Page 1 1. Introduction 1.1. This Plan has been prepared in response to condition 13 on planning permission ref: 13/03970/FU for the conversion of 22-23 Blenheim Terrace into residential accommodation with ground floor commercial units. 1.2. Page 2 2. Management Plan 2.1. Condition 13 stipulates that: 1. All deliveries to the building shall be undertaken from the hardstanding area to the front of the building off Woodhouse Lane for the lifetime of the development. 2. The specification of the maximum length of delivery vehicles to be used shall be 8.5m. 3. The laying out of the car park for a maximum of 4 cars as shown on drawing (03) 06F and those spaces not to be used by residents or staff. 2.2. We can confirm that the all deliveries will be taken from the hardstanding area to the front of the building. 2.3. The deliveries for the commercial units will be carried out by a vehicle of 8.5m. 2.4. The car park will be laid out as shown on dwg. no. (03) 06 F and the spaces will not be used by residents or staff. 2.5. On the day of delivery to these units, a member of staff will place cones on the hardstanding in order to prevent use of the parking spaces to allow the deliveries vehicles to enter the site and manoeuvre accordingly. A member of staff will be on site for vehicle movements to ensure the safe manoeuvring of vehicles and assist any customers. 2.6. This method will be used for deliveries to the other commercial unit, should delivery vehicles be 7m in length or longer. 2.7. The deliveries to the Subway will be undertaken on a weekly basis (currently scheduled for Thursday afternoons). At this stage, the occupier of the other commercial unit is unknown but their operation will comply with the requirements of condition 13 also. Additionally, the deliveries to the different commercial units will be scheduled to ensure there is no more than one delivery vehicle scheduled to use the site at the same time. If Subway or another occupier needs to increase deliveries per week, then this will also be coordinated to ensure that there are no more deliveries scheduled for the same time. Finally, should a delivery vehicle arrive on site when another delivery vehicle is already on the front hardstanding area, then the arriving vehicle must not stop at the site. 2.8. The use of the car parking spaces and co-ordination of deliveries will be managed effectively by the applicants. It is not in their interests to have hazardous delivery or parking arrangements on site. Should staff or residents park in the front hardstanding area, suitable enforcement action and procedures will be taken. This will comprise of warning notices issued initially and potentially fines for a repeat infringement(s). Restrictions on the duration of stay for customers will be implemented to ensure the car park is utilised in accordance with condition 13.
