie process discharges. 2 This guidace deals with mitigatig the effects of accidets but operators must cosider first how to prevet accidets. The key to accidet prevetio lies i a good health ad safety maagemet system. A well-maaged site where policies have bee set ad implemeted, where there is a systematic approach to risk assessmet ad cotrol, where performace is measured agaist pre-determied stadards ad where the whole system is audited will be much less likely to have a emergecy to deal with. Advice o health ad safety maagemet ca be foud i the HSE guidace booklet Successful health ad safety maagemet (see Appedix 3). Itroductio 3 Water is the most widely used medium for fightig fires. It is cheap, pletiful ad very effective; it ot oly extiguishes flames but also takes heat from the fire which helps reduce the risk of radiated heat, structural damage ad reigitio. It also has the advatage that, i most circumstaces, it is o-hazardous. Large volumes of water are frequetly used i fire fightig ad, although some will tur to steam i the heat, much will fall to the groud ad drai away from the site of the fire. This fire-water ru-off does ot usually preset a serious risk to the eviromet. 4 If hazardous chemicals are ivolved, foam might be used to fight a fire rather tha water but there may still be a eed for water to cool other property or plat earby, to reduce the risk of it becomig ivolved i the fire. 5 Water or foam used to fight fires at premises where chemicals are used or stored ca become cotamiated with the chemicals ad become hazardous itself. (For example fire-water ru-off from a fire i Basle, 1986, resulted i major pollutio of the river Rhie, extedig may kilometres dowstream ad lastig may years; the fire at Allied Colloids, Bradford, i 1992 resulted i severe pollutio of the Rivers Calder ad Aire from fire-water, severely affectig aquatic life over 50 km.) I these circumstaces due cosideratio must be give to prevetig it harmig either people or the eviromet. Scope of the guidace 6 The purpose of this guidace is to provide advice to the operators of major hazard istallatios, the emergecy services, local authorities, ad ispectors o measures to cosider for the prevetio ad cotrol of fire-water ru-off. This is oly oe aspect of emergecy plaig ad the guidace supplemets that cotaied i other HSE publicatios ad elsewhere (see Appedix 3). 7 Appedix 1 outlies the mai legal requiremets relevat to this topic. The guidace assumes that all ecessary measures have bee take to prevet major accidets. I particular it is assumed that operators are complyig with existig HSE guidace o the safe storage of chemicals (see Appedix 3). 5 Health ad Safety occur ad this guidace is iteded to address those risks which remai, to limit the cosequeces to people ad the eviromet. 8 This guidace is ot iteded to specify how fires should be dealt with, or the extiguishig medium to use. These are matters for discussio betwee the Fire Authority ad operators durig preparatio of emergecy plas. The fial decisios will rest with the Fire Authority ad, of course, the fire officer i charge of dealig with a fire may vary them at the time, depedig o the circumstaces. Fire precautios 9 The primary objective is to prevet the outbreak of fire, rather tha have to deal with its cosequeces. It is importat that proper thought is give to appropriate fire precautios. Proper risk assessmet will reveal ot oly the routes by which major evirometal damage might occur i the evet of fire, but also the areas where fire precautios are iadequate. 10 Particular attetio should be paid to the exclusio of potetial igitio sources. There are too may of these to list but, cosider carefully for example permittig smokig oly i desigated areas ad exercisig proper cotrol over maiteace activities, especially ay ivolvig hot-work. Also, cosider electrical ad heatig services i the storage area cotaiig the evirometally hazardous chemicals. Are they really ecessary? If they are they must be properly istalled ad maitaied. 11 Cosideratio should be give as to how a fire ca be cotrolled i its early stages by either a limitatio of the fuel available, segregatio of flammable or icompatible substaces, fire compartmetatio, its early detectio ad extiguishig, or a combiatio of these. Advice o these matters should be sought from the relevat eforcig authority. Chages to existig buildigs ca have a serious effect, for example holes i walls for cables or pipes ca reduce compartmetatio sigificatly. 12 Cosider also the storage of evirometally hazardous chemicals outdoors i a secure compoud. Where they are stored idoors the combustibility of the materials used i the costructio of the buildig must be take ito accout as should the combustibility of packagig materials, the compatibility of the chemicals themselves ad housekeepig. Fire spread from adjacet stacks should also be addressed. 