NHIDCL invites bids from reputed agencies for providing services relating to Software Development and Maintenance of its website, handling of Social Networking Accounts and works related to Corporate Communications for a period of 2 years extendable by a further period of 1 year on the same terms and conditions. 1. Scope of work: A. To maintain & improve NHIDCL's existing website on an appropriate Content Management System for:- i) Enabling auto archive of the content. ii) Performing & Supervising of day to day website operations. iii) Developing customized pages and interlinking of related pages within this website. iv) Modification at the code level, required for adding fresh menu bar, creating forms templates etc within the website. B. Development of separate online forms for seeking job applications and other miscellaneous activities; compiling such applications and delivering them in required format to NHIDCL after applying filters as per NHIDCL's requirement. C. Ensuring content s security of data. D. Maintaining Email IDs for NHIDCL team on secured third party server. E. Taking care of the Domain name, hosting the files on Server and making necessary arrangements for obtaining static IP address. F. In-house Training (on website support) to client team as per requirement. G. Implementation of payment gateway. H. Knowledge transfer to client team, on completion of contract period.
I. Maintaining NHIDCL s Social Networking Account. J. Perform all functions related to NHIDCL s Corporate Communication. K. Any other work having website interface. 2. Essential technical requirement for firms The tendering Company/Firm/Agency should fulfil the following technical specifications and furnish attested copies of documents in evidence of compliance with the specifications:- (a) The Registered Office or one of the Branch Offices of the Company/Firm/Agency should be located either in Delhi/New Delhi or NCR region of Delhi. (b) The Company/Firm/Agency should be registered with the appropriate registration authority. (c) The Company/Firm/Agency should have successfully executed at least one similar nature assignment (development of web Application ) for any reputed Private Company/Public Sector Company/Banks and Government Department etc. (proof of which should be enclosed with the technical bid) valued not less than Rs. 20 lakh each. (d) The Company/Firm/Agency should be registered with Service Tax Department. (e) Copy of PAN card/it return for the last three years. (f) Certificate of annual return from CA. The average Annual Turn Over of the company for the last three financial years should not be less than Rupees 2 crore. Attested copies of the documents indicating compliance with the above specifications/requirements should be kept in the sealed envelope containing Technical Bids. 3. Submission of bid The offer/ proposal should be submitted in two separate sealed covers consisting of (i) Technical proposal in the specified format as at Annexure I. (ii) Financial proposal in the specified format as at Annexure- II. Both these covers should be super scribed as Technical Proposal and Financial Proposal respectively and should be kept in one marked sealed cover. Bids not received in the prescribed pro-forma shall be liable to be rejected.
4. Evaluation of bids A minimum score of 60 (out of 0) is required for qualifying in technical bid evaluation based on the following criteria:- S. No. Parameters Marks 1. (2 marks for turnover between 2 crore and 5 core, 4 marks for turnover between 5 crore to 7 crore, 6 marks for turnover between 7 crore and 9 crore, 8 marks for turnover between 9 crore and 11 crore, and marks for turnover exceeding 11 crore.). 7. Quality Requirements (Time required for complete synchronization of new feeds in all social communication handles and search engine optimization) 8. Delivery Timeframe (Agencies offering round the clock technical support shall be preferred) 9. Experience for development of web Application and similar nature 15 assignment for any reputed Private Company/Public Sector Company/Banks and Government Department etc. valued not less than Rs. 20 lakh each. (5 mark for one client, marks for two clients, and 15 marks for three or more clients). Only those bids which qualify technically (minimum of 60 marks out of 0) would be considered for financial evaluation. 5. Financial Bid Evaluation 0 marks will be awarded to L1, pro-rata marks will be awarded to all other bidders on the basis of LI
6. Final Evaluation The final evaluation will be done on the basis of Quality & Cost Based Selection system (QCBS).i.e. 50% weightage for technical qualification and 50% weightage for financial parameters. 7. Resolution of dispute In case of any dispute, the decision of Director (A&F), NHIDCL shall be final. 8. Payment Maintenance charges shall be paid from the date of taking over/agreement date after the satisfactory services provided by the agency & a certificate to this effect is given by the Competent Authority in NHIDCL. Payment shall be made monthly on submission of invoices by cheque / ECS /RTGS / NEFT transfer within 15 days. However, in unforeseen circumstances if the maintenance fee is not paid in time, the company shall not pay any interest on late payment. 9. TERMS AND CONDITIONS: a. SIGNING OF AGREEMENT pursuant to the Bidder acknowledging the Letter of Acceptance, the Bidder and NHIDCL shall promptly and in no event later than 15 days from the date of acknowledgement of the Letter of Acceptance, sign the Contract. NHIDCL shall have the right and authority to negotiate certain terms with the successful Bidder before signing of the Contract. The signing of the Contract shall amount to award of the Contract and the Bidder shall initiate the execution of the work as specified in the Contract. b. TERMINATION OF CONTRACT FOR DEFAULT NHIDCL may, without prejudice, to any other remedy for breach of Contract, by prior written notice of default sent to the Bidder, terminate the Contract in whole without assigning any reason if The qualified Bidder fails to perform any other obligation(s) under the Contract. If the Bidder is in material breach of the representations and warranties contained in this Contract. c. EXPENSES FOR THE CONTRACT All incidental expenses for the execution of the Contract/ Agreement shall be borne solely by the implementing agency and such amount shall not be reimbursed separately.
