1 MINUTES OF A MEETING OF BELPER TOWN COUNCIL HELD AT THE COUNCIL OFFICES, ST JOHN S CHAPEL, BELPER ON TUESDAY 9 DECEMBER 2014 PRESENT: Councillor Joseph Booth (Mayor) in the Chair Councillors: Jim Anderson (Left the meeting at 9.09pm),, Peter Arnold (Left the meeting at 9.15pm),, Deborah Biss, Dan Booth, Kay Charlton, Alan Cox (Left the meeting at 9.10pm), Jackie Cox(Left the meeting at 9.10pm),, David Fisher, Erik Johnsen, John Nelson and Peter Shepherd. In Attendance: Mrs Rosalind Bullimore (Town Clerk) 12 members of the public APOLOGIES FOR ABSENCE Apologies for absence were received from Councillor Erik Johnsen, Martin Tomlinson and Mark Robertson (Work) Alan Broughton (Holiday) 2820 VARIATION OF ORDER OF BUSINESS RESOLVED to discuss item 23 proposals for the 2015 Arts Trail after considering whether there are any items in part one of the agenda that need to be excluded DECLARATIONS OF INTEREST Councillors Peter Arnold and Alan Cox declared a disclosable pecuniary interest (DPI) in a letter from Derbyshire Districts Citizens Advice PUBLIC PARTICIPATION Suzanne Parnell explained about the proposals for next year s Arts Trail. In addition to having more stalls, more venues, more activities they would like to undertake a number of Street Art installations to make Belper more colourful and to complement Belper in Bloom. Andrea Fox from the Drop Inn gave a report on the activities carried out over the last twelve months. The staff and young people have been working closely with the police and child sexual exploitation team. The centre is now a registered training centre which has created part time jobs for three of the volunteers who were claiming benefits. A valuable addition to the centre is Counselling for young people to help build up their self esteem and give them a focus in life with raised aspirations. There are structural problems in the music room and office which will cost a substantial amount to sort out. The young people are doing imaginative fund raising projects to enable to get the repairs done as soon as possible. A member of the public asked if the public conveniences are to be improved. Police The Police were unable to attend the meeting, the Mayor reported that there had been a recent spate of household burglaries and someone is in custody for the crimes. The shoplifting awareness scheme seems to be providing excellent results. County Councillors The Mayor reported on behalf of Councillor Bradford that the petition for the Page 700 of Council Minutes number from 1 May 2004

2 pedestrian crossing at Milford is moving forward. The County Council has recognised that there is a need for a crossing however there is no money in this year budget to meet the cost. Can Members let Councillor Bradford know of any other issues that he may be able to help with MINUTES OF A COUNCIL MEETING HELD 11 NOVEMBER 2014 RESOLVED to agree as a true record Minutes of a Council Meeting held 14 November 2014 subject to Minute 2801 Whitemoor Centre does not enough funding to use the Cottage Project two days per week. They will continue to use the centre on a Monday MINUTES OF A CHRISTMAS MEETING HELD 7 NOVEMBER RESOLVED to agree and to adopt the recommendations Minutes of a Christmas Committee Meeting held 7 November MINUTES OF A NEW BUSINESS GRANT COMMITTEE MEETING HELD 10 NOVEMBER 2014 AND 17 NOVEMBER 2014 RESOLVED to approve Minutes 4 7 of a New Business Grant committee meeting held 10 November 2014 and Minutes 8 11 of a New Business Grant committee meeting held 17 November MINUTES OF A FOOD FESTIVAL COMMITTEE MEETING HELD 17 NOVEMBER 2014 RESOLVED to approve and adopt the recommendations Minutes of a Food Festival Committee meeting held 17 November MINUTES OF A PUBLIC CONVENIENCES COMMITTEE MEETING HELD 21 NOVEMBER 2014 RESOLVED to approve and adopt the recommendations Minutes 5 9 of a Public Conveniences Committee meeting held 21 November MINUTES OF A WW1 COMMITTEE MEETING HELD 4 NOVEMBER 2014 RESOLVED to note Minutes of a World War 1 Committee meeting held 4 November The Council congratulated the people involved with the project for the excellent work they are doing MAYOR S ANNOUNCEMENTS The Mayor attended the following events: 12 November Talk to Belper Conservatives at the Belper Cottage Project Ladies Coffee morning. 28 November Christmas Light Switch On at Milford followed by the Belper Christmas Light Switch On. The Mayor thanked Co-op Funeral Services for providing a chauffeur and limousine to transport the Mayor, Santa and his Elf to the venues. 7 December Belper Food Festival. St John s Ambulance made an appeal for new members. RESOLVED Clerk to offer them free use of St John s Page 701 of Council Minutes number from 1 May 2004

