Pilot implementation in Pandivere Co-operation Area The total area is about 1250 km2 and the population is around 14 000. The largest municipality in the area is Väike-Maarja. The whole area is fairly under-populated the average density of population is 11,2 people per km2 (the average in whole Estonia is 31,2 people per km2) The most densely populated town is Tamsalu.

Pandivere Co-operation Area PCA

Pilot implementation in Pandivere Co-operation Area The main business areas in Tamsalu Municipality are construction of building materials, metal-, timber- and food processing industries, road and railroad transportation, services, limestone mining and tourism. Non-officially the Pandivere Co-operation Area partners came together for discuss the co-operation possibilities 4 years ago. The preparation lasted 2,5 years, in the beginning with the PCA budget and from 2005 with EKIE budget.

Pandivere Development and Incubation Centre (PDIC) Established 7th June, 2006 PDIC is located in Tamsalu Municipality hall Juridical status: Non-profit organisation Mission: increasing the economic wellbeing of the Pandivere area by supporting local enterprises.

PDIC: organisation PDIC is managed by the municipalities, enterprises and NGOs of the Pandivere co-operation area and it has non-profit status.

PDIC: services Incubation services Pre-incubation services (First analysis of the business idea and evaluating the market capability, entrepreneurship training, entrepreneurship seminars ) Business development services (Specialised training and workshops, legal-, management- and financial counselling ) Marketing- and co-operation networks (Information about fairs, seminars and other contact events ) Services connected with infrastructure (Renting rooms and equipment, communication- and computer services, office services including bookkeeping, personnel search, secretarial services )

PDIC: services Other services for the region PDIC is not only an incubator, it is also a development centre. PDIC provides services to Tamsalu, Väike-Maarja, Laekvere and Rakke municipalities e.g. to solve common problems and getting solutions in entrepreneurship, rural life, planning, environment, culture, IT, infrastructure, international networking etc. These services are offered by the executive of PDIC, also utilising outside consultants, the help of West-Viru Development Centre and the knowledge and experience of international network partners such as EKIE partners.

EKIE C3: Best practice manual business incubation This document consists of the new model of PDIC. It is described before the background of further models of incubation defined by C3 partners. PDIC was established to fit to Estonian society and to therefore make use of new and innovative ways of developing incubation in both Germany and in Finland found during co-operation and benchmarking. The PDIC model develops further all the time and therefore it was decided by comp. 3 partners to document the process in cooperation by bringing these new ideas side by side to the best practice manual.

EKIE C3: Best practice manual Public economic development This document describes a new approach to public economic development organisations development. Many of the results of this benchmarking and new ideas have already been taken in to practice both in Raahe District Business Services and in Germany, Groß-Gerau district. Where PDIC is concerned, many of the forms of networking for example are equivalent to the findings from this benchmarking. This manual is hopefully also very usable in future when PDIC develops it s operations further.

How did we get here? Commitment and vision of local actors in Tamsalu and the whole Pandivere co-operation area Active collaboration and participation in project workshop meetings -> better understanding of each partners operational environment and conditions -> easier to find suitable solutions to each need and idea Good co-operation between project partners Long-term experience in business incubation within EKIE partners Willingness to utilize the knowledge and dimensions of the partner network -> networking networks