13 The earlier a fire ca be tackled, the greater the chace of successfully extiguishig it ad miimisig the quatity of cotamiated water. Whe cosiderig automatic fire detectio (ad possibly fire-fightig) equipmet, seek advice from the supplier(s), the relevat eforcig authorities ad the isurers as to its suitability. As well as its effectiveess, cosider the potetial of ay effluet (ie product carry-over ad fire-fightig medium, whether foam or water) to damage the eviromet. The water from sprikler or deluge systems must be treated i the same way as ay water applied by fire-fighters. 14 A well-desiged active fire suppressio system ca reduce the amout of water which eeds to be applied to cotrol/extiguish a fire ad this i tur ca reduce the scale ad cost of other facilities. 6 Health ad Safety Emergecy plaig 15 Emergecy plaig is a matter for teamwork ad it is essetial to work closely with the appropriate authorities ad other bodies with a iterest (some of these are idetified i paragraph 42). Evirometal hazard idetificatio 16 The type ad extet of the measures implemeted at a major hazard istallatio to protect the water eviromet from the effects of a accidet will deped o the likelihood of a accidet occurrig ad the likely cosequeces. The likelihood of a accidet occurrig depeds o the ature ad quatities of the hazardous substaces o site, the activities carried out o site ad existig accidet prevetio measures. The evirometal cosequeces of a accidet will deped ot oly o the severity of the accidet but also o the ature of the eviromet i terms of the flora ad faua which it supports ad its ability to recover if damaged. 17 It is essetial to assess the risk that major hazard istallatios pose to the eviromet o a site by site basis. Istallatios where similar activities are carried out may pose differet risks, depedig o the eviromet aroud them. Accidets may also cause evirometal damage a sigificat distace away from the istallatio; all possible routes of trasport of cotamiats should be idetified, for example drais ad ditches. 18 The health ad safety of people is always paramout ad it is importat to cosider idirect risks to people. Evirometal cotamiatio may result i logterm exposure to hazardous substaces, which may eter the food chai via the air, water or soil. Decisios may have to balace the risks due to airbore pollutio if a fire is allowed to bur ad risks to the eviromet if water is used to cotrol it. 19 It is importat to assess the routes by which cotamiats ca be carried sigificat distaces away from the site, where they may cause serious evirometal cotamiatio, for example draiage systems ad rivers ad it is importat that suitable water maps are prepared showig the locatio of all drais, water supplies ad water courses. Smoke plumes may carry sigificat quatities of pollutats away from the site; kowledge of prevailig weather coditios, icludig mea wid speeds ad directios is required to assess this effect. 20 Eve if it ca be demostrated that the likelihood of a major accidet is very low or that the evirometal cosequeces of a major accidet would be egligible, ormal precautios for the safe use, storage ad trasport of dagerous substaces still apply. If, however, oe or more dispersio mechaisms are likely to cause serious evirometal damage the appropriate measures should be adopted to cotrol the risk. 21 The Natioal Rivers Authority (NRA) or, i Scotlad, the River Purificatio Boards (RPB) should be cosulted about the assessmet sice they hold factual iformatio about eighbourig water resources, ecotoxicology ad water quality criteria ad should be able to provide iformatio about the locatio, type, ature, importace ad sesitivity of all water resources at risk. These authorities may be able to offer practical advice o the rage of strategies ad equipmet available to protect the eviromet ad their suitability i particular circumstaces. 22 For sites subject to the top-tier requiremets of CIMAH the ature of risks posed to the eviromet ad details of that eviromet should be described The cotrol of fire-water ru-off from CIMAH sites to prevet evirometal damage Page 6 of 14

