Programme for the control ofrabies in the Czech Republic 2. Historical data on the epidemiological evolution of the disease: Rabies history The Czech Republic belongs to those countries in which the incidence of rabies in wilc;llife was steadily increasing since the 1950s until 1980s. Continual research carried out during 1960-1980 proved that rabies had become enpemic in the border areas of West and North Bohemia and North Moravia. The importance offoxes in rabies epidemiology increased and red fox became the principal vector of rabies in the Czech Republic. Neither subsidiaries payment for hunted foxes, which wasintroduced in 1969, nor gassing of fox dens, carried out during 1979-1984, did not improved the situation. n the 1980s rabies reached its greatest geographical range. With the exception 0f several districts, the whole territory of the Czech Republic was affected. The oral vaccination of foxes was launched in a few districts adjacent to German borders in 1989 and implemented further thereafter. Since that time continual decline has been visible especially since 92 w4en positive effec of oral vaccination has become evident Status of Rabies The rabies data reported during the last thirteen years indicate the development of the rabies situation in our country since the beginning of oral vaccination. n the period 1989 to 2005, 154 661 animals were examined for rabies. The major part of them were foxes (more. than 50%) followed by cats and dogs participating by 30 % together. Rabies was diagnosed in 6 180 cases during this thirteen year period. The highest!).umber of rabies cases was recorded in 1989, reaching 1 S cases. The lowest occurrence (3 cases - April) was recorded in 2002. n 2004 the Czech Republic obtained a status of a country officially free of rabies. n 2005 one positive bat for rabies was recorded. Rabies in 2002 7477 animals belonging to 39 species were examined for rabies in the Czech Republic in 2002. nly three rabies cases were diagnosed in foxes from district Trutnov in East ohemia. Rabies in 2003 7 603 animals belonging to 45 species were examined for rabies in the Czech Republic in 2003. No positive case was recorded. Rabies in 2004 n total, 9 298 animals were examined for rabies in the Czech Republic (22 farm animals, 8549 wildlife animals, 727 pet animals). No positive case was recorded. Rabies in 2005 n total, 9 544 animals were examined for rabies in the Czech Republic (774 pet animals, 7. farm animals, 8 763 wild animals). ne positive bat for Lyssavirus (rabies) was recorded. 2

Description of the programme for Rabies control: Domestic animals Preventive vaccination of domestic carnivores and if necessary, domestic herbivores is the principal method of domestic animals protection. The inactivated tissue-culture vaccines are used exclusively for this purpose. Wild animals The strategy of rabies control is based on reduction of wildlife reservoir of the virus by oral vaccination of foxes. ral vaccination of foxes The field trial of oral immunization of foxes was started in the Czech Republic in spring 1989. The project planning and organization was prepared according to the rules of the WH, in close co-operation with the Rabies Centre in Tübingen. The first application of the oral rabies vaccine was carried out in the districts Klatovy, Domazlice, Tachov adjacent to German border in the spring 1989. n the course of next campaigns the treated area was extended covering 44 districts in autumn 1992. n the autumn 1993 the whole territory of the Czech Republic, with exception of rabies free districts bordering Germany, was included. The "Bavarian model" was applied during all vaccination campaigns. The hunters placed the vaccine baits manually in their hunting preserves. The strategy of vaccine baits distribution twice a year in spring and autumn was applied. Veterinary authorities were responsible for coordination and supervision of the campaigns at the district level. The original baits density 16 doses per 1 km2 were gradually increased, mainly in the areas with non-favourable epidemiological situation. Since 1996, the aerial distribution of the vaccine baits was used on restricted territory (4-6 districts). n 2002 the aerial vaccination was extended reaching 50% oftreated territory (29 districts). The aerial vaccination was extended reaching 99% oftreated territory in 2004. Nearly twenty five million of vaccine baits was used from 1989 till the spring 2005. ' Results of oral vaccination 1996-2005 Contol examinations following baits distribution were oriented to baits uptake, rabies diagnosis, tetracycline marking, characterization of virus strains and antibody formation. The indirect measuring of baits uptake was obtained by the examination of fox bones for tetracycline incorporation. ral vaccination had undisputable positive influence on rabies incidence. A considerable reduction of positive findings was noticed, - from 1501 cases started in 1989 to 3 cases in 2002. An increase was registered in the year 1999 (214 cases). Since 2003 to 2005 only one positive bat for rabies was recorded. ' 3

