The Mayor s word Sports, all his life As an international sports event, the European Masters Games competition has put forward a concept that perfectly meets Nice s ambition to be the European city of sports as well as a model city with a capacity to implement innovative policies for seniors. To take a lifelong leading part in one s own physical condition and fitness, this is an important message I want to share with everyone, and this is why I was determined that the city of Nice be in a position to host this competition and make it a major event in France. A sports-health showcase. Indeed, Nice also wants to initiate an ambitious program for Senior Sports in France with the aim of developping this Masters Games concept to a nation-wide level and promoting various aspects of sports practice at all ages. The stakes are important, at a time when promoting physical activities and sports towards seniors is becoming a priority, and when we have to tackle the issue of today s sedentary lifestyle. This is not a matter of fate, as sport still remains the best way to take good care of one s physical and mental health throughout life. 5 th largest city of France Nice la With 300 sunny days and 5 million visitors a year, Nice is the second most visited tourist destination of the country, and also possesses the second busiest international airport in France with over 11 million passengers a year. But the popularity of the fifth largest city of France reaches well beyond its postcard image: a rich heritage, a unique cuisine, a preserved language nissart and of course a worldwide famous Carnival make Nice an attractive capital with a strong identity. Nissa la bella kept growing more beautiful with the inauguration, last october, of the Promenade du Paillon, truly a green haven in the heart of the city, and the recent redevelopment of the Quai des Etats-Unis, which now offers more space for pedestrians and cyclists to get around while enjoying an unobstructed view over the Grande Bleue, the Great Blue Mediterranean. An exceptional land, therefore, for great international events, for culture and for sports. Sitting between sea and mountain, the niçois

belle (the beautiful) land moreover constitutes an outstanding natural arena in the heart of France s largest metro area: Nice- Côte d Azur, 49 municipalities and 550,000 inhabitants. In 2013, Nice made a major leap forward in the way of sports with the construction of Allianz Riviera, a superb, 35,000-seater sports arena, and the hosting of two major competitions: the 7th Francophonie Games and the 100th Tour de France, whose per-team time trial took place entirely in Nice. And subsequent to the cycling Tour de France, the sailing Tour de France made its great return in Nice in July 2014 for the competition s finish line. The European Masters Games will further this ambition in October 2015, prior to Nice s hosting, a few months later, of four football matches of the UEFA Euro 2016. registration EMG Participants age is calculated from 31 st December 2015 The age of the youngest player on the team determines in which age category the team will played There will be not mixed sex competition Each participant can only play for one team and in one age category In the case of an insufficient number of teams in an age category, the executive committee reserves the right to enter participants into a different category, notably the category directly beneath (or above depending on the participants). The prizes however will be awarded for each age category. Each category will have a maximum of 8 teams. Registration will close 31 st August 2015 or as soon as a category is full Individual registration is possible however it is up to each individual participant to find a team to compete with. The organising committee cannot place a player in a team for them 11

organisation OPEN Type of competition Each team registers in the open competition The tournament will be played following the official 2014-2017 rule list of the International Softball Federation Drawing of Lots Lots will be drawn before the technical meeting takes place. It will be held by the executive committee (the international technical delegate and heads of activity) There will be 2 pools of 4 teams for each age category The tournament will take place in 3 phases: 2 phases of qualifying pools and one final phase with direct elimination Training There will be no official training slot set aside for teams Pools and Rankings Each pool consists of 4 teams The first 2 finishing teams of the pool stages will put into a new pool (of 4.Teams who have played in the first pool will not play each other again. One point will be awarded to the winner of the direct match) The 3 rd and 4 th teams will be put into a new pool of 4. (Teams who have played in the first pool will not play each other again. One point will be awarded to the winner of the direct match) At the end of the pool stages the teams finishing first from each pool will play the final The teams finishing second from the pool stage will play for 3 rd and 4 th place The teams finishing third at the end of the pool stage will play for 5 th and 6 th place The teams finishing fourth at the end of the pool stage will play for 7 th and 8 th place 3 game fields Venue 12