Guidace about the iformatio required i a safety report is cotaied i the HSE publicatio A guide to the Cotrol of Idustrial Major Accidet Hazards Regulatio 1984 (see Appedix 3). Cosideratio of the pollutio risks to water resources from cotamiated fire-water should iclude: the sources of release of dagerous substaces i the evet of a fire ad the potetial cosequeces; the properties of the substaces preset o site, for example toxicity, flammability etc, ad the potetial for adverse reactios betwee them; the evirometal behaviour of the substaces such as solubility, volatility, persistece, potetial to bioaccumulate i the food chai ad evirometal toxicity. Cosider also products formed as a result of complete or icomplete combustio of substaces i fire or degradatio i water. These may be more persistet ad harmful tha the paret compouds; iformatio about the locatio, ivetories ad process coditios, with referece to facilities such as budig, etry poits to storm ad foul water drais, protective equipmet associated with them, ad the routes of water flows to cotaimet ad treatmet plats; iformatio about the type ad vulerability of relevat water sources (obtaied from the NRA/RPB) which will iclude: (i) sites withi river catchmets above public water supply itakes ad/or reservoirs where the discharge followig a icidet is likely to lead to levels above agreed acceptable maxima for drikig water abstractio (time of travel to itake, the importace of the itake ad other similar factors may eed to be cosidered); (ii) sites i close proximity to aquifers or close to water courses that flow to, ad ca cotamiate aquifers, particularly those used for public water supplies; (iii) sites which pose a threat to waters of particular ecological value such as sites of special scietific iterest (SSSls); (iv) sites where surface water, cotamiated with hazardous substaces, discharges ito a foul sewerage system. This could either damage the filter beds of ay receivig treatmet works or, where receivig treatmet works do ot have sufficiet storage capacity to cotai the fire-water ru-off, result i its diversio directly ito the water eviromet, causig sigificat evirometal harm. 23 The NRA/RPB is able to offer advice ad assistace to HSE ispectors ad maufacturers o assessig the potetial risks of the site to the water eviromet. The fire hazard 24 While this guidace is pricipally cocered with prevetig serious accidetal damage to the water eviromet, it is also importat to cosider other routes by which such major evirometal damage might occur, for example by the ejectio of chemical cotaiers as missiles durig the fire, ad smoke bore cotamiats, icludig the pricipal combustio products of the chemicals ivolved. Cotrol measures 25 If the assessmet shows that the fire-water ru-off is likely to cause serious damage to the eviromet, meas to miimise the risk should be provided. This should comprise arragemets for cotaiig the ru-off, although i certai circumstaces alterative approaches to remove or miimise the risk might be more appropriate. 8 Health ad Safety oly after full discussio with all the appropriate authorities; there is rarely, if ever, a sigle correct solutio. Cotaimet systems 26 There is a variety of cotaimet measures which may be employed, ragig from permaet structures to temporary systems. The followig paragraphs are iteded to assist occupiers select the most appropriate measures for their particular sites. 27 To size ay cotaimet system, kowledge of the aticipated quatity of ruoff from a fire is required ad although this caot be calculated with ay precisio it should still be estimated. The size of the bud eeds to be cosidered o a sitespecific basis havig regard to the size of fire that is possible. Advice o this ad the fire-fightig arragemets i geeral should be obtaied from the Fire Authority. I discussig these matters, take accout of the flammability of the buildig structure ad cotets as well as ay fire detectio/suppressio system; to tackle a small fire may require oly a few tes of cubic metres of water whereas a large fire may require i excess of several thousad cubic metres of water. 28 It may be cocluded that the provisio of a permaet cotaimet system is the appropriate solutio to deal with the ru-off expected from a small fire. This would also provide sufficiet time to put i place larger, temporary, cotaimet measures i the evet of a major fire. Provisio for such temporary measures would, of course, have to be previously agreed ad arraged. 29 Whe decidig o suitable cotrol measures to prevet or limit evirometal damage it is importat to cosider ot oly their effectiveess ad cost but also their compatibility with operator health ad safety, ease ad cost of maiteace, how their istallatio will affect the overall safe ruig of the plat ad how they will be emptied if they ever eed to be used. It is importat that the cotets of a cotaimet facility ca be disposed of safely after a accidet, without posig further risks to people or the eviromet. Where it is proposed to use pumps to trasfer ru-off water, cosider back-up power supplies i case ormal power is iterrupted as a result of a accidet. 