ADMISSION BROCHURE ADMISSION NOTICE & INSTRUCTION SHEET FOR ON LINE COUNSELING FOR ADMISSION IN GOVERNMENT ITI/ITC/Jr POLYTECHNIC FOR THE SESSION TO BE STARTED FROM AUG 2014. Applications in prescribed format are invited from willing and eligible candidates for admission in different trade courses affiliated to the NCVT under Craftsman Training Scheme (CTS), Centre of Excellence (CoE) running in different Govt. ITIs, Govt. sponsored ITIs and ITCs and Govt. Jr. Polytechnics (JP) for the session commencing from August 2014. Govt. ITIs/ITCs (ITI Tung and ITI Kalimpong) falling under Gorkha Territorial Administration (GTA) will conduct their own admission process separately. Eligibility: Candidates passed the requisite entry qualification from any school located within the State of West Bengal are eligible for admission in Govt. ITI/ ITCs/JP. A candidate will be eligible for taking admission in any Institutes as per the choice(s) provided by him/her from the list of Government ITI/ITC/JP as will be available in the website www.wbscvt.net by submission of a single application form at the Institute s Help Desks/online. Eligibility of previously admitted/ passed out trainees from Govt. ITI/ITC/JP: Candidates previously admitted in any trade (of any Group) of a Govt. ITI/ITC/JP (irrespective of completed the course or discharged from the course) shall not be eligible for admission in that particular ITI/ITC/JP for consecutive three years from his pass out year. A trainee appeared/passed out/ discharged from any Govt. ITI/ITC/JP shall not be eligible for admission in any other Govt. ITI/ITC/JP for the session starting from the next academic year. This rule shall not be applicable for admission in Advanced Module courses. Age limit: Applicant should be minimum 14 years of age as on 01.08.2014. There is no upper-age limit. Entry qualification: Trade courses are divided under two groups viz. E Group & M Group. Applicant can apply for Admission in any one of the above groups as per his/her eligibility. Applicant s applying for both the groups will be rejected. Common Entrance Examination for both of the groups ( M & E ) will be held on the same date and time. E Group trades: Passed Class VIII (Class Eight) from any School located within the State of West Bengal under any recognized Board/Council.

M Group trades: Passed Madhyamik or equivalent examination under recognized Board / Council from any School located within the State of West Bengal. Candidates passed Madhyamik or equivalent Examination without Mathematics and Science as subject will not be entitled for admission in Engineering Group of trades. Name of the trade courses under each Group as are available in different institutes, will be published in the website www.wbscvt.net and also be displayed in the notice board of all Help Desks. However admission will be made on the basis of actual availability of trade courses at the time of counseling. Instruction for E-Group Applicants: Applicants for E- Group trade will enclose a self attested copy of final mark-sheet of Class VIII final examination / certificate and Certificate issued by the Head of the school of passing Class VIII examination, in prescribed format given in FORMAT- I, clearly mentioning the date of birth of the candidate, full marks and marks obtained by the candidate in Class-VIII final examination. Such applicants are also to enclose a certificate issued by the Councilor of Municipality or Corporation/ Panchyat Pradhan/ MLA/ MP, in prescribed proforma given in FORMAT- II, regarding location of the school. Any other certificate of passing any higher qualification like Madhyamik etc. will not be considered for receiving E Group form. If any application is found to be received, without the said three certificates (Mark-sheet of Class VIII final examination / certificate, FORMAT- I & FORMAT- II), the candidate will be debarred from appearing in the Common Entrance Examination and/or not allowed to take admission even after appearing the name in the merit list. Instruction for M-Group Applicants: Applicants for M- Group trade will enclose a self attested copy of Admit Card, final mark-sheet and a certificate of Madhyamik or equivalent examination with the application form. Such applicants are also to enclose a certificate in a prescribed proforma given in FORMAT- III, regarding location of the school to be issued by the head of the institution from where he/she has acquired minimum entry qualification. Any other certificate of passing any higher qualification like Higher Secondary etc. will not be considered for receiving M Group form. If any application is found to be received, without the said four documents (Madhyamik or equivalent Examination Admit card, Marksheet, Certificate and FORMAT- III), the candidate will be debarred from appearing in the Common Entrance Examination and/or not allowed to take admission even after appearing the name in the merit list. Collection and Submission of Application form: A. Blank OMR application forms along with information brochure will be sold @Rs.150/- per application form, from all Help Desks available in the Institute starting from 9th June to 20th June 2014 on all working days from 10:00 am to 4:00 pm. Filled up application form shall be deposited to the Institute s Help Desks from where he/she collected the form. Application form shall be filled up according to the guideline mentioned in the information brochure and filling up instruction available in the OMR application form. Application forms are to be deposited in person only. Forms sent through any other mode /place would be treated as cancelled. Any manual error in OMR application form will be treated as cancelled. Last date for submission of filled in application form is 24th June 2014 upto 4:00 PM

