PCT Communications (an approximation) IB file store record copies+ many forms reports and status updates various correspondence epct Overview e-filing applicant RO file store subsequent correspondence reports and queries ISA file store August 2012 (mainly) search copies PCT Communications vision (an approximation) Shared common dossier view (epct) epct, PCT-EDI and PCT webservices provide a shared common means of electronic communication for all parties in the PCT process Bulk and individual transaction support Retention / re-use of text in the process Applicant files documents application Electronic sharing of documents and data between participants Shared common document and data view Later filed document bibliographic data ISR demand etc Multi-user friendly case management Send/file RO ISA/IPEA Improved timeliness View epct Objectives Single common means of electronic communication for applicant and Offices Doesn t matter which Office is responsible for processing particular piece of correspondence View files and processing status information from all Offices simultaneously and real time Eliminate delays and loss of quality due to printing, posting and rescanning, including incorrect work based on out-of-date information Eliminate transcription errors by using data entry by applicant or originating Office Seek other efficiencies by moving away from replication of paper processes - paper-style forms evolve towards usable information triggering appropriate actions epct user modes The epct shared common dossier is accessible to participants in the PCT system in the following user modes: epct Applicant public services epct Applicant private services epct Office RO Functionality becoming epct Office - ISA available epct Office - IPEA epct edossier - IB 1

Requirements (not all immediate) Depending on cooperation with Offices Quick, easy, highly reliable central portal All Offices agree to send and receive any form of communication electronically - via IB if required (e-router) Variety of different human and machine interfaces to suit differing needs of Offices and applicants More work on standards for electronic forms Move away from representing traditional paper forms to transmission of intelligent data and documents which can automatically trigger the next process, directly using the contents to assist or complete processing Transitional arrangements to allow quick benefits while remaining compatible with traditional arrangements View RO, ISA, IPEA files through common web interface Requires Offices to make information available Initially, Offices copy correspondence with applicants and other Offices to IB over existing electronic links (typically PCT-EDI) Later on, support One Portal Dossier style direct (secure) querying of local Office files on demand Routing of documents to appropriate Office Requires agreement by Offices to receive documents from any source via existing IB communication routes (typically PCT-EDI) Particularly important for search copies, currently almost all sent on paper and major source of delay Overview by area of development Applicant portal development Single portal for all actions and info, irrespective of responsible Office Information entered is used directly; no more transcription errors Live file - always up-to-date Receiving Offices Direct access to IB+ISA (*) file Option of using online tools equivalent to RO/IB Offer e-filing without need to run own server Alternative to PCT-EDI with built-in local files and records management Web filing Data checks using same functions as IB; always up-to-date Share drafts in epct like a normal IA file - rights carry through to IA View IA file immediately on filing (*) International Authorities Direct access to IB+RO (*) file Share access to application body, including all updates (*) as soon as approved by RO, IB, ISA or IPEA epct Status (July 2012) May 2011: System opened up to a small pilot group of applicants. Limited to IAs filed at RO/IB using WIPO digital certificate July 2011: Support for all IAs filed using a WIPO digital certificate, EPO smart card certificate and KIPO certificate December 2011: System opened up to all applicants for any IAs filed since January 2009 March 2012: 3 e-actions for applicant self service; take e-ownership via PCT-SAFE July 2012: Legacy document upload decommissioned; 3rd Party Observations system; Private file inspection pilot for Offices (FI, EP, etc.) in their various roles as RO, ISA, IPEA (*) feature which would be dependent on level of participation by other Office epct Release v2.6 v. 2.6 (October 2012) Target for next epct Release v. 2.7 (target date tbd) Additional applicant online actions: Withdraw designations Request IB to get P.Doc from DAS Request IB to make RO/IB filings available in DAS Prepare and submit new US Declaration Rule 4.17(iv) Extend supported certificates to JP certificates, SECOM active CA being commissioned now. 92bis request enhances (support for designations and deceased inventors) Web filing prototype (RO/IB only): DEMO only for limited initial customer feedback Extended Bibliographic data tab (in line with web filing prototype, including display of validations) Additional online applicant actions: request indication of licensing availability Additional office actions: New IA Withdraw IA 2

The Recent IAs list shows a list of all recently viewed IAs by any one within the Office. All 2009+ IAs are visible to an Office user. an RO Office user can see all IAs filed at the RO. an ISA Office user can see all IAs that have a searching authority of the Office. an IPEA Office user can see all IAs that have a IPEA authority of the Office. Note: An Office user can have multiple roles. 4