3 Chapel for their meetings. The Mayor agreed to ask for an appeal for members to be included in the local press. The Mayor announced that the Chair of Belper Arts Festival has secured funding to provide a Pop Up Workshop at the Belper Children s Centre on the Parks Estate during the Festival in May. The Town Council has decorated a tree at the Christ Church for the Christmas Tree Festival. The Christmas Tree Festival is open Friday 12 December until Wednesday 24 December. Christmas Bazaar is to be held in the Bateman Hall adjoining Christ Church Sunday 13 December 10.30am until 2pm. 6 The Deputy Mayor attended a performance by Derwent Brass to raise money for the Royal National Institute of Blind People at Landau Forte Theatre, Derby FINANCE I. RESOLVED to note the 31 October 2014 bank reconciliation figures. II. ll. RESOLVED to note the income of 5, and agree the expenditure III. of 12, as at 25 November I. iii) RESOLVED to note the monthly bank statements for October II. Iv) RESOLVED to ratify the expenditure incurred to enable the Clerk to attend the Great British High Street Awards Ceremony as inline with 4.5 of the Town Councils Financial Regulations. III PLANNING APPLICATIONS i) RESOLVED to note the planning applications listed on the schedules dated 12 November December ii) RESOLVED to note the planning decisions listed on schedules dated 12 November December iii) Councillors Alan Cox and John Nelson left the room whilst discussions took place regarding planning application AVA/2014/0974 residential development at Primrose Wood, Crich Lane and the proposed development at Milford Mill. RESOLVED Planning Coordinators to object to the proposed development at Primrose Wood on highway issues. The building will be sited on a steep hill and a bad bend and it represents a departure from the adopted development plan OUTSIDE BODIES The proposed development at Milford Mills that was previously withdrawn has been resubmitted with no changes for approval by the planning authority. RESOLVED Planning Coordinators, Belper South Councillors and representatives from Milford and Makeney Community group to attend the planning meeting to voice their objections to the planning application. Flood Warden Councillor Fisher reported that he had met with a representative from the County Council to discuss the effect of the proposed planning application at Derwent Street. He is going to place an article in the Belper News to ask for people to report problems which could lead to flooding in Belper. Page 702 of Council Minutes number from 1 May 2004

4 Milford and Makeney Community Group Councillor Biss informed Members that Milford residents had complained about not receiving the Christmas Edition of the Belper Newsletter. They had not realised that the Belper Newsletter had been inserted in the All Things Local for delivery and requested that it be posted separately. Amber Valley Access Councillor Shepherd informed Members that complaints had been received about the size of the lettering in the car parking bays at Morrisons Supermarket. The group will be talking to the manager to see if the size of the lettering can be increased FRIENDS OF BELPER PARKS It has come to the Council s attention that St John s Chapel has been added to the Friends of Belper Parks website as their contact address. RESOLVED to note the Chairman of the group Councillor Fisher said he was not aware of this and he would arrange for it to be removed FLEET ARTS Members considered the request from Fleet Arts to meet with Councillors outside a Council meeting to discuss what the Service Level Agreement funding is to be used on RESOLVED to invite representatives from Fleet Arts to attend the Council meeting in January to report on the activities carried out by Fleet Arts during the last twelve months and their proposals for next year BELPER TOWN COUNCIL GRANT APPLICATION FORM RESOLVED to adopt the amendments made to the Belper Town Council grant application form. Clerk to create additional space for the applicant to explain where the rest of their funding will come from AMBER VALLEY BOROUGH COUNCIL ELECTIONS The Borough Council are considering moving from elections by thirds to whole council elections and have requested the Town Council s views RESOLVED Members can see that this should save the Borough Council some money and have no objections to Borough Council elections being held every four years. However the Town Council strongly object to the Borough Council elections taking place at the same time as Local Town and Parish Council elections FIRST AID TRAINING The Council considered a request to provide first aid training for the people in the Towns Ambassador Scheme RESOLVED to note it is the businesses responsibility to provide first aid cover not the Town Council. Clerk to ask the company to contact the Cluster Group who are responsible for the Ambassador Scheme KITTY WESTON MEMORIAL Page 703 of Council Minutes number from 1 May 2004