30 A potetial beefit of a permaet cotaimet system is that it is possible the water may be reusable to tackle the fire, though this requires prior discussio with the Fire Authority to determie ay restrictios ad whether there is a eed for ay special equipmet. It may also be ecessary to arrage for this water to be moitored for its suitability. This should be detailed i the o-site emergecy pla. Buds 31 It is a sesible precautio to store evirometally hazardous chemicals i buded areas. Bud sizes eed to be cosidered o a idividual basis, takig ito accout idustry guidace such as British Wood Preservers ad Dampproofers Associatio (BWPDA) guidace o timber treatmet. The floors ad walls of buded areas should be substatially impervious ad provide for the localised cotaimet of spills irrespective of whether there is a fire or ot, for example failure of a cotaier. 32 Ideally the capacity of the bud would be sufficiet to take the etire ivetory of the chemicals stored withi it, plus the foam or water from iitial fire-fightig or fire protectio activities, but this may ot always be achievable. 9 Health ad Safety chemical with foam or water i a drum storage area, for example, but much more tha this could be required i other circumstaces ad a bud sized to take 110% of the etire chemical ivetory would ot provide sufficiet capacity to prevet fire-water ru-off. However, it may provide sufficiet time for emergecy, temporary cotaimet measures to be brought ito operatio. 33 There are a umber of situatios where such sizig of the bud to take the etire ivetory is ot ormal practice, or perhaps, reasoably achievable. For example buds eclosig a umber of storage taks will usually oly have a capacity equivalet to 110% of the largest tak preset. Similarly i the case of very large storage taks the bud capacity may be less tha that of the tak. I such cases particular cosideratio is required for dealig with fire-water ru-off ad would be expected to iclude the provisio of permaet cotaimet measures to prevet pollutio. I these or other uusual or difficult circumstaces, further advice may be sought from the relevat eforcig authority. 34 Particular attetio should be paid to the ability of the bud walls to withstad the hydrostatic pressure from the cotaied liquids ad resist attack by the chemicals as well as their structural itegrity uder fire coditios. Shallow buds may be provided with slopig kerbs to allow access by fork lift trucks. 35 It is essetial that buds are properly maitaied. This icludes keepig drai valves closed, except for regular draiig of raiwater, as well as checks o the physical structure. Cosider the possibility of the presece of dagerous levels of toxic or flammable gases i cofied spaces betwee high bud walls ad taks before ayoe eters the bud. Lagoos ad taks 36 Permaet provisio for the cotaimet of large quatities of fire-water ru-off, typically several thousad cubic metres ad above, may be achieved by lagoos ad taks. These ca be remote from, ad may serve, several storage areas, receivig the ru-off via a gravity flow or pumped draiage system. Lagoos should be provided with a impermeable surface membrae to prevet pollutats soakig ito the groud. They cover a relatively large area, ehacig evaporatio ad the settlig out of suspeded solids. Taks have the beefit of providig a relatively large storage volume i a small area, though they are expesive compared to lagoos, particularly for the larger volumes. Where available, a ecoomical optio might be to make use of a redudat or spare tak. 37 Where there are a umber of sites i close proximity it may be possible to istall shared facilities ad reduce the cost. 38 I the evet of a icidet ecessitatig the use of a lagoo or tak it is importat that the emergecy procedures esure that ay outlets from these, such as surface water, sewer or foul/trade effluet, are isolated. Emergecy temporary cotaimet 39 Emergecy temporary cotaimet of fire-water ru-off may be provided by a sacrificial area, site cotaimet or portable flexi-tak. As discussed i paragraphs the provisio of buds should always be a prime cosideratio, but if reliace is placed o ay of the followig emergecy systems, buds would be cosidered essetial to provide sufficiet time for these secodary cotaimet measures to be made ready. 