CARICOM REGIONAL ORGANISATION FOR STANDARDS AND QUALITY (CROSQ) JOB DESCRIPTION 1.0 JOB TITLE: Technical Officer Communication and Information 2.0 DUTY STATION: Barbados 3.0 SUMMARY OF DUTIES: The Technical Officer Communication and Information (TOCI) will have overall responsibility for all Communication and Information Technology matters at CROSQ. Under the Communication portfolio, the TOCI will be responsible for setting annual communication targets, contributing to and monitoring their implementation. Specifically, the TOCI will produce and disseminate materials for communicating information about CROSQ and its services; coordinate the content of CROSQ and National Standards Bodies (NSBs) websites and production of a quarterly newsletter; disseminate CROSQ reports, press releases, and publications; and maintain an updated database of contacts and an effective communication system within the CROSQ Secretariat. Under the Information Technology (IT) portfolio, the TOCI will be responsible for the development and maintenance of information management systems for CROSQ. Specifically, the TOCI will maintain current and accessible information in areas of interest to the organisation through research and preparation of documents for consideration by the Chief Executive Officer and the CROSQ Council. The TOCI will be responsible for the overall management and maintenance of the IT infrastructure of the organisation, including databases, website, intranet, software, network, document management system and related IT equipment. 4.0 DUTIES AND RESPONSIBILITIES Communication 4.1 Produce a range of documents for dissemination, including information for the website, project briefing, regular bulletins, including a quarterly newsletter, etc.
4.2 Produce information for various external audiences including annual report, press releases and other PR/marketing materials, factual information about CROSQ and its activities. 4.3 Draft and edit both paper and electronic publications as required. 4.4 Manage and maintain CROSQ s website content. 4.5 Ensure the accurate integration of data between the NSBs and the website; 4.6 Ensure the CROSQ database holds accurate and up to date information regarding CROSQ, the NSBs and other contacts as required. 4.7 Coach other CROSQ staff in making presentation, public speaking, etc. 4.8 Implement and monitor the use of style guides to ensure the consistent image of all communications Information Technology 4.9 Develop and maintain standards development and collaboration systems using information technology and electronics systems linked across the region. 4.10 Ensure that an efficient information storage and retrieval system is maintained. 4.11 Share information of interest to member states as approved by the Chief Executive Officer. 4.12 Develop and maintain on-line and off-line systems for notifying members of material available at the Secretariat. 4.13 Ensure the availability and integrity of information technology systems including appropriate firewalls and virus protection. 4.14 Ensure that new and current staff is trained to effectively and efficiently use office technology and software including information retrieval methods and document scanning. 4.15 Recommend the acquisition and utilization of IT equipment for CROSQ, and keep track of technology assets such as laptops, desktops, projectors and associated software. 4.16 Ensure the implementation of a regional virtual conference solution and Virtual Private Network (regional knowledge management).
4.17 Manage and maintain the ongoing development of the CROSQ information library (physical and virtual) based on internationally accepted practices and standards: search literature and other sources, evaluate content and notes or extract items of interests, classify and index all information obtained, and maintain electronic references for all information resources available at the Secretariat. 4.18 Act as Administrator for the intranet. 4.19 Recommend technology fora that can be used for sharing information efficiently. 4.20 Prepare and submit quarterly progress reports to the Chief Executive Officer in respect of the activities assigned and the status of those work assignments. 4.21 Perform similar or related duties as delegated by the Chief Executive Officer. 5.0 JOB SPECIFICATION 5.1 Education and Experience Bachelors Degree in Communication, Public Relations, Journalism or equivalent education and experience. Master Degree preferred. Associates Degree or equivalent in Information Technology or Computer Sciences OR equivalent education and experience. Demonstrated successful experience working in a small team. Supervisory Experience required. Experience working with donor agencies and/or technical cooperation partners would be an asset. Experience in Project Management or Coordination would also be an asset. Fluent in English; knowledge of another language (Spanish, French or Dutch) would be an asset.