Summary of measures under the programme Duration of the programme The oral vaccination has been carried out since 1989 and is planning to continue with oral vaccination in future. t is foreseen to create and keep the buffer zone around the borders, to Poland and Slovakia till eradication programme will be finished there. The pre-requisite of stable rabies situation on our territory must be also fulfilled. 4. 1. 1. Temporal pattern The spring and autumn campaigns are organized annually. Timing for aerial and manual vaccination: Spring - April Autumn - ctober. 4. 1. 2. Vaccines Since 1992, only Czech made live attenuated vaccine SAD - Bern has been used for vaccination campaigns. Producer is Bioveta a.s., vanovice na Hané. More information about the vaccine you can see in the package insert attached in ANNEX V. 4. 1. 3. Distribution Aerial distribution - by a fixed-wing plane. Density = 25-30 baits/krn2. Aerial distribution is the main method for distribution. Each campaign of aerial vaccination is coordinated and supervised by state veterinary inspectors. Each inspector is responsible for area about 9 000 km2 closed to one airport. The GPS system is used for navigation and flying lines are recorded by computer and printed out on a map. The distance of flight lines is 500 m; the speed is 150-160 km per hour. The distribution by plane is more efficient than by hand with respect to a long - term vaccination. Better treatment is reached especially in the hilly areas. Manual placement - by voluntary hunters. Density = 18 baits/km2. n the areas with ineffective aerial distribution, the vaccine is placed manually. The exact date and time of the vaccine bait distribution is fixed. Distribution of vaccine to hunters and the control of vaccination is organised at the district level by Veterinary bodies. Manual placement is only a supplementary means used on towns' outskirts, in parks etc. 4.2. Designation of the central authority charged with supervising and coordinating the departments responsible for implementing the programme: The central authority competent for supervising and coordinatingall activities in veterinary care is the State Veterinary Administration, which performs its powers at the whole territory of the Czech Republic Cs 47, Veterinary Act No 166/1999 Col. of Acts). SVA of the CR coordinates the activities of Regional Veterinary Administrations., 4

Programme for the control of Rabies in the Czech Republic The Department of Animal Health and Welfare in co-operation with the National reference Laboratory for Rabies will prepare a concrete plan of the oral vaccination according the present rabies situation. This plan is approved by the State Veterinary Administration afterwards. Regular meetings are organised with the participation of the representatives of the air-company, the vaccine manufacturer and the representatives of the Regional eterinary Administrations from districts which are involved in the vaccinated area. The exact timetable and further details are discussed at these meetings, such as:. Distribution of the vaccne and its storage before vaccination and the. delivery conditions to the airport (storage at -200 C).. n the districts, where the vaccine is distributed manually the exact date and time of the vaccine bait çlistribution is fixed. The distribution to hunters and control of the vaccination is organised at the district level by Veterinary bodies. A vaccine producer is selected in the tendering procedure. This company also ensured the aerial distribution of vaccine baits in current year. Manual distribution is carried out by hunting organisations in compliance with the instructions of the Regional Veterinary Administration. 4.3. Description and delimitation of the geographical and administrtive areas in which the programme is to be applied: The planned extent ofbuffer zone (spring and autumn): Area to be covered*. System in place for the registration of holdings: The'program will be performing in wild life population of foxes. 4.5. System in place for identification of animals: The program will perform in wild life population offoxes without any identification bftarget animals. 4.6. Measures in place as regards the notification of the disease: n the case of Rabies positive results the protective and control measures will be imposed. according to the provisions of the Veterinary Act No. 166/1999 às amended. 5

Measures and terms of legislation as regards the control vaccination of the disease: Contra of baits acceptance after manual placèment: n. the vaccinating areas, a distribution team checks the baiting sites on days 4, 8 and 14 following the placement. The number of baits taken is recorded into a protocol. The hunters also look out for animal sings and tracks, teeth marks in vaccine capsules in order to identify the animal species, which took the bait. The results are collected by veterinary inspectors and then are submitted to the National Reference Laboratory for rabies. Follow up examinations: At least 8 -la faxes per 100 km2 per year must be presented for rabies examination and further control investigation. That means about 50 foxes per district after each campaign. Not vaccinated districts have to be also included into the surveillance area. Beside of these, clinically suspect and found dead animals from all over the country should be analysed for rabies. The evaluation of the efficacy includes: - % of the bait uptake.. % of the TTC marker positivity - Asses of the Rabies epidemiological situation 4.8. Measures and terms of legislation as regards the measures in the case of positive results: n the case of Rabies positive results the protective and control measures will be imposed according to the provisions of the Veterinary law 166/1999 as amended. 4.9. Measures and terms of legislation as regards the compensation for owners of slaughtered and killed animals: n the case of Rabies positive results the protective and control measures will be imposed according to the provisions of the Veterinary law 166/1999 (67) as amended and 100% ompensation for owners is established. 6

