1 INTRODUCTION Installatin f Grid Cnnected PV systems shuld be carried ut in accrdance with the Clean Energy Cuncil s Guidelines available frm the Clean Energy Cuncil website: http://www.cleanenergycuncil.rg.au/cec/accreditatin/slar-pvaccreditatin/frms.html This guideline prvides infrmatin t assist emplyees, installers, electrical cntractrs and Accredited Service Prviders (ASP s) in the inspectin f grid cnnected slar array installatins fr the NSW Slar Bnus Scheme. In the interest f public and persnnel safety Essential Energy reserves the right t revke the ffer f permanent cnnectin at any time t cntractrs fund in breach f this energising guideline. All grid cnnected inverters must hld current Australian Standards apprval. NOTE: Only licensed electrical cntractrs and ASP s are permitted t energise inverters and cnnect them permanently t Essential Energy s netwrk. Essential Energy is nt respnsible fr cnnecting and/r inspecting all Slar PV systems Hwever Essential Energy will attend every site t: Validate the meter installatin f the ASP wh prvided the NOSW Cnfirm the custmer, metering and slar unit details as prvided Check the DC Islatin Circuit Breaker/s is DC rated Bth apprpriately DC vltage and current rated Cnnected with crrect plarity Check Slar Inverter basic peratin is wrking crrectly Islate netwrk supply - Turn ff Inverter AC islatr - the inverter shuld switch ff within 2 secnds Restre netwrk supply t inverter (Turn On Inverter AC islatr ) and Inverter shuld switch back n after 1 minute after synchrnising with the incming supply If a Essential Energy emplyee incidentally identifies an anmaly while cnfirming the abve details, they shuld reprt this in the same manner as any ther custmer defect. Any defect/s identified must be reprted immediately and sent via internal mail t New Cnnectins Grup, Lake Rad, Prt Macquarie. Page 4 f 14

Inverters must be cnnected via a dedicated sub main r circuit. Inverters must be earthed via an earthing cnductr that riginates at the switchbard that it is cnnected t All Meters must be upgraded t the latest netwrk standard arrangement refer CEOP8027 Netwrk Standard Metering. Fr Ct metered sites where metering is nt able t be installed n the line side f the CT s cntact 1800 065 396 Master/subtract metered sites must be rectified t the current netwrk metering standards prir t cnnectin The custmer r nminated installer must have been granted apprval in writing frm Essential Energy as a reply t their applicatin fr cnnectin frm A Certificate f Cmpliance Electrical Wrk (CCEW) must be ldged with Essential Energy within 48hrs indicating the system has been installed, tested and cmmissined. Additinally nting; System tested per CE guideline left energised. The custmer cpy must be left with the custmer at the installatins site n the day f energisatin Either a net r grss meter must be installed n site with a Ntificatin f Service Wrk (NOSW) being submitted t Essential Energy within 48 hurs The maximum rating f the inverter/s is n greater than 10kW and there is nt a mix f systems (slar, wind and/r hydr) All labelling must be in accrdance with the defined signage and labelling requirements within the Clean Energy Cuncil Guidelines and this plicy All main Switches must be sealable with nyln sealing line (6mm gap required beside all Main Switches if munted in DIN rail system) NOTE: Main Switches includes Nrmal Supply, Off Peak and Slar Main Switches which must all be lcated n the main switch bard Refer t AS 3000: 2007, AS4777, AS5033 and the Service and Installatin Rules f New Suth Wales fr additinal requirements NOTE: Grid feed systems that incrprate fuel r battery backup generatrs must be left islated. These systems will be cmmissined and energised by Essential Energy ONLY. T energise installatins that incrprate fuel r battery backup generatr Essential Energy will meet installers n site via prir arrangement. 2 MINIMAL TECHNICAL REQUIREMENTS NOTE: Whenever permanently energising systems the fllwing technical and system integrity tests must be perfrmed n every ccasin: Ensure the inverter is n the Clean Energy Cuncil s apprved inverter list Ensure PV array islatr is a duble ple DC rated circuit breaker and cnnected accrding t its plarity wiring diagram (refer 2.1.3,1 f this dcument) IF NOT THE SYSTEM MUST NOT BE ENERGISED / CONNECTED. The circuit breaker must be rated at 1.2 times the pen circuit vltage NOTE: Systems vltages may exceed 500V DC n larger systems Check that a single Nrmal Supply Main Switch and where applicable Off Peak Main Switch is installed Ensure that the Slar Main Switch is installed. If there is mre than ne inverter with mre than ne AC circuit breaker installed there must be nly ONE Slar Supply Main Switch fr islatin purpses. (refer NSW Service & Installatin Rules fr further details) Check that the metering has been installed and is perating crrectly Check labelling cmpliance as per Clean Energy Cuncil Guidelines and Sectin 3 f this prcedure (All labels must be fit fr purpse and be made f