10 Health ad Safety Sacrificial areas might be atural depressios, or oes specially created to fulfil this fuctio, for example a car park. They may be desiged to have iheret cotaimet provisio, or be readily adaptable i a emergecy, for example by the use of booms ad similar devices. A aspect to cosider is the permeability of the groud ad how to miimise soakig of the pollutat ito it. Discharge to the area may be by gravity or pump 1. Site cotaimet may be achieved by either a low kerb aroud the etire site, or just the sesitive area. It essetially serves as a secodary cotaimet system to the budig, should this overflow. The possible effects of this cotaimet o process operatios ad emergecy services will eed to be assessed. Portable flexi-taks rage i size from about 10m 3 up to aroud 250m 3. Importat matters to cosider iclude the compatibility of the tak material with the chemicals it will cotai, the time it takes to brig it ito use ad the locatio of the tak ad pumpig arragemets. All these factors should be detailed i the o-site emergecy pla. Regular examiatio ad maiteace of such taks is essetial. Cosideratio might also be give to whether the collected water ca be re-used to tackle the fire. 40 With respect to sacrificial areas ad site cotaimet systems, particular cosideratio eeds to be give to how surface water, sewers ad foul/trade effluet systems will be sealed off, to prevet ru-off water gettig off site. Other cotaimet systems 41 Other cotaimet systems which may be used iclude those below. All have limited capacity, ad their use eeds to be discussed with the Fire Authority beforehad to esure they would have sufficiet capacity i the evet of fire. Catch-pits ad iterceptors provide for the rudimetary separatio of solids ad also aqueous from o-aqueous solutios. They may also be used to provide trasitioal cotaimet for water-miscible products. They may be used sigly or as a series. Separators provide a specified desig performace for removal of amed omiscible hydrocarbos from water, allowig the subsequet discharge of the water. Booms ca be used to provide total cotaimet, either by themselves, or to fill gaps i other cotaimet areas. They may be used as flotatio devices to cotai lighter o-water-miscible hydrocarbos. Drai seals ca be used to cover or block a drai, allowig the site sewer system, or part of it, to be sealed ad thus employed as a emergecy cotaimet system. Sad bags while effective, have limited use. They are ofte ot available ad take time to deploy. Alteratives to cotaimet 42 There may be cases, depedig o the locatio of the site, where it may be appropriate to allow a fire to bur uder cotrol. This optio may miimise the risk of a major evirometal accidet resultig i cotamiatio of the water eviromet but may cause other risks. There are a umber of highly sesitive issues to cosider ad forward plaig is essetial. Decisios o cotrolled burig should be take i cosultatio with relevat parties which will iclude the maufacturer ad their isurers, Fire Authority 2, Evirometal Health Authority, HSE, NRA/RPB, HMIP, Miistry of Agriculture, Fisheries ad Food (MAFF) ad others. Where cotrolled bur is cosidered to be appropriate the criteria for the decisio should be described i the CIMAH emergecy plas. It must be remembered that some applicatio of water is likely to be required to esure that the fire burs i a cotrolled maer ad adequate provisio should be made to cotai the estimated ru-off. 43 I certai circumstaces, especially i areas where the risk of serious damage to the water eviromet is idetified, the re-locatio of ay evirometally hazardous chemicals to a alterative site may be worthy of serious cosideratio. However, the advatages from this have to be balaced agaist the risks ivolved i the trasport operatio. There is, however, much other legislatio coverig health ad safety. The Cotrol of Idustrial Major Accidet Hazards (CIMAH) Regulatios 1984, as ameded (1988, 1990 ad 1994). 2 The aim of CIMAH is to prevet major accidets affectig both people ad the eviromet ad to limit the effects of ay which do occur. For the purposes of this guidace a major accidet is a major emissio, fire or explosio resultig from ucotrolled developmets leadig to serious dager to people or the eviromet. 3 CIMAH applies two levels or tiers of cotrols, depedig o the ature ad quatity of dagerous substaces preset o site. At the lower tier, maufacturers have the geeral duties to idetify the major accidet hazards, take adequate steps to prevet major accidets, ad to limit the cosequeces of ay which do occur. These duties iclude the provisio o site of appropriate iformatio, traiig ad equipmet. Major accidets which do occur must be reported to the HSE, the eforcig authority for the CIMAH Regulatios. 4 At the so called top tier, where hazards are greater, additioal duties apply. 12 Health ad Safety provide iformatio to the Local Authority sufficiet to eable a off site emergecy pla to be prepared; iform the public who may be affected by a major accidet about how they will be wared of major accidets ad advised what they should do. The emphasis throughout is o the eed to cosider risks i advace ad to take appropriate prevetive ad mitigatory actio. Other legislatio 5 I Eglad ad Wales, the Natioal Rivers Authority (NRA) is resposible for the protectio of the water eviromet from pollutio uder the Water Resources Act 1991 ad the Water Idustries Act 1991 (i the case of trade effluet cosets).
