Introduction: Keonics is engaged in the domains like IT infrastructure, IT training, IT services and HR services etc.,. In order to address the need for high-end, industry focused training, a current generation IBM Mainframe is acquired. Services like machine access to corporates & universities, training and hosting are being delivered. Mainframe system provides a highly secure, reliable platform so that a variety of applications can be hosted. It is felt that there is enough scope to identify critical, scalable and replicable software applications and deploy on the mainframe infrastructure and run them as services on revenue sharing model. The solution should be a path breaking technology or concept in Live Video Streaming Products and applications domain and should be integrated with any other sub system like learning platform designed to bring content storage, CMS, Live recording, Monitoring, video rendering, play back through Keonics Mainframe. It leverages the power of cloud computing and cloud storage to offer local content storage and streaming facility and also enables access to live content hosted on public cloud via Internet low band width or also on leased line connectivity. The hardware and Software integrated platform should be highly robust and proven technology to enable highly interactive sessions, remote, two way audio/video streaming, should also support A/V collaboration frame work communication system with a control room monitoring facility through cloud all administrative and reporting purpose. Scope of work: The vendors shall: Take up the customization/configuration and installation of the software application, if Keonics approves it. The development platform should be under Linux - preferably LAMP stack. The applications will have to be deployed both as 'on-premise' and 'SaaS' model. Hosting shall be on Keonics mainframe infrastructure. Manage the application completely and provide training and support to customers. Market the product/services independently and also along with Keonics team. Locations of installation: 'SaaS' model : Keonics Mainframe system, Bangalore 'On-premise' model: Respective customer location across India.

Pre-qualification criteria for software services: Vendor should have been engaged in the business of software application development, deployment and maintenance for a minimum of 3 year (supporting documents to be enclosed). Vendor should have qualified software, projects, operation and field support 10 professionals having a minimum of 3 years experience in the fields of software development, deployment and maintenance on their rolls. (supporting documents to be enclosed) The Bidder submitting the offer should have a minimum turnover of Rs. 3 Crores per year during last three years. Certified / Audited copies of Profit & Loss statements and Balance Sheets for the last three financial years to be enclosed The Bidder should be the owner / certified or authorized agent / reseller / system integrator/ partner of the solution offered - Stamped undertaking / Affidavit to be provided as part of the Technical Submission Vendor shall enclose the Service tax registration & VAT registration Company incorporation certification. Vendor should have at least one Quality Management System (QMS) certification such as ISO/CMM3 Should have experience is handling Cloud applications solutions or experience working as consortium member or as a system integrator for providing such solution. Vendor should provide all such experience letters in maintaining such application or OEM partner letter specific project including the project completion certificate The Vendor should provide the experience letter or support letter or completion letter from the respective agency to prove the capability as a implementation partner or partnership agreement copy to support the case Technical Bid Software services General conditions: Vendors with extensive experience on development and deployment on open source technologies are preferred In cases of many vendors participating for similar products, vendor with experience is

preferred. Such vendors should have experience in implementing custom built and generic software application both as hosted web application and premise installation for State/Central government agencies/departments/public sectors/boards/corporations (supporting documents to be enclosed). All the software solutions shall be ready to deploy on Keonics SAAS environment. The vendor shall share complete details of the software development like development platform, programming environment, database environment, development and testing methodologies etc. If the vendor has developed applications with them, Keonics will select the application based on the suitability and business viability for deploying on 'SaaS'/ 'Standalone software instance model. The vendor shall install and maintain the software application for a period of 3 years. Keonics will provide the mainframe infrastructure for the application hosting. Keonics will test the software for functionality, mainframe suitability and can ask the vendor for a POC, if required. The vendor shall give a thorough presentation of their product covering both technical and commercial aspects to the Keonics' technical committee. Cost towards development and maintenance of the software shall be borne by the vendor. The vendor shall have complete ownership or re-seller of application software (source code). The vendor shall be willing to induct a third party ESCROW for source code holding The vendor shall be willing to co-brand the product.

Expectation from the Keonics: 1) The solution should be Cloud enabled SAAS model 2) Should be a proven technology 3) The solution should be unique and should have demonstrated the capability anywhere in India, all support documents are to be submitted along with a completion or recommendation letters to prove the capability 4) The Participant should be a sole owner / solution provider or system Integrator/Partner with the experience of proving such solution service already in any state or central government sector in India. 5) The partner should have experience in implementation such solution and the same should be supported with all relevant agreements or OEM MAF letters for the projects 6) The solution should be proven in different parts of India. The vendor should have done at least 2 successful implementations in the government sector. Work orders to be furnished. 7) The technology should be flexible enough to be provided as a service model 8) The solution should involve ruggedized integrated collaborative device 9) The solution should work seamlessly on internet on low bandwidth (on 256 KBPS lines) in city or rural India or with ONE mbps leased line with any service provider 10) The connectivity should work both on connected cable or through the SIM card anywhere any time availability 11) The device should be easy to use and one-touch functionality enabled 12) The solution should be easily implementable without any necessity of major modification to the existing infrastructure 13) The solution should have integrated monitoring and control facility system to monitor through the central cloud monitoring system on SAAS and the data can be shared on any hand held / Tablet / Laptop device 14) The solution should be highly scalable and should have multi-tenant architecture 15) The solution should provide live video feed for delivering/monitoring a remote session