OR B. Candidate may also apply through online starting from 9th June 2014. For online application candidates have to login to www.wbscvt.net. Detailed instruction related to online application will be available in the said website. However a copy of online application form along with the cash deposit slip needs to be downloaded from the website and shall be submitted at any nearby available help desks along with all related testimonials and application fee as mentioned in the cash deposit slip i.e.@rs.150/- per application form. Online application will only be considered if the downloaded copy of the form along with all related testimonials and said application fee is received at the help desk available at the Govt. ITIs/ITCs/JP. Last date for submission of application form through online in on 23rd June 2014 upto 04:00 pm and last date for submission of downloaded copy of online application form along with all related testimonials and said application fee at the nearby Help Desks is 24th June 2014 upto 4:00 PM. List of helpdesk along with name of concerned Govt. ITI/ITC/JP are annexed in Annexure A. Application fee: For both M & E-Group Rs. 150/- (Rs. One hundred Fifty only) per application form. For any Board other than West Bengal Board of Secondary Education, verification Charge of Rs.100/- per applicants for M Group should be submitted at the time of admission in the concerned Govt. ITI/ITC/JP. The above said application fee and verification charge shall be paid in cash only. Enclosures to be submitted with the application form: E Group Form: 1. Self attested copy of final mark-sheet/certificate of Class VIII. 2. Self attested copy of certificates for S/C, S/T, P/H (if any). A candidate should have certificate in his/her name only for availing admission under any reserve seat (SC/ST/PH). 3. Certificate from the head of the institute mentioning date of birth, full marks and marks obtained in the Class VIII final examination in prescribe format as given in (FORMAT-I). 4. Certificate issued by the councilor/ Panchyat Pradhan/MLA/MP in the prescribe proforma mention under (FORMAT-II). However applicant must bring the original testimonials including caste certificate (if any) and PH certificate (if any) etc. for producing them during the submission of application form and at the time of admission in respective institutes. M Group Form: 1. Self attested copy of certificates like age-proof / Admit card of Madhyamik or equivalent examination, mark-sheet and certificate of Madhyamik or equivalent examination. 2. Self attested copy of certificates S/C, S/T, P/H certificate (if any). A candidate should have certificate in his/her name only for availing admission under any reserve seat (SC/ST/PH). 3. Certificate in a prescribed proforma given in FORMAT- III, regarding location of the school to be issued by the head of the institution from where he/she has acquired minimum entry qualification

However applicant must bring the original testimonials including caste certificate (if any) and PH certificate (if any) etc. for producing them during the submission of application form and at the time of admission in respective institutes. Issuance of Admit Card for Common Entrance Examination: Admit card for Common Entrance Examination for both E & M group will be available in the website www.wbscvt.net tentatively on and from 30th June 2014 to 04th July 2014. Applicant can view and download their Admit Card from the website and can take a printout of it by entering their Application Form number. Also Applicant can collect the Admit Card from the Help Desks available in the Institute. In the Admit card the actual date and venue of the Common Entrance Examination will be mentioned. Common Entrance Examination: Applicants for both M & E Group of trades are to appear in separate Common Entrance Examination tentatively on 06thJuly 2014(Sunday) at same time. The merit list for both of the groups(m&e) will be prepared state wide separately on the basis of marks obtained by the applicant in the said Common Entrance Examination. State wide Merit List: A State wide merit list will be prepared for each trade group (viz M-Group and E- Group) and will be published in the website www.wbscvt.net and also will be available in the Institute s Help desk tentatively on and from 14th July 2014. Reservation of seats: 10% of total seats are reserved for woman candidates, 22% of total seats are reserved for SC candidates, 6% of total seats are reserved for ST candidates and 3% of total seats are reserved for Physically Challenged candidates. Seats reserved for ST candidates will be converted to SC category seats on unavailability of ST candidates and vice-versa. In case of unavailability of SC and ST candidates, seats reserved for both of the categories will be converted to General seats. Seats reserved for PH candidates will be converted to General category seats on unavailability of PH candidate. Seats reserved for women candidates will be converted to General category seats on unavailability of women candidates. 40% of total seats are reserved for the candidates who passed the entry qualification from the schools located within the district where the concerned Govt. ITI/ITC/JP is located, named as District Quota seats. The following six(6) major ITIs shall not have any district quota seats: a) ITI, Gariahat. b) ITI, Tollygunj. c) ITI, Howrah Homes. d) ITI, Kalyani. e) ITI, Hooghly. f) ITI, Durgapur

