Revenue from environmentally related taxes is low by international comparisons a) Until 2014, the system used to stabilise end-use prices of motor fuels caused tax revenue to turn negative (i.e. become a subsidy) in years when the international oil price was high. Mexico s 2013 Tax Reform corrected this mechanism and introduced a tax on fossil fuels based on their carbon content, which will yield positive revenue.