durable material and remain legible fr the life f the equipment that is attached r related t; main switches, warning labels, lcatin f generatr if required, pen circuit. vltage and shrt circuit current, shutdwn prcedure) Measure line vltage t neutral with n lad Measure line vltage t neutral with slar cnnected and ensure energy prductin. (Indicated by clip n ammeter n line side f slar main switch). Nte: System may nt generate electricity during times f excessive clud due t lack f sunlight Ensure the AC supply main switch is ff and the DC breaker n; using a DC tng amp meter check fr n lad current flw. This shuld be n greater than.5 Amps (500 ma). If current flw exceeds this d nt energise system Whilst the inverter system is prducing pwer (DC islatin is clsed, AC islatin is clsed), turn slar AC supply Main Switch ff and ensure inverter shuts dwn immediately within 2 secnds (lad drps ff ammeter and check the AC supply cable frm/t the inverter fr vltage). The use f an AC tng meter is ideal fr measuring these currents Restre supply by turning the slar supply Main Switch n measuring the length f time it takes fr the inverter t switch n and prduce pwer. This is achieved by checking the AC supply cable frm/t the inverter by use f an AC ammeter. NOTE: This time MUST exceed 1 minute. Again, an AC tng meter is ideal fr measuring these currents Frm a remte earth using a calibrated vltmeter t cnsumer s neutral link carry ut a final test with the slar generatr cnnected and n line. There shuld be n mre than 5 Vlts between the remte earth and neutral link If the system passes all safety and integrity tests perfrm final visual inspectin and permanently cnnect system t netwrk Cmplete CCEW n site and leave custmer cpy with custmer (Additinally nting; System tested per CE guideline left energised ) Page 6 f 14
2.1 Duble Ple DC Breakers Guideline Duble ple DC islatrs must be installed between the PV Array and the inverter. They are usually DC Circuit breakers, but nly perfrm as a DC lad breaking device as the PV array is a current limited surce They MUST be DC rated and rated fr the DC vltage being applied t them There are tw types f DC breakers available n the Australian market plarised and nn-plarised. 2.1.1 Vltage Ratings Breakers must have a maximum DC vltage rating that is at least 1.2 X the pen circuit vltage (Vc) f the array installed. A 500 V DC maximum rated breaker can nly be used with arrays f n mre than 416 Vc. An 800V DC maximum rated breaker can nly be used with arrays f n mre than 666 Vc. Page 7 f 14
2.1.2 Plarised Breakers These are dented with numbered terminals and + and - markings, such as the examples shwn belw. T be crrectly wired, the installer must accunt fr the directin f current flw thrugh the device fr it t perate and perfrm crrectly. In its simplest frm, the devices are tw ple devices, with the left half f the device being electrically islated frm the right half f the device. In blck frm, the devices must be cnnected as fllws. Flw f DC Current + + - + Frm PV pane T Inverter - - + - Flw f DC Current Ntice hw the + and - markings n these DC plarised CBs are indicating the required flw f current THROUGH the device, frm the PV panels t the Inverter. It is IMPERATIVE that this is crrect, as a reversed plarity cnnectin will result in a failure f the device; ptentially causing fire. Special cnsideratin t DC breaker cnnectins shuld ccur when inspecting an installatin that has been fitted with such a device. The incming supply t these CB s can be either at the tp r the bttm f the CB, it is imperative that tests be undertaken t cnfirm the fllwing. 1. Determine line and lad cabling by identifying which terminals are used t cnnect the PV panels t the CB. With the CB in the OFF psitin, use a multimeter t determine which wires are cming frm the PV panels; and their plarity. 2. Ensure that the psitive cming frm the PV panels is cnnected t the terminal marked with a + n the CB installed. Likewise, the negative frm the PV panels is cnnected t the terminal marked with a - sign. Ensure that these cnnectins fr this incming supply are made using nly the tp r bttm terminals; accrding t the breakers markings (+/-) nt bth. 3. Determine the plarity f the wires frm the CB t the Inverter, such that it can be cnfirmed which wire is cnnected t the + input t the inverter, and the - input t the inverter. 4. Ensure that, n matter whether the DC CB has been wired with the slar panels at the tp r the bttm f the CB, that the flw f pwer thrugh that CB is such that the psitive f the PV panels is cnnected thrugh t the psitive f the inverter; and the negative f the panels is cnnected thrugh t the negative terminal f the inverter. There must NOT be any transpsitins (rlls r crsses) in that wiring. A gd illustratin f the differences that can be created is highlighted belw. T avid cnfusin, cnsider the ORANGE wire as always being the Psitive wire, and the BLACK wire as always being the negative. The + and - marks in the illustratin are the markings n the breakers nly.