All other general reservation rules such as SC,ST,PH & WOMAN quota will be applicable for District Quota seats.for availing the district quota seats applicant s need a certificate in the prescribed proforma as shown in FORMAT-II for E group of trade & FORMAT III for M group of trade. Production of the said certificate at later stage or at the stage of counseling would not be entertained. One seat in each of the E group of Trades will be kept reserved for inmates (boys and girls) of the State Welfare Homes having educational qualification of class VIII pass. Reservation of Seats for IMC Quota: 20% of total seats will be reserved for Institute Management Committee (IMC) quota. Candidates willing to avail the admission under IMC quota shall have to select the IMC quota option in the Application Form (OMR/Online). However the seats reserved for IMC quota will be filled up after 1st phase of counseling based on the merit position of the willing candidates. Fees for IMC sponsored candidates are @ Rs. 2500/- for 6 months courses and @ Rs. 5000/- per year for 1 year and 2 year courses. Seats of Four Women ITI: All the seats of four Govt. Women ITI viz. Women ITI at Kolkata, Banipur, Burdwan and Siliguri are reserved for women candidates only. In case sufficient women candidates are not available vacant seats will be filled up by male candidates based on the choice of trades and merit position of Candidates. Eligibility for PH Candidates in all Govt.ITI/ITC/JP and Seats of Govt. ITI for Physically Challenged Boys and Girls at Kolkata (ITI for PCBG): Only two types of categories of physically challenged candidates may get scope of admission under PH quota i.e. i) Locomotor disability (disabilities to move) including leprosy cured and ii) Hearing impaired. Extent of disabilities should be 40% and above. This certificate should be issued by Medical Officer not below the rank of DMO or qualified Government Medical Specialist in the specific area of handicappedness specially indicating the degree of incapacitation. Copy of above certificate should also be attached with application form. All the seats of Govt. ITI for Physically Challenged Boys and Girls at Kolkata (ITI for PCBG) are reserved for the physically challenged Boys and Girls only. In case sufficient Physically Challenged candidates are not available, vacant seats would be filled up by the candidates other than physically challenged applicants based on the choice of trades and merit position of Candidates. It is mandatory for all Physically Challenged candidates to attend with all original testimonials in the nearby help desks for choice filling and online counseling.

Choice filing and online Counseling: The counseling process will be held in online basis and will be started from tentatively 16th July 2014 to 25th July 2014 04:00 pm. After preparation of state wide Merit List, a SMS will be send to the candidate s mobile number and email id as provided in the application form containing user ID and password for log in to the portal www.wbscvt.net. For participating in the online counseling candidates have to pay counseling fees @ Rs 200/- in cash for getting e-cash coupons available at all respective Help Desks. After login to the web portal www.wbscvt.net using above mentioned user ID and Password the applicants have to enter the e-cash coupon number to participate in the on line counseling. One Applicant can provide his/her choice of trades and Institutes based on availability of seats in that particular institutes. Applicant can also provide his/her choice at the nearby available Help desks. Auto upgradation of seats allocation will be available. Auto upgradation norms and process will be available in the www.wbscvt.net. The last date of choice filling for online counseling is 25th July up to 04:00 pm. Seat Allocation: After successful completion of the choice filling, based on the rank position and the choice of trades given by the Applicant, seat will be allocated to the Applicant in those Institutes for which he/she has given the choice. The applicant can see his allocated seats and take a print out of seat confirmation sleep from the website (www.wbscvt.net). The cut-off date for choice filling will be tentatively 25th July up to 04:00pm. After that the seat allocation will be made online and will be published on portal tentatively on and from 27th July 2014. After the 1st phase of counseling subsequent phases of counseling will be held as per availability of seats. Admission: On getting trade confirmation slips applicant should report to respective Govt. ITI/ITC/JPs for provisional admission within stipulated time (within 3 working days after publication of the counseling result). In case the candidate did not take admission within the schedule period his or her allotted seat will automatically be cancelled. Admission once taken in any trade of any Govt. ITI/ITC/JP can t be changed/ modified or cancelled. All the original certificates and testimonials for entry qualification along-with a set of self attested copies, Admit card of Entrance test, the copy of merit rank and seat confirmation sleep need to be produced at the time of admission. All necessary fees should be paid mandatorily at the time of admission.

Fees for Admission: Following fees for 1st semester (6 months) to be paid by the candidates at the time of admission at the concerned Govt. ITI/ITC/JP.
