He/She will be responsible to the Head of Mental Health Services for Older People for ensuring the achievement of agreed performance management targets. He/She will be responsible for ensuring high standards of patient and client safety and clinical and social care governance. 1

The post holder will be the identified professional support person for staff from the same discipline as themselves within the locality. He/she will work with the Head of Mental Health Services for Older People to ensure compliance with Regulation and Registration, identification of learning needs, development of Post Registration and learning opportunities. He/she will deputise for the Head of Mental Health Services for Older People as necessary. Key result areas/ Main responsibilities Service Delivery Work closely with the Head of Mental Health for Older People Services to implement the strategy Dementia Care Pathway and to support the implementation of the strategy Living Well, Ageing Better Take forward the implementation of Community Mental Health Teams for Older People and lead teams in the locality to deliver high quality, safe and effective services for older people with mental health problems, and achieve all relevant targets with a particular emphasis on those relating to the implementation of the Dementia Care Pathway and Living Fuller Lives strategies. Ensure that the Trust s performance management framework is implemented within Mental Health Services for Older People including the performance monitoring and accountability arrangements necessary to deliver targets. Actively engage with Primary Care Services to ensure the development of safe and effective patient care pathways between service providers. Ensure a close interface between health and social care and facilitate the development of professional networks across the Trust. Actively engage a range of voluntary and independent sector providers in the development and delivery of Mental Health Services for Older People. Ensure appropriate supervisory arrangements are in place to facilitate operational and professional management and development. Promote a culture which focuses on the provision of high quality, safe and effective care, promotes continuous improvement, allows staff to maximise their potential and is underpinned by honest, open communication and team working across disciplines. Manage administrative staff and other support staff necessary for the delivery of Mental Health Services to Older People. Implement the Regional procedures for the Safeguarding of Vulnerable Adults, including the co-ordination and chairing of multi disciplinary and multi agency input as necessary. Arrange for the Investigations of allegations of abuse in residential & nursing homes in conjunction with RQIA and other agencies. 2

Identify and manage risk situations and support the Head of Mental Health for Older People Services in maintaining the Directorate Risk Register. Ensure Care Management is fully implemented and monitored. Facilitate the provision of student placements and appropriate learning environments. Support the Clinical and Social Care Governance arrangements for staff within the Mental Health for Older People Programme Ensure the staff within the Locality are as required, registered with their regulating body. Ensure compliance with relevant Delegated Statutory Functions and support the completion of the Delegated Statutory Functions Report. Liaising with relevant staff to identify learning and development needs. Advise the Head of Mental Health Services for Older People on the quality of care and educational needs of the workforce in Mental Health Services for Older People Assist in the development and implementation of policies relating to mental health and older peoples services Lead in the annual training needs analysis of in Mental Health FOR Older People Services Quality Promote a culture which focuses on the provision of high quality safe and effective care and promotes continuous improvement. Promote a culture in which users and carers play an active part alongside practitioners in determining the service they receive. Support the Trust s Governance Strategy and ensures that appropriate arrangements for Clinical and Social Care Governance are put in place within their area of responsibility. Ensure that practice and service development is underpinned by the most up to date evidence and research. Ensure high standards of governance for the Trust s Mental Health Services for Older People. Audit Practice. Ensure the Trust s Mental Health Services for Older People comply with all professional regulatory and requisite standards and the discharge of statutory functions imposed upon the Trust in respect of Mental Health 3

Services. Ensure all recommendations arising from RQIA Inspections are executed in a timely manner. Ensure the service complies with the required Controls Assurance Standards. Work with the full range of staff groups to lead innovation and change to underpin the modernisation of services. Liaise with the Trust and Directorate professional heads of services to ensure adherence to all relevant professional and regulatory standards within Mental Health Services for Older People. Lead quality initiatives such as Investors in People and Charter Standards across the Directorate. Ensure, along with other appropriate managers, the facilitation and Quality Assurance of Post Registration Training and learning opportunities for the Nursing, Social Work, Occupational Therapy Social Care workforce. Ensure the effective and responsive management of complaints and provide advice to the Assistant Director on their resolution. Work in partnership with the other Locality Manager to ensure the Trust s Mental Health Services for Older People comply with all professional regulatory and requisite standards. Ensure the defining and monitoring of performance standards in contracts/service level agreements with independent service providers. Ensure that all significant events are recorded, reported, reviewed and action taken within the context of a culture of continuous improvement. Work with the full range of staff groups to lead innovation and change to underpin the modernisation of services. Liaise with the Trust professional heads of services to ensure adherence to all relevant professional and regulatory standards in respect of nursing, social work, Occupational Therapy and other health professions staff managed within the Locality. Support the Assistant Director with the implementation of quality initiatives such as Investors in People and Charter Standards in the Locality. Strategic Planning and Development Work closely with the Assistant Director of Mental Health and Head of Mental Health Services for Older People in the implementation of The Dementia Pathway and Regional Strategy and Critical Implementation Pathway. 4

Work closely with the Head of Mental Health Services for Older People to secure the commitment and involvement of commissioners and relevant internal and external stakeholders in the implementation of strategic planning initiatives and targets. Take forward the development and implementation of various strategies for Mental Health Services for Older People including the Dementia Care Pathway and Living Fuller Lives To work with the Directorate Business Services in the development of Supporting People Schemes to meet assessed need. Financial and Resource Management Implement arrangements to ensure strong financial management of the Mental Health Services For Older People Locality budget ensuring financial viability is maintained, best value achieved and all financial targets are met. Assist with the identification of cash releasing schemes and meet financial savings as outlined by the Assistant Director of Mental Health and Head of Mental Health Services for Older People Participate in contract and service level negotiations with commissioners. People Management Provide clear and strategic leadership to staff and ensure the Locality has a highly skilled, flexible and motivated workforce to provide high quality emergency care. Work closely with other trust staff to take forward the development and implementation of workforce modernisation initiatives within the Locality. Ensure that management structures and practices support a culture of effective team working, continuous improvement and innovation. Contribute to good industrial relations within the Trust by ensuring effective communication and working relationships with all staff for whom he/she is responsible as well as relevant trade unions/staff organisations. Ensure full engagement of all professional staff working in the Locality and areas of responsibility Corporate Management Deputise for the Assistant Director as appropriate. Contribute to the Trust s corporate planning, policy and decision making processes as appropriate including the implementation of the Trust Performance Management Framework in line with annual schedule by contributing to the development of a Directorate Plan for the directorate, leading the development of Service Plans within the Locality and ensuring all staff within the Locality agree personal objectives. 5

Develop and maintain working relationships with other peer colleagues to ensure achievement of directorate and corporate objectives and effective functioning of the team. Establish collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure the Directorate effectively discharges its functions. Contribute to the Trust s overall corporate governance processes to ensure the development of an integrated governance framework for the Trust that assures safe and effective care for service users and complies with public sector values, and codes of conduct, operations and accountability. Lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for HPSS Managers. Medical Appointment will be subject to a successful pre-employment health assessment. Holidays 27 days each year; 29 days after 5 years service; 33 days after 10 years service and 10 statutory and public holidays. Pension The postholder can participate in the Health and Personal Social Services Superannuation Scheme. Probationary Period You will serve a probationary period of normally six months. Waiting List A waiting list may be compiled for similar permanent, temporary, full and part-time posts which may arise within the Mental Health Programme within the next nine months 8
