Introduction / background The Research Division (EDRE1) within the Complex of the Chief Economist of the African Development Bank performs research and independent assessment of the Additionality and expected Development Outcomes in all private sector operations and regional projects. The additionality and development outcomes assessments (ADOA) aim to highlight the costs and benefits of PSOs for all stakeholders, e.g. households, governments and the private sector, as well as the value added of DFIs presence. The ADOA team also participates in a selection and prioritization exercise for public sector regional operations (ROs) during a one month period each year. These projects are expected to have significant cross-border effects and/or contribute to regional integration amongst their primary development effects. The output of this exercise is a ranking of proposed projects in terms of expected development outcomes. Research activities focus on priority social and economic development issues that support the Bank's programs and inform its operations. One of the key research activities that will be undertake is the definition of methods to effectively measure the inclusive growth effects of private sector operations supported by the Bank, and their application a few case studies. The Bank is planning to recruit a consultant to support the research work in this area. Therefore, the consultants are expected to be comfortable working in this area.
2. Objective and activities of the Assignment Under the overall guidance of the Manager Development Research Division (EDRE.1) and under the immediate supervision of the Task Manager the consultant will be required to perform the following tasks: a) Provide technical support for ADOA officers in their assessment work for private sector and regional operations. b) Back-stop ADOA officers in research activities, with ADOA related research as the primary area. c) Back-stop the economists in research activities planned by EDRE, especially in areas of Finance, Infrastructure, Impact Evaluation, and SMEs. d) Implement firm surveys, carry out data analysis, literature reviews and analysis. e) Perform other tasks as assigned by the Department s management. 3. Management/supervision of the consultancy The Consultant will work mostly independently, under the overall guidance of the Manager Development Research Division (EDRE.1) and the immediate supervision of the Task Manager for this undertaking. 4. Duration of the Assignment The consultant will work on a fulltime basis for a period of six months, from 1 March 2016 to 31 August 2016. 5. Required Qualifications and Experience a) At least a Masters degree in Economics, Finance, Public Policy, or related field. b) Solid understanding of economic concepts and familiarity with econometrics and statistics is required, as well as proficiency in econometric and statistical software applications (e.g. Stata). c) A minimum of 2 years of relevant professional experience. d) Fluency in English or French - working knowledge of the other is an advantage. e) Proven capacity to work in a team, to deliver outputs in a timely manner. f) Candidates are also expected to have good drafting skills. g) Be a national of one of the member countries of the Bank; h) Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint, and web tools); 6. Remuneration for the Assignment The consultant will be hired for a period of six (6) months and paid a lump sum per month following the schedule and conditions to be negotiated with the recruiting unit.
