Learning and Leading in Service Support Conference Call In response to Chapter requests for a forum to ask questions and discuss issues, the National Chapter Advisory Board (NCAB) has offered to host a monthly call for any Chapter Director or Advisory Board Member who would like to participate NCAB members will take turns facilitating the call the last week of each month The time and day of the call will vary in order to accommodate different schedules. For the past ten years Ms. Dorsey has worked for Communities In Schools of Philadelphia, Inc. (CISP), currently serving as Director of Development. She is a graduate of the University of North Texas and serves as Chair of the National Chapter Advisory Bard. She has also served for nine years on the Board of the Philadelphia Chapter, which runs a Saturday Academy, participates in the Seasons of Service; and the recently created the HOPE for the Community Fund, offering mini grants up to $1,000 that support the projects within the Philadelphia Chapter. Ms. Dorsey is the proud mother to Sharyum J. Foster, graduate of Howard University and resident of Washington, D.C. and recently became the wife of Alfred T. Management Fee "Your Chapter pays HOPE worldwide s headquarters for the following cost including: Donation processing fees of up to 15% on restricted gifts for international programs. The amount of processing fees for such restricted gifts shall count toward the sponsoring church s Pillar of Hope status." - Chapter Toolkit, Page 11 Only applies to International donations All donations to HOPEww Affiliates are charged a management fee, usually 15% All Affiliates are aware of this fee and have agreed to. This fee helps to cover the cost of many of our headquarters functions related to passing the funds forward, including donations receipting, accounting, related insurance, bank fees, legal fees and any other costs related to being a good steward of the funds.
Pass-Through Funds "All funds raised in the name of HOPE worldwide must benefit HOPE worldwide. Funds may not be donated to another charitable cause. HOPE worldwide cannot be used as a pass-through organization." - Chapter Toolkit, Page 11 What are Pass-Through Funds? Funds received by an organization that are intended to be transferred to a secondary organization.
Pass-Through Funds - DOMESTIC Per the IRS, there is no legal restriction on passing-through to U.S charities (Salvation Army, Heifer International, etc.), but is against HOPEww policy. Why is this? We are not in the business of raising funds for other charitable organizations. There is always risk involved, as the funds are no longer under our control & we cannot report to donors how it is being used. With 87 active chapters, HQ staff is already quite busy if all chapters are doing additional fundraisers for outside entities, this takes our attention away from service to Hww activities (reimbursements, receipting donors, etc.)
Pass-Through Funds INTERNATIONAL Only charitable contributions made to a 501(c)(3) charitable organization are taxdeductible, which excludes foreign organizations. Thus donors prefer to give to a domestic 501(c)(3) organization to pass forward to the international program. So why aren't we cooperating & just "passing it forward"? To ensure that Hww donations continue to be tax deductible, we are responsible for making sure that the funds "passed forward" are spent the way we want them to be. This means that we have to have some amount of control and be able to receive back reports regarding how the money was spent once it was sent to the foreign organization. Many foreign frganizations are simply not able to give us that assurance, and without it the money that you give us is at risk of being mis-spent. As stewards of the funds that you've entrusted us with, this is not acceptable, and as such, we have instituted the following policies to prevent this: Non-HOPEww Organizations - Hww does not "pass through" funds to Non-Hww entities. This includes foreign ICOC churches. HOPEww Affiliates Overseas - Any funds raised for Affiliates must be approved by Hww Headquarters (contact Terri Loso) before being collected to ensure that the specified Affiliate is approved and up to the task of providing the required reports.

Final Reminders Applying for Local Grants: If you would like to apply for a local grant, you must submit the final application to Hww Corporate at least two weeks before it is due for approval. We cannot make any exceptions to this policy. Receipts: Please be sure to submit receipts within 45 days of purchase or they will not be reimbursed. Gift Cards: If you give small gift cards as a thank you to volunteers, you must submit a log with signatures of each recipient; otherwise the gift cards cannot be reimbursed. Direct Benevolence: funds from Chapter accounts cannot be used for direct benevolence to needy persons. Please do not purchase items, lodging or gift cards for individuals with Chapter funds.