5 Members were asked if an appropriate Memorial for deceased Kitty Weston could be installed in the town RESOLVED the Council agreed for a bench to be placed in Belper War Memorial Gardens in memory of Kitty Weston a local lady who was well known in the town for her help with charities ALLOTMENT LAND Members considered a 30 year lease between the Borough Council and Belper Town Council for a piece of land for use as allotment space. The land must be cleared and a topographical survey carried out to see what works need to be carried out to enable the land to be used for allotments. RESOLVED Clerk to pass the lease onto the Councils Solicitor for legal advice. RESOLVED Clerk to spend up to a maximum of 1,500 for the site to be cleared and a topographical survey carried out DERWENT VALLEY MILLS WORLD HERITAGE SITE The Council received a request for a meeting to be set up with representatives from the Derwent Valley Mills World Heritage Site to discuss funding RESOLVED to decline the request, the Derwent Valley Mills World Heritage Site covers Cromford to Derby and there would be no guarantee that any of the funding would benefit Belper BELPER ARTS TRAIL 2015 The Council considered proposals from the organisers of Belper Arts Trail to decorate areas in the town centre during next year s Arts Trail event RESOLVED Members agreed unanimously to support the proposals. RESOLVED a subcommittee to be set up consisting of Councillors Deborah Biss, Dan Booth, Alan Cox and Peter Shepherd to discuss the designs of the artwork. RESOLVED to note planning permission may be required before any installations take place TRENT BARTON HOTSPOTS RESOLVED to note the content of a letter from Borough Councillor Alan Cox sent to Trent Barton regarding the pinch points and bottlenecks in Belper caused by inconsiderate parking MEMORY LANE PROJECT RESOLVED to note the requested breakdown of costs for the recent Memory Lane Project PA SYSTEM The Council owned portable PA systems have been repaired a few times and they require further repairs RESOLVED Clerk to hire private companies to provide PA for all future events DERWENT STREET CAR PARK LEASE Page 704 of Council Minutes number from 1 May 2004

6 Members considered the terms of a lease for the land on Derwent Street to enable it to be continued to be used for car parking RESOLVED to note a planning application has been submitted for a large development on this piece of land and there is no guarantee how long the Council will be able to use the land. RESOLVED not to renew the lease OUTSTANDING COMPLAINT AGAINST MEMBER OF STAFF Members considered a letter from MP Pauline Latham regarding an incident at the 2013 Summer Food Festival RESOLVED Mayor to write to the Clerk, Councillor Biss and the complainant to apologise for the way that the Council has handled the situation. Due to the time lapse there is no further action that can be taken. Some of the procedures have been amended and uodated. The Council s HR Personnel Advice company are to be contacted for help and advice in compiling the letters DERBYSHIRE DISTRICTS CITIZENS ADVICE RESOLVED to note a letter from Derbyshire Districts Citizens Advice regarding a financial matter FOOD FESTIVAL APPLICATION RESOLVED to note correspondence from Belper NHSSOS regarding their rejected Food Festival application ITEMS FOR INFORMATION RESOLVED to note the items for information included in the agenda and the schedule attached to these minutes.
