4 Government Actions on Environmental Protection 1. Energy Consumption To achieve a reduction in energy intensity of at least 25% by 2030 (with 2005 as the base year). Buildings account for 89% of energy consumption. Actions In April 2009, the Government launched a EUR 45 million funding scheme to provide grants on a matching basis for private buildings to conduct energycum-carbon audit and efficiency projects. Business opportunities available to Austrian companies. Campaign Green Hong Kong was launched in 2008 to engage different sectors to conduct carbon audit for their buildings to reduce carbon emissions. More than 100 organisations have become Carbon Audit Green Partners. 4

Cleaner Fuels/Renewable Energy Scheme of Control Agreements signed between the Government of the Hong Kong Special Administrative Region (HKSAR) Hong Kong and two power companies in Hong Kong in January ar 2008 includes provisions to encourage the use of renewable energy sources. the power companies will enjoy a higher rate of return on investment in renewable energy facilities will be offered bonuses in the level of permitted return depending on the extent to which they use renewable energy and the environmental performance of their electricity generation. to set up loan funds of about EUR 3.8 million each year over a five-year period Loans are provided to non-government customers to implement energy saving initiatives identified in energy audits Memorandum of Understanding di (MoU) on Energy Co-operation signed between the HKSAR and the National Energy Administration of the People s Republic of China in August 2008 to ensure continuous supply of natural gas (and nuclear electricity) to Hong Kong for the next two decades aims to increase the proportion of natural gas for local electricity generation from the current 28% to 50% 5

Transport Some 90% of the 11 million commuter trips each day are made on the public transport system To expand and upgrade public transport infrastructure with an emphasis on railways, and to encourage the use of cleaner vehicles Tax incentive schemes for environment-friendly petrol private cars and commercial vehicles in 2007 and 2008 respectively To promote the use of biodiesel for motor uses The duty-free arrangement for use of biodiesel as motor vehicle fuel has become a standing policy since 2007 Specifications on the use of biodiesel in motor vehicles are being drawn up to promote development of the biodiesel market 6

7 Electric Vehicles (EVs) in Hong Kong The Government of the HKSAR extends the waiver of the First Registration Tax on EVs for five years till 31 March 2014 promotes the setting up of vehicle battery charging facilities in Hong Kong, including to study the feasibility of setting up charging facilities in government multi-storey car parks and explore ways of encouraging the business sector, such as property developers and private car park operators, to set up such facilities Financial Secretary Mr John TSANG to officiate at launching ceremony of the Trial on Electric Vehicle in Hong Kong Source: Information Service Department, HKSAR 7

8 Electric Vehicles (EVs) in Hong Kong explores collaboration with electric vehicle manufacturers on the promotion and actively participate in the trials on electric vehicles in Hong Kong. e.g. MoU with Mitsubishi and Nissan Motor in February and April this year respectively to promote the use of electric vehicles The electric vehicle is given a trial in Hong Kong by the Hong Kong Police Source: Information Services Department, HKSAR 8

11 Gateway to Mainland China: Pearl River Delta Region (PRD) Business Opportunities in China Note: The Clean Development Mechanism (CDM) is an arrangement under the Kyoto Protocol allowing industrialised countries with a greenhouse gas reduction commitment to invest in projects that reduce emissions in developing countries as an alternative to more expensive emission reductions in their own countries. About EUR 21 billion of People s Republic of China s economic revitalization package devoted to energy efficiency/emission reduction and ecological conservation Almost one-third of world s Clean Development Mechanism (CDM) projects in China, worth EUR 690 million per annum Market access arrangements in place 11
