Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR) but are cautioned that this is a temporary civilian post and that staff members who apply and are offered and accept the post will be assigned a definite duration contract from the date of recruitment until the end of the project expected in 2021 in place of whatever contract status they now hold and automatically forfeit entitlements to loss of job indemnity associated with their previous status. Newly recruited staff will be offered a definite duration contract of three years that might be renewed until the end of the project expected in GENERAL BACKGROUND: SHAPE, the Supreme Headquarters Allied Powers Europe, is the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO). ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people. POST DESCRIPTION: Location: Casteau/Mons, 60 Km south of Brussels (Belgium) Division: JENG POST CONTEXT Supreme Headquarters Allied Powers Europe (SHAPE) is the Strategic Headquarters for Allied Command Operations (ACO). The Resources Directorate is responsible for: Human Resources, Logistics, Engineering, Medical and Urgent Capability Management functions; directing, monitoring and coordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across ACO. For the New Command Facilities for SHAPE Project, the Project Officer (PO) facilitates the coordination and communication between SHAPE, the primary user of the proposed facilities, other user entities at SHAPE Compound Allied Command Transformation Staff Element Europe (ACT SEE), National Military Representatives (NMRs), NATO Communication and Information Agency (NCIA) etc., the external 1

2 stakeholders primarily the Host Nation, the NCIA, the Contractors and Services Providers. REPORTS TO Project Office Director, OSC EPO 0010 PRINCIPAL DUTIES The incumbent s duties are: 1) The Main task is to act as Subject Matter Expert (SME) for all ICT requirements (which include Communication Information Systems (CIS), risks and issues during all phases of the project liaising with internal and external actors to do so, especially with NCIA and SHAPE J6, Communications Directorate. 2) Receives, manages all ICT/ CIS requirements with the support of (ad hoc punctual specific SMEs if required) and turns them into user requirement that can be converted into Engineering products. 3) Converts the user requirements into ICT/ CIS Engineering information, and defines them into products (Statement of Works (SOW), Technical Specifications ) that can be used by NCIA, Host Nation (HN) and/or Contracted companies to produce the desired outcomes. 4) Information Security (INFOSEC) Officer, for the PO and for the projects, not only providing expertise during definition phase but also throughout the rest of the phases. 5) Evaluates, Monitors and Guides all ICT/ CIS Operational Impacts on any (not only CIS) Configuration Changes. 6) Outlines all ICT/ CIS Engineering implications when attending to related Working Groups (WGs), both SHAPE internal and with external actors. 7) Supports on evaluation and monitoring of all Configuration Changes with ICT/ CIS Implications. Legal authority is held: None Budget authority is held: None Decision authority: None There are no first line reporting responsibilities ADDITIONAL DUTIES 1) Undertakes all additional duties as directed by SHAPE PO Director. 2) The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. 3) The employee may be called to perform duties elsewhere in the Headquarters, according to the exigency of service. 4) The post is not considered as a deployable post. Nevertheless, the employee could be requested to be sent on temporary duty (TDY). QUALIFICATIONS ESSENTIAL QUALIFICATIONS 1. Professional/Experience a) Extensive background in CIS work covering all aspects of CIS. b) Experience in implementation and management of active and passive networks. c) Background in all aspects of CIS security, eg cyber security. 2

Education/Training University degree and 2 years post related experience or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. 3. Language English SLP 3333 (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. 4. Professional/Experience Previous experience in a ministry of defense or a military headquarters or international organization in a CIS related capacity. Evidence of delivery regarding to: a) Experience in formulating and implementing CIS programs. b) Background in Electronic Security Services and systems (ESS). c) Background in Audio/Visual Services and systems (AVI). d) Knowledge of Building Management Systems (BMS). e) Knowledge of Business Data & Application Migration (BDAM). 2. Education/Training a) Latest version of Tasker Tracker system. b) Division oriented courses (CIS Induction course). c) SHAPE Document Handling System (DHS). d) Divisional Security Officer Training. e) PRINCE 2 or any other related Project Management instrument experience or certification. Courses: a) LSR-LC-3030 RESOURCE MANAGEMENT EDUCATION PROGRAMME (RMEP) COURSE (NU) - NATO School Oberammergau (DEU). b) LSR-LC-1038 NATO Security Course (NS) NATO School Oberammergau. 3. Language French SLP 2222 (Listening, Speaking, Reading and Writing) CIVILIAN POSTS 1. Personal Attributes The duties require clarity of thought, sound consistent judgment, good inter personal and communication skills, and often touch with a creative approach to bridge the challenge of the diverse application of varying national engineering standards and practices to a miscellany of geo-dispersed and dissimilar infrastructure and facilities as well as its maintenance to related NATO Security Investment Program (NSIP) 3

4 projects which, in addition, may have with possible inherent political ramifications and sensitivities. 2. Managerial Responsibilities - N/A 3. Professional Contacts Daily internal contacts with SHAPE divisions and National Military Representatives and external contacts with national authorities in order to exchange information; coordinate actions; to provide on any related to the project issues. Daily professional contacts both at the managerial and technical level with Infrastructure project managers and engineering staff at Host Nation, ACT, NATO Agencies, the NATO International Staff, Architecture and Engineering Consultants and Industry. 4. Contribution to the Objectives This post enables the timely and effective planning, implementation and maintenance of SHAPE Command and Control Facilities, ensuring that the facilities necessary for the installation, operation and sustenance of Command and Control Systems and operational and support equipment, manpower and capabilities, normally front runners on the critical path of SHAPE plans and projects, will be available in a timely manner to fulfill, efficiently, plans and concepts with prudent commitment of scarce NATO investment, manpower and O&M resources. 5. Working Conditions The work is normally performed in a typical Office environment. Normal Working Conditions apply.