Sealed Bid under two bid systems are invited from prospective companies / firms / bidders / System integrator strictly accorded with this scope of work, terms & condition, eligibility criteria etc. as mentioned in this tender documents. This is a turnkey project and bidders are requested to quote for entire products and services, failing which, their bid will be rejected. Bidders are requested to study documents carefully, before submitting their offer, and ensure that they have clearly understood this Tender Invitation. Scope of Work:- The following is the work to be carried out by Vendor for the successful execution of the live webcast, two way communications and its recording along with master control and monitoring. (a) Bidder / Vendor/OEM should act as single TSP to organize project in terms of: 1. Supply hardware ( Integrated device/tablet/pc with in-built camera having appropriate port for providing connectivity through wireless internet connection or 3G enabled SIM card) for all the streaming process along-with minimum 2 Hours battery backup in case of power failure 2. Include installation and commissioning of technology for conducting live webcasting. 3. Imparting online training of operation of all items of the system to the technical manpower at the designated Centre level as well as the District level authorized officials during the time of installation and troubleshooting of all issues cropped up in the webcasting technological system. 4. Vendor should provide recordings of all webcasting/recordings in external hard-drive. 5. The Vendor / Bidders shall provide a stand to place for uninterrupted recordings, transmission and connecting through Master Control room for administrative purpose. 6. The Vendor shall provide call center support and backup contact numbers for a better support during the live streaming related issues and also man power support during the critical webcasting time on service model 7. The Vendor shall provide full telephonic/onsite support to all local centers and even in Monitoring stations. (b) All hardware supplied by Vendor/Bidder/OEM should be of the best quality of their respective kind and should be free from faulty design, workmanship and materials. In the context, please provide the complete specifications of the same with ancillary peripherals, if any. (c) Vendor / Bidder / OEM should provide URL along with user name and password as per need, for viewing the live webcasting or webcasting recording at any point of time of all the designated locations Technical Qualifications:- Hardware / Software Technical Specification The Bidder must provide the live streaming solution details and comparison with all existing systems. It must be fully automatic Video streaming. It must support auto local recording in case of internet loss. The solution must have at least 2 hours in built battery backup. Pre-Installed applications which will auto start on the time of event and will also auto recover in case of no internet connectivity.

Bidder must have provide a solution which working SIM card and wifi both. Live streaming should support minimum speed as low as 100 Kbps also The application should work in variable bandwidth in all locations across the Karnataka Cloud Server Specification The solution must provide support for 10-1000 live streams on cloud technology. It should include complete failover setup Keonics cloud. All additional equipment s / Items / Man power required for conducting live webcasting/streaming of Audio Video and its recording, should be the responsibility of Vendor / Bidder / OEM for which no extra payment shall be made by the Department Others:- Administrative auto monitoring system with secured video streaming by the SI or OEM. Load sharing cloud CDN setup to ensure 100% video stream availability by the SI or OEM. 24x7 dedicated customer support by the OEM and also by supporting SI. Mobile live Tracking System The scope of the project is also to create a GIS based application. The application should enable office control room to monitor the procedure taking place in different locations, through sector officer. The application should be: Web based application Mobile/Tablet/Integrated Hardware based application connected with Master control room The mobile base application should be connected with the web applications, i.e. both the application will run in parallel. The application should enable the sector officer to prepare various report / log of visiting squad before the live streaming on the day of activity log, completion log procedures including the reporting back to the control center in case failure arise, restoration and status on disruption Feature of the Web application:- The application will be online application and should be accessible from anywhere using internet connection. The application should have real time sync with the central server and the mobile application. The application should have GIS application showing the polling booth under particular PC. The system should have tracking mode where live tracking of sector officers / mobile phone can be seen. The application should be tracking based on different time periods. The system should automatically refresh in short periodic intervals.

Implementation:- The software will be hosted by the Bidder on Keonics Mainframe. Server Hosting cost should be provided by the bidder for 3 month. The bidder has to provide manpower for training and support at the location as required. The manpower should be given for 3 days (1 day before the live-casting day). The manpower should be capable enough to train all official and handle situations. Bidder should supply hardware within four weeks which should be in good condition and a list of serial numbers of these hard wares to the Department.