Schedule After the drawing of lots the official schedule will be posted Each team will play a minimum of 5 matchs in the pool qualifications, depending on the results, they will participate in either a final phases match or a ranking match (exception page 16) The competition will take place from 2 nd to 9 th October 2015 Technical Meeting A technical meeting will take place the day before the start of the competition in order to introduce the tournament, remind those involved of the regulations and the behaviour that is expected Equipment Balls will be at the disposition of umpires for all matches of the competition. Technical Regulations Number of Participants Minimum and Maximum: Each team must be made up of 12 players minimum and 15 player maximum in order to register Substitutes can be presents following the standard ISF rules Staff: Each team can register a maximum of 3 members of staff Length of Matches Each game will be played in 7 innings or for 1hour and 30 mins of 4 innings minimum The game will be over if there is a 7 point difference at the start of the 5 th inning and 10 points at the beginning of the 4 th inning No reprise after 1hour 20 mins of play The umpire is the official responsable during the game and will work with the scorer Provisional Schedule 14 9h 11h 13h 15h 17h

EMG Umpire Each time should register and designate someone, staff or player, or their team to step in and umpire if required. These staff or team member will not umpire a game in which their team is playing Equipment and Material Equipment used should conform to the ISF regulations Each team should bring identical vests numbered 1 to 15 Game Rules Apart from any specific rules outlined in this booklet, the rules followed throughout the tournament will be those of the International Softball Federation 15

competition Regulations Qualifier Phase Regulations The 8 teams competing in the competition will be split into 2 poules of 4 as follows Pool A Pool B The championship game system used in the first round Each team will play one match against each of the other teams in their pool A won match will result in 1 point and a lost match 0 points. A game lost by forfeit will be considered as a 7-0 defeat At the end of the pool stages the 1 st and 2 nd team will move into a new pool of 4 and the 3rd and 4th time will also move into a new pool of 4 1 st Case: In the case of two teams finishing equally their ranking will be determined by a head to head with the winner receiving the higher ranking 2 nd Case: In the case of three teams finishing equally their ranking will be determined by number of innings won 3 rd Case: If teams are still equal under these criteria lots will be drawn in order to determine the ranking Final Phase Regulation The top 2 teams at the end of the pool phases will play in the final The two other teams will play for 3 rd and 4 th place The teams finishing third at the end of the pool stage will play for 5 th and 6 th place The teams finishing fourth at the end of the pool stage will play for 7 th and 8 th place 16

Fair play and discipline Umpire and Scoring Two official umpire, one scorer and one statistician will be allocated to each match of the competition Each umpire and scorer will be selected from an official list from the FFBS and/or ESF An official technical convenor will supervise the matches Match Sheet EMG At the start of the competition the executive committee will circulate an official rostre which outlines the schedule for the tournament Each match will be treated under standard ISF regulations At the beginning of every game the arbitrator will verify the identity of all the players and make sure everyone is wearing their correct competition number Disciplinary Committee The disciplinary committee will make decisions regarding breach of regulations that may take place during the competition The decisions made by the disciplinary committee are made based upon the rules and regulations of the International Softball Federation and the written reports provided by umpires. If necessary, and available, the committee can use video recordings which may be used as proof but only for the incident in question. They may not be used to put into question any other decisions made during the game The committee may hold personal hearings to decide what measures to take They cannot be appealed if they involve a cautionary warning, penalties or suspension against a player or accompanying relatives during a match or other disciplinary matters pertaining to the competition 17

additional information Award Ceremony and Medical The Ceremony Medals The official ceremonies for each category and each event will take place at the end of the competition at the Athletes Village in a venue set up for this purpose or directly at the competition venue. Medals by category: For each category there will be 3 teams awarded with a medal (gold, silver or bronze). In the event of certain categories being grouped together, each category will have 3 medal winners Number of medals awarded to each team: Every player of winning teams (Gold, Silver or Bronze) will receive their own medal.(18 medals maximum - 15 players, 3 staff) 18

Information Anthem No national anthem will be played Handicap There will be no handicapped event organised for this sport Medical Exams Health care coverage during the European Masters Games Nice 2015, will be arranged by the Games executive committee in accordance with the specifications of the International Masters Games Association. It will come into effect from 1 st to 11 th October after being approved by the Alpes-Maritimes administrative centre. The executive committee is responsible for medical devices at the venues and the Athletes Village, the participants, the referees, the judges, the volunteers and the spectators. They will provide a high-quality, efficient and well-organized health service which respects the high standards enforced in France. During the EMG, volunteers will be there to help the Health Committee Anti-Doping Controls EMG The International Masters Games Association has put the executive committee in charge of enforcing anti-doping rules and setting up anti-doping inspections. Anti-doping inspections will take place in compliance with advice given by the International Masters Games Association taken from the World Anti-Doping Code. It is the responsibility of the athletes and others involved in the events to be aware of the anti-doping regulations and the rules regarding the substances and methods which are banned. 19
