Individual will exercise supervision, operation, and management of ISAF HQ s Bandwidth Management Equipment (BME) backbone equipment and ISAF HQ s Telephone (Public Access Branch Exchanges - PABX) system. Principle Duties: Manages the installation, repair and maintenance of telephone switching systems, telephone subsets, telephone key systems, data transmission media systems circuitry, T-carrier, fibre-optic end equipment, modems, multiplexers, line drivers; and associated hardware supporting command, control, communications, and computer (C4) systems. Installs, removes, refurbishes, maintains, tests, and troubleshoots these systems, equipment items, and associated hardware. Monitors and analyzes the performance of these switching systems, equipment items, and associated hardware. Manages, plans, schedules, and performs installation and removal of telephone switching system, telephone subsets, telephone key systems, data transmission media systems, interior wiring, T-carrier, telephone intercom systems, and associated equipment. Installs and removes copper core or fibre-optic wiring, modems, terminal blocks, and telephone instruments. Climbs ladders to install, remove, and maintain wiring. Interprets sketches and layout drawings for placement of telephone systems and equipment. Reviews, recommends, develops, and implements changes to communicationscomputer systems installations records, standard installation practice technical orders, standard and engineering drawings, and equipment wiring diagrams. Ensures equipment and components meet standard installation practice technical order specifications. Instructs and performs installation procedures. Straps and programs key units for required features. Responsible for the installation, setup, configuration, and connectivity of Bandwidth Management Equipment and connected communications systems Provides crypto installation, key-change, repair and troubleshooting Performance monitoring, testing, and validation of circuits Maintaining configuration schemes in order to optimise set-ups and installation procedures Analyzes and implements network projects in accordance with mission requirements. Reviews ISAF HQ network configuration and upgrades in conjunction with the ISAF
Joint Command Lead Comms Controller to keep up with changing technology, mission growth, and needs of mission components ensuring maximum efficiency Supports network equipment installations, supports and organizes prompt network support by assigning the available technical resources while exercising quality assurance functions Closely coordinates with other specialist and operates under the Technical Control of the ISAF Joint Command Lead Comms Controller to ensure proper connectivity of the ISAF HQ s networks. Uses network management and monitoring tools to prepare problem-analysis reports, resources utilization data, suggests measures for network efficiency maximization and provides recommendations and reports for HQ ISAF CJ6 and ISAF Joint Command Lead Comms Controller Coordination and technical liaison with ISAF Joint Command Lead Comms Controller regarding design, operations and maintenance. Management and maintenance of the synchronous digital hierarchy (SDH) network. Maintains and administers various BME and PABX records, forms, and databases. Updates and verifies entries on system, facility, maintenance, and inspection records. Initiates, tracks, and maintains shipping, receiving, supply, and equipment documents. Reviews and maintains operational measurement reports. Inspects and evaluates activities. Conducts periodic inspections of systems installations and repair activities. Interprets inspection reports, and implements corrective actions. Evaluates operational plans. Analyzes traffic load and telephone number assignments. Evaluates engineering plans for BME and telephone systems for ISAF HQ. Produces and updates ISAF HQ NCN and VoIP Telephone Directories. Additional Duties: The incumbent of the post may be required to perform other related duties as directed. Capable to deploy within the ISAF AOR in support of NATO CIS requirements Essential Qualifications: Professional/Experience: At least 4 years of progressively responsible experience in telecommunications, network operations and support. Experience in the management of PROMINA and PABX systems, specifically the Promina 100, 400, 800 Series and Siemens HiPath Series. Knowledge is mandatory of maintenance management practices; telephony fundamentals; electronic principles, including theory of solid-state components, digital techniques, and copper core and fibre-optic transmission principles applying to telephone switching systems; T-carrier; fibre-optic modems; multiplexers, line drivers, and associated hardware; telephone wiring practice; and project and circuit diagram interpretation, digital translation, installation procedures, and test equipment and special tools required for installation and maintenance actions on these systems. Education/Training: Completion of a post secondary or vocational technology CIS degree. Training in BME/IDNX/Promina operation, maintenance and management Training in PABX operation, maintenance and management VoIP trained

They must be able to gather information and present it in a way which is understandable and actionable by CJ6 leadership. Must have a good understanding of organizational staff work Must be mature, highly motivated, and possess good presentational skills and interpersonal skills as they will be dealing with personnel at all levels of the organization. Ideally the candidate will also bring a wealth of best practices with them from previous work. The candidate should be able to demonstrate confidence and be a proactive. The candidate must have a comprehensive grasp of the military culture Managerial Responsibilities: The position requires a low-level of managerial responsibility with the candidate able to lead a team on a site visit to a remote location within the ISAF AOR to address a theatre BME or PABX problem. Candidate is expected to effectively manage his/her time and resources needed in the execution of his/her duties in order to bring all assigned tasks to fruition. Must be able to operate autonomously Contribution to Objectives: The candidate will be expected to learn, understand and strive to meet the CIS priorities set by the ISAF CJ6.
