Executive Summary Vision Imagine camera crews from ABC, CBS, NBC, FOX, CNN, and all over the world along with national and international print and photo journalists on the top of the steps of the Philadelphia Museum of Art on a clear sunny day with unfettered view of the north-face of the Cira Centre building. As the cameras roll and photographers take pictures, the President and CEO of Brandywine Realty Trust and the President of Drexel University step up to a pair of giant 8 ft. tall joysticks. They are stepping up to play the World s Biggest Video Game, an event created to celebrate our great city of Philadelphia and the tremendous creative and technological synergy that exists between business, academia, and the city government, as exemplified by the collaboration between Brandywine Realty Trust, Drexel University, and City of Philadelphia in bringing forth the Cira Centre Games Project. Goals The goal of the Cira Centre Games Project is to develop and showcase interactive games using the LED lighting system built into the Cira Centre. The LED lighting system at the Cira Center consists of approximately 20(w) x 25(h) matrix of LED lights on the north and on the south sides of the building and a subset of those number of lights on the east and west sides of the building. Currently the Cira Centre lighting system is used mostly to display simple static images, such as the logos of the Philadelphia Phillies, or to display simple pre-programmed looped light shows. But based on our examination of the Cira Centre lighting system, which we were able to do at the invitation of Tony Rimikis, V.P. of Brandywine Realty Trust, we determined that the lighting system can be adapted to become an interactive system in which the lights can change in real-time in response to outside input, e.g. button press, joystick movement, or keystroke. This allows us for example to potentially create games like Pong and Tetris, to be played on one or more sides of the Cira Centre building using its LED lighting system (see Fig. 1 and 2 at the end of the document for concept sketches). Once the games have been created and approved by Brandywine Realty Trust and City of Philadelphia, they will be unveiled to the public on a date chosen for maximum media impact, such as Ben Franklin s birthday or the first day of the National Computer Science Week. Drexel University will work with Brandywine Realty Trust and City of Philadelphia in generating local, national, and international media interest, leading up to the unveiling of the games to the public. After we have successfully carried out this initial game event, tentatively titled World s Biggest Video Game, the longterm goal is to create a self-supported, non-profit, annual event, tentatively titled World s Biggest Video Game Contest Cira Centre Game Project! 1

centered on an annual contest in which children and young adults across the nation can submit game ideas for the Cira Centre lights with the top five students or student groups being brought to Philadelphia to have their games shown and played on the Cira Centre building itself before the selection of the winning game. Benefits The benefit for Brandywine Reality Trust, City of Philadelphia, and Drexel University lies in the generation of the intense interest by the local, national, and international media on the launch event of the World s Biggest Video Game and the maintenance of that interest into the future through the annual World s Biggest Video Game Contest for students. Given what I expect will be an extensive coverage by the media, the financial benefit of free PR is incalculable, considering that the average cost of a 30-second national TV commercial is $122K for a single spot and can go up to millions. For Brandywine Realty Trust specifically, this project will highlight to the local, national, and international media one of the most unique buildings in Philadelphia. Cira Centre has always been relegated to the side in many promotional and pubic relations material, in part due to the location of the Cira Centre, which is distant and isolated from the main skyline of Philadelphia. It s unfortunate, because the Cira Centre is one of the most unique architectural marvels in Philadelphia. One benefit of this project is to make Cira Centre front and center of this event and the planned annual student contest and provide Brandywine with extensive local, national, and international media coverage annually. For the city government, the benefit will be in the dramatic increase in the minds of the people in the city and state, and across the nation and the world, the view of Philadelphia as one of the leading cities for creativity and technology that encourages partnerships between local industries, universities, and the city government. This will pay off in the near and the long term with businesses that will now consider establishing bases in Philadelphia. One goal for example is to increase the presence of the video game industry and interactive media companies. Workers in these industries are highly-paid knowledge workers, and attracting companies and workers from those industries to Philadelphia will greatly help in the growth of the city and it s tax base. For Drexel University, it will also directly benefit from the extensive media coverage, which will translate into more people being aware of and more students applying to Drexel University. In addition, as one of the leading institutions in the city of Philadelphia, any endeavor that raises the national and the international profile of Philadelphia is a worthwhile goal. What is needed We currently have the support and the backing of Drexel University, via Department of Computer Science, and City of Philadelphia, via Karen Randal, Director of Business Attraction and Retention for the City of Philadelphia. What we need now is the buy-in from Brandywine Realty Trust with the permission for the use of the building and it s lighting system. Once the project is approved by Brandywine Realty Trust, we can move forward rapidly. The project will be led by me, Dr. Frank Lee, as the Project Lead and Creative Director. I will submit a budget that will be no more than $50K, which I plan to raise as matching contributions from three principal stakeholders, Drexel University, Brandywine Realty Trust, and City of Philadelphia, in addition to other non-profit and for-profit companies and organizations for sponsorships. I will also submit a schedule for the work, which I foresee taking no more than six months to complete. Cira Centre Game Project! 2

Contact Information About Dr. Frank Lee Dr. Lee received his education in cognitive science at the University of California, Berkeley (B.A., 1994) and in cognitive psychology at Carnegie Mellon University (Ph.D., 2000). He is currently a faculty in the Computer Science Department in the College of Engineering at Drexel University, where is has been since 2003. In addition, he holds joint appointments in the Digital Media Program in the Antoinette Westphal College of Media Arts and Design and the Department of Psychology in the College of Arts and Sciences. He is a leading researcher in game design and game research and a co-founder and co-director of the Replay Program, which is a leading video game research and education program that was jointly supported by the Computer Science Department and the Digital Media program at Drexel University. In 2010, The Princeton Review in association with Gamepro magazine ranked the Replay Program as the 3rd best undergraduate game design program in North America. In addition to academic publications, he and the Replay Program, has been described or referred to in variety of TV, radio, and print publications including, NBC and CBS Philadelphia, NPR, L.A. Times, Wired, Philadelphia Inquirer, Philadelphia Business Journal, and City Paper Philadelphia.
