CCTV PIPE INSPECTION AND EVALUATION RUNWAY 17L-35R ST. PETERSBURG CLEARWATER INTERNATIONAL AIRPORT Introduction American Infrastructure Development, Inc. (AID, Inc.) provided Professional Services to URS Corporation (URS) for coordinating the inspection of the existing drainage structures crossing Runway 17L-35R at St. Petersburg Clearwater International Airport (PIE). AID, Inc. procured the services of VacVision Environmental, LLC (VV) to provide CCTV pipe inspections for this project. A total of sixteen reinforced concrete pipes cross Runway 17L-35R, as shown on Exhibit A. Pipes #15 and #16 were constructed in 2005 as part of the runway extension project and were not included in this study. Specifically, the following tasks have been completed under this assignment: 1. Fourteen pipes were CCTV inspected. Four of these pipes required cleaning prior to the inspections. 2. Pipe inspections were videotaped. A report was generated for each pipe identifying the areas of concern such as water or sand infiltration through the joints, the presence of cracks, or pipe breakage at the joints. 3. Repair options were evaluated based on the pipe conditions and site constraints and a cost estimate is provided for these repairs. This brief report provides a description of the findings from the field inspections and recommendations for the repair of these pipes. This assignment does not provide information on the hydraulic capacity of these pipes crossing the runway. The recommended repairs are provided to help the Owner in maintaining their current infrastructure and are not intended to increase or modify the capacity of the airfield drainage system. Recommendations and Prioritizations Table 1 provides a description of the pipes crossing Runway 17L-35R and the recommended repairs. The repairs should meet FDOT Standard Specifications for Road and Bridge Construction, Section 431, Pipe Liner, and Section 948-4.1, Cured-In-Place Pipe Liner. This Table also includes a prioritization numbering which represents the severity of the problems (1 being the worst) and provides a mechanism for the Owner to begin the repairs as funding becomes available. Repair Options: The owner may consider other repairs options, such as sliplining or grouting of the joints. However, these options are not preferred for this application. Most of the pipes crossing the runway connect to drainage manholes. Sliplining by inserting small pieces of pipes into these structures and grouting the annular space will be difficult, time consuming, and cost prohibitive. In addition, these existing pipes are constructed primarily of 3-ft pipe sections. Grouting the joints in these long pipes will take 3 to 5 times longer than using CIPP. Isolated joint grouting is also not recommended since the water will soon find its way to other joints, requiring further repairs. CIPP process is a very efficient and permanent process that can be accomplished in a short timeframe (potentially one pipe per day once cleaned). Since these pipes cross the primary runway at PIE, a permanent fix or improvement will provide a better solution to the aging structures. Tables 2, 3, and 4 provide approximate construction costs for the recommended repair. The unit price per linear foot is derived from FDOT s Master Pay Item List (updated 2/17/2011) and increased by 40% to take into account costs associated with professional services for bid document preparations, mobilization and night work. An average price of $175 per linear foot is used for estimating purposes. The costs are provided as a planning tool for the Owner to prioritize these repairs based on the funding availability. Actual costs may vary per pipe depending on the level of cleaning and the amount of obstructions in each pipe. The work was conducted on the days shown on Table 5. A remote controlled high resolution camera mounted on a four-wheeled electric vehicle was utilized for this work, as shown on Figure 1. Except for pipes #1 and #2, the vehicle was lowered through the drainage structures within the infield area west of the runway and the inspections were performed in the downstream direction. Pipes were inspected and videotaped along the length of each pipe section and at the joints. These videos are included as part of this report. The following sections provide detailed description of each pipe and the findings from the inspections. Appendix 1 provides the inspection reports and photos for each pipe. Figure 1 CCTV Pipe Inspections Pipe #1 This pipe is an elliptical concrete pipe (14 X 23 ) and is approximately 846 feet long. It is located approximately 600 feet south of Runway 17L threshold connecting the infield area directly to the bay. The pipe required dewatering and cleaning prior to the inspection. It was inspected from the downstream end during the daytime. Shell build up is present along approximately 200 feet of the downstream portion of the pipe. Water infiltration is present at several joints beginning approximately 330 feet upstream of the outfall structure. Some roots were also noticed along the section of the pipe in the infield area. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 2. Pipe #2 This pipe crosses Runway 17L-35R at approximately 1,500 feet south of Runway 17L threshold and connects the infield area directly to the bay. It is an elliptical concrete pipe (14 X 23 ) and is approximately 506 feet long. This pipe required dewatering and cleaning prior to inspection. It was inspected from the downstream end during nighttime. Minor shell build up is present at the downstream end of the pipe. Water infiltration is only present at 3 or 4 joints along the pipe. One circumferential crack was noticed close to the upstream end of the pipe within the infield area. It cannot be determined if the crack is recent or occurred during the original construction of the pipe. The pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 2. Pipe #3 This pipe crosses Runway 17L-35R approximately 300 feet south of Taxiway L. It is an 18 diameter concrete pipe with an approximate length of 229 feet. This pipe was inspected at night from the upstream end once it was cleaned. Water infiltration through the joints was