Programme for the control of Rabies in the Czech Republic Testing scheme After each campaign, specimens of wildlife animals are collected within vaccination area for examination, as recommended by WH. At least 8-10 foxes per 100 km2 per annum must be presented for rabies examination and further control investigation. That means about 50 foxes per district after each campaign. No vaccinated districts have to be also included into surveillance area. Beside of these clinically suspect and found dead animals from all over country should be analysed for rabies. Control examination following bait distribution should be directed at bait uptake, rabies diagnosis, tetracycline marking, characterization of virus strains and antibody formation. The indirect measuring of bait uptake is obtained by the examination of fox bones for tetracycline incorporation. Antibody formation is tested in the body fluids. Protective effect against rabies may be accomplished only in uninfected foxes andraccoon dogs. The presence of colostral antibodies against rabies has a negative impact on the creation and protective immunity in fox cubs and raccoon dogs as well. The ingurgitation of more bait is harmless to the target species. The harmlessness of the vaccine has also been demonstrated in domestic animals (dogs, cats). The vaccination rabies virus may be distinguished from the field rabies virus by means of monoclonal antibodies../ mmunization in foxes and other species of target animals occurs after the ingurgitation of laid-out immunization baits containing the vaccination virus. mmunity in the immunized foxes and other target species forms after 21 days following ingurgitation of the bait containing the vaccination virus. Special advice concerning safe use of the preparation Until laid out, either manually or by aircraft, the vaccine must not be exposed to temperatures exceeding 15 oe (it is to be distributed in thermo-cases or packed in heat-insulating material so that the vaccine is sufficiently protected against the effect of excessive external temperatures). f laid out manually in a field, the bait is to be tipped out of the cardboard box carefully. The bait is to be laid in spots that are protected from direct sunlight. After being laid out, the bait shall be covered with natural material (leaves, grass, soil etc.) to be protected from the sun. To prevent the hands from coming into direct contact with the bait, it is necessary to use protective gloves when laying out the bait in order to avoid the effects of human scent on the bait. The gloves are disposable (intended for the unloading of 1 carton = 20 bait items). During the winter, at temperatures below oe, the bait is not to be laid open in a field. After perforating the blister, the deep-frozen vaccine contained inside the bait may not come out, reach the mucosae of the oral cavity and thus immunize the animal. Two weeks after laying the bait, the free movement of dogs and cats should be avoided within the vaccination zone as these animls epresent competitors for the bait. The areas in which vaccination is performed are to be duly marked and the respective inhabitants must be informed in an adequate manner. The vaccine contains attenuated vaccination rabies virus. f the vaccine (the content of the aluminiumplastic blister deposited in the bait) comes into contact with human eyes, mouth, nose or broken skin, contact a physician immediately. n this case, medical procedures are conducted pursuant to the guidelines in force, dealing with exposure to the rabies virus. f the hands or other uncovered body parts become stained with the vaccine, the affected spot is to be duly washed with soap and water. The. bait containing the vaccine must be stored' out of the reach of unauthorized persons, especially children! nteraction with other veterinary preparations and other forms of interaction Unknown so far. Dosage and method of administration The immunization of the target species forms after the ingurgitation of the laid-out bait containing the vaccination virus. The vaccine is laid twice a year, namely in April or May and September or ctober. Usually, 15 to 20 baits or more are laid out for each square meter, depending on the epizootologic situation and population density, especially the fox population density. The baits with the vaccine have to be laid out throughout the entire area of the given tehitory. f an airplane or a helicopter is used, the flight lines must be adjusted to reach equal dispersion. For example, the baits are dropped every 250 meters, so the individual lines must also be at a distance of 250 meters from each other. n the event of necessity provoked by a contagious situation in the given area, spring or autun revaccination is recommended. t is also recommended to lay bait in a limited area in the summer or to lay the bait close to occupied fox dens in an amount of 10 baits per den. An aerial form of bait distribution is recommended in free areas with a low population density. n areas which are densely populated, it is preferable to distribute the bait manually. Vaccination of the respective territory is to be performed for two consecutive years, but at least for three years after the last occurrence of rabies in the respective territory. The vaccine mayalso be used for a rabies-free territory in order to form a protective zone. The width of such a zone entrenching on terdtory with rabies occurrence should not be smaller than 50 kilometers. Airplane distribution ofbait The bait is laid out in conformity with the previously prepared flight maps along the previously determined flight lines. The Satellite Navigation System (GPS) may be applied for orientation and correct distribution. Undesirable effects: Unknown

