GAMSTON WITH WEST DRAYTON AND EATON PARISH COUNCIL Minutes of meeting held at Gamston Primary School at 7.15 pm on 9 April 2015 Present Cllr T Blagg, Chairman Cllr S Chandler, Vice-Chairman Cllr D Bailey Cllr RC Banks Cllr M Crookes Cllr G Hall Cllr M Howard Cllr R Ogle Also Present: Cllr J Ogle, District and County Councillor 1 Suspension of Council Procedure Rules to allow questions from the public 2 Apologies for absence The Council accepted apologies from Cllrs Bradshaw, Cheetham, Newman and Venables. The Council also accepted an apology from the Clerk to the Council. 3 Declarations of Interest Cllr Blagg declared a personal interest in the planning application at School Farm (item 11c). 4 Minutes of meeting held on 12 March The minutes were approved by the Council and signed by the Chairman. 5 Police Report/Safer Neighbourhoods/Community Road Safety Several members attended the Rural Conference held on 25 March and reported that there was a talk by the Sherwood Trust and a presentation by the Police & Commissioner for Nottinghamshire about future policing. Whilst this referred to the more flexible usage of police personnel there were no specific proposals about rural policing The Council noted that PC Bailey is on holiday and so there is no crime report this month. 6 District/County Councillor s report No report 7 Business referred from the meeting held on 12 March a) Village Warden s report/litter/fly-tipping The verbal report from the Village Warden referred to increasing fly-tipping and an Eaton resident had complained about increasing levels of fly-tipping and litter in Jockey House Lane. The Clerk was asked to write to Bassetlaw District Council requesting the area to be cleared. Cllr Hall reported that the Probation Service has not been recently because of a shortage of available personnel. b) Seats/Notice boards/grit bins/litter bins The Council noted that no West Drayton residents had suggested a suitable place for a new seat and decided to take no further action at present. 926
c) Transparency Code for Smaller Authorities The Clerk had advised that this code exempts Councils with a turnover of less than 25,000 from an external audit. Instead they are required to publish accounts information on a website. However, whilst the requirement to publish information on a website takes effect immediately (ie from the 2014/15 financial year) the exemption from an external audit does not start until 2017/18. d) Culvert repairs on A638 Members commented that the new position of the Eaton weight limit signs already seem to be having some effect. e) Parish Council Election The Council noted that nine of the existing councillors had been nominated and elected. Both Gamston and Eaton parishes have the required number of councillors and the Council will discuss at its next meeting the two vacancies to represent West Drayton. Cllr Ogle is willing to fill one of these. 8 Any matters referred from Annual Parish Meeting 9 Matters raised by village residents The Clerk was asked to write to County Council Highways about the erosion of the road on the west side of Eaton, particularly in view of the fact that this road may be used by more traffic during the culvert repair on A638. The Clerk was asked to notify Rachael Rickell, NCC Area Rights of Way Officer that a gate had been erected at the end of the side road in Eaton. The Clerk was asked to check whether bollards and the dropped kerb on the A638 between Eaton and Gamston had been reported to the County Council and if not to report it. The Council agreed to raise at the next meeting with Sonya Hurt (later in 2015) the issue of continuing the cycle track from Eaton to Markham Moor. Cllr J Ogle agreed to support this. 13 Correspondence a) Nottinghamshire County Council Rights of Way The Council noted that there are now several new footpaths and bridleways on what was the Bevercotes colliery tip. b) Correspondence for Circulation Clerks & Councils Direct Issue #98 CPRE Countryside Voice 13 Any Other Business The Chair thanked Cllr Banks for all his support as a Parish Councillor over the last 36 years. He responded by stating that he had found serving on the Council very interesting and was pleased that he had been involved in so many changes in the area.