present from the beginning of the pipe for approximately 75 feet. One circumferential crack was noticed approximately 5 feet from the beginning of the pipe. The pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 2. Pipe #4 This pipe crosses Runway 17L-35R approximately 700 feet south of Taxiway L. Water and sand infiltration through the joints was present at most joints throughout the length of the pipe. The pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 1. Pipe #5 This pipe crosses Runway 17L-35R approximately 1,000 feet south of Taxiway L. It is an 18 diameter concrete pipe with an approximate length of 211 feet. This pipe was inspected at night from the upstream end. Water and sand infiltration was present at 7 or 8 joints along the length of the pipe. The pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 3. Pipe #6 This pipe crosses Runway 17L-35R immediately north of the intersection with Runway 9-27. The pipe is a 24 diameter concrete pipe with an approximate length of 222 feet. This pipe was inspected at night from the upstream end. Water and sand infiltration through several joints was noticed within the first 45 feet from the upstream end of the pipe. The pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 3. Pipe #7 This pipe crosses Runway 17L-35R immediately south of the intersection with Runway 9-27. The upstream inlet structure is located with the pavement at the intersection of the two runways. The pipe is an 18 diameter concrete pipe with an approximate length of 224 feet. The pipe has two slight bends at approximately 17 feet and 23 feet from the upstream end. This pipe was inspected at night from the upstream end. Water and sand infiltration through several joints was noticed along the length of the pipe. A joint separation was also noticed at one of the bends located 23 feet from the upstream end. The pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 1. Pipe #8 This pipe crosses Runway 17L-35R at approximately 500 feet south of the intersection with Runway 9-27. The pipe is an 18 diameter concrete pipe with an approximate length of 224 feet. This pipe was inspected at night from the upstream end. Water infiltration is present at several joints within 45 feet from the upstream end. A circumferential crack is noticed at approximately 118 feet from the upstream end and directly under the runway. It cannot be determined if this crack occurred during the initial installation or at a later time. This pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 1. Pipe #9 This pipe crosses Runway 17L-35R at the intersection of Taxiway G and Taxiway F. The pipe is an 18 diameter concrete pipe with an approximate length of 216 feet. This pipe was inspected at night from the upstream end. Minor water and sand infiltration at isolated joints is noticed within the first 25 feet. This pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 3. Pipe #10 This pipe crosses Runway 17L-35R at approximately 500 feet south of Taxiway G. The pipe is an 18 diameter concrete pipe with an approximate length of 220 feet. This pipe was inspected at night from the upstream end. Minor water and sand infiltration at isolated joints is noticed within the first 50 feet. This pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 3. Pipe #11 This pipe crosses Runway 17L-35R at approximately 350 feet north of Taxiway M. The pipe is an 18 diameter concrete pipe with an approximate length of 200 feet. This pipe was inspected at night from the upstream end. Water and sand infiltration was noticed at one joint. This pipe does not show any signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 3. Pipe #12 This pipe crosses Runway 17L-35R immediately north of the intersection with Runway 4-22. The pipe is an 18 diameter concrete pipe with an approximate length of 307 feet. This pipe was cleaned and partially inspected at night. The pipe was cleaned but could not be fully inspected due to blockage of the pipe at approximately 21 feet from the upstream end. The downstream end of the pipe was inspected during daytime. This end of the pipe seemed to have been partially blocked during a previous manhole construction project. There is water flowing through the pipe which indicates that the pipe is not fully blocked. There may also be a bend in the pipe based on the visual inspection of the pipe alignment and the location of the downstream manhole structure. It is recommended that this pipe be further inspected and blockages removed to allow for a better assessment of the condition of the crossing. The priority rate for this pipe is set at 1. Pipe #13 This pipe crosses Runway 17L-35R immediately south of the intersection with Runway 4-22. The pipe is an 18 diameter concrete pipe with an approximate length of 398 feet. Water infiltration was noticed at approximately 7 joints located in the infield area. This pipe does not show signs of structural damage. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.) The priority rate for this pipe is set at 3. Pipe #14 This pipe crosses Runway 17L-35R at approximately 500 feet south of the intersection with Runway 4-22. The pipe is an elliptical concrete pipe (19 X 30 ) with an approximate length of 456 feet. This pipe was inspected at night from the upstream end. This pipe has circumferential cracks and broken joints at six locations. There are two broken joints and one circumferential crack under the runway pavement. It is not clear if these cracks occurred at the time of installation or at a later date. These cracks are located at the bottom of the pipes with no signs of stress observed at the top. Roots have also penetrated the joints primarily within the last 200 feet indicating the opening of the joints. As part of the 2005 runway extension, this pipe was apparently extended at the downstream end by approximately 50 feet. Concrete grouting at this junction has reduced the opening which prevented the inspection of the last 50 feet of this pipe. To maintain the structural integrity of the soil and runway pavement section, it is recommended that the pipe be thoroughly cleaned and lined with a cured in place material (similar to the Cured-In-Place Pipe by Insituform.