Surveillance system on Salmonella in feedingstuffs implemented in holdings covered by the control programme. The State Veterinary Administration of the Czech Republic and the Central nstitute for Supervising and Testing in Agriculture perform checks of feedingstuffs in the territo Qf the Czech Republic. According to the Act No. 91/1996 on feedingstuffs, as amended, a Good Manufacturing Practice for feedingstuffs intended for farm animals is supervised by the Central nstitute for Supervising and Testing in Agriculture. Feedingstuffs intended for farm animals are examined for Salmonella by the State Veterinary administration of the Czech Republic through the competent Regional Veterinary administration in accordance with Regulation (EC) No. 1774/2002. The official veterinarians take samples of feedingstuffs: 1. in compound feedinstuffs production plants; final compound feedinstuffs are randomly sampled according to the volume of production before dispatch, and 2. in poultry holdings. 2

Sampling must be carried out in accordance with minimum sampling requirements as laid down in Regulation (EC) No. 2160/2003 of the European Parliament and the Council and Commission Regulation (EC) No. 1003/2005. Diagnosis within this National Programme shall be carried out at the SV Prague - NRL for salmonellae, at the SV Jihlava and the SV lomouc. Laboratory examination comprising detection of Salmonella spp. shall be carried out in accordance with the method recommended by the Community RL in Bilthoven, Nethrlands. The method is a modification of S 6579 (2002), where a semi-solid medium (MSRV) is used as the single selective enrichment medium. Serotyping shall be carried out in at least one isolate from each positive sample, following the Kaufmann- White scheme. Fagotyping shall be carried out in accordance with the HPA Colindale, London. 5

Examination of at least one sample for inhibition substances shall be carried out within the framework of bacteriological examination of organs from official samples taken for the confirmation of test results Lifting of restrictions: All restrictions are lifted if all measures laid down in the emergency veterinary measures are fulfilled and if the final disinfection is carried out. The State Veterinary Administration of the Czech Republic confirms that:. the aim of the programme is to reduce the prevalence of the 5 Salmonella serovars referred to in point "objectives" - to a levelof 1% or lower by 31 December 2009,. the use of antimicrobials (in exceptional cases) is subject to authorizatiorl anq supervision of the competent authority and is based, wherever possible, on the results of bacteriological sampling and of susceptibility testing. The use of antimicrobials shall be carried out in accordance to Commission Decision No. 1177/2006,. live salmonella vaccines for which the manufacturer does not provide an appropriate method to distinguish bacteriologically wild-type strains of salmonella from vaccine strains are prohibited from use in the framework of national salmonella control programmes, documents accompanying the sample sent to laboratories under the control programme indicates whether the samples are derived from a vaccinated flock and the y'pe of vaccine used, an empty period is required after cleaning and disinfection. The period is required on the bases of technological procedure and takes at least for period of 14 days, feedingstuffs are restricted in case of confirmation, the conditions for registration of holdings are already applied. MTD Ustrasice registers the holdings and gives the holdings the registration numbers. A negative bacteriological result is not required before restocking. 6

The other measures which are foreseen to achieve the programme's objective are: The requirements of sanitary measures and biosecurity measures are carried out by keeping of technological procedure by the establishments which provide one-day old parent's chickens. The costs of tests were calculated for all samples which are compulsory " ' in the frame of programme. All samples are considered as official samples and it is foreseen that all samples will be refunded from the state budget. We would like to supplement our Programme for the Monitoring and Control of Salmonella spp in poultry breeding flocks for vaccination against Salmonella enteritidis. The vaccination shah be carried out in accordance with Commission Decision 1177/2006. t is expectd hat in total 322 flocks with 2 100 000 animals will be vaccinated against Salmonella enteritidis. Live salmonella vaccine will be used for vaccination and inactivated vaccine will be used for revaccination. The estimation of total amount of the costs for vaccination is 12600000 Czk.
