POSITION PURPOSE Provide advice on the acquisition, pre construction delivery and financial viability of development projects that support CEHL s strategic objective of expanding and growing co-operative housing. Manage the implementation of property development projects. 3. ORGANISATIONAL DESCRIPTION CEHL is a not for profit organisation limited by guarantee. managed by co-operatives. CEHL is governed by a Board which meets monthly and is comprised of 11 members being: Co-op Directors (5), Technical Directors (5) and the Managing Director. The organizational structure is comprised of 7 Teams. A Corporate Director leads the Financial Services; Human Resources and Compliance; and Administration Teams. A Program Director leads the Co-op Support and Development; Asset Management; Property Development; and Housing Services Teams. KEY RESPONSIBILITIES Services Provided Prepare and present research on a range of property development matters as directed by the Property Development & Acquisitions (PDAM) Prepare development reviews, feasibility, risk evaluations and due diligence assessments based on development recommendations by the PDAM. Undertake the necessary consultation with internal and external stakeholders, responsible authorities and third parties; to ensure proposed developments are viable and sustainable as well as meeting the organisations Housing Program needs. Assist with preparing project recommendation reports (inclusive of third party / consultant input), in order to seek endorsement from Executives, Internal Committees and Board of Directors, for sustainable and viable projects (inclusive of private / commercial sales outcomes as well as affordable / community housing delivery). Assist with securing the necessary funding / pre sales and associated settlements, as relates to the agreed development delivery model. Manage the approved project (through the pre construction phase); ensuring compliance on matters of quality, budget and program, serving as CEHL s Project Representative. Progressively identify, manage, mitigate and report project risks, as impacts on the agreed project deliverables or the operations of CEHL. agreements associated with all phases of development delivery (as suits the development / divestment model agreed). Prepare Consultant briefs and manage the pre construction work of project teams. Organise building project approvals with external / responsible authorities and ensure compliance of buildings projects with the regulatory requirements. Manage the competitive tender process (as relates to Consultant and Contractor works) review, make recommendations and appoint these third parties; using suitable formal instruments of engagement / contracts, including supervision of the nominated Project. Regular and timely written reporting regarding project deliveries, inclusive of the necessary meeting attendance with both internal and external stakeholders. Oversee (in conjunction with the Project ) the activities associated with property sub divisions, achieving statutory compliance and land title registration, to meet expectations of the agreed development delivery model. Assist in the establishment and maintenance of multiple builder / developer agreements with major suppliers to ensure a positive outcome for the organisation. Prepare and present research on a range of property development matters as directed by the PDAM. Assist the PDAM with the preparation of fee for service engagements, for both development and project management engagements. Serve in the capacity of Consultant Development and undertake / oversee the agreed service delivery engagements. Ongoing planning permit application assessments and planning scheme amendments (impacting on existing CEHL properties). Making recommendations, keeping registers of assessments, communicating impact to CEHL stakeholders as well as formalizing and lodging the necessary responses and acting as CEHL s representatives in any resultant action. Assist with providing specialist development advice as relates to strategic and operational activities within the organization in particular the Future Direction Program). Maintain a range of registrations and subscriptions, as relates industry based memberships and service delivery tools. Policy and Planning Supervision Assist in the implementation of the organisation s Property Development Strategy in accordance with the CEHL Strategic and Business Plan. Assist in the development of policies, procedures, delivery guidelines / design standard documents; as relates to development, design, tendering and procurement. Liaise and monitor the work of the nominated Project for projects under the Development s direct responsibility. documentation phases of development projects. Develop and document work practices and procedures. Information and Advice Financial and Budgeting Compliance and Reporting Other Duties Provide research and specialist advice as directed by the PDAM in relation to acquisitions, viability and development of projects under the Development s direct responsibility. Negotiate on behalf of the Organization as relates to development management functions. Prepare, monitor, record and report on all project budget elements. Generate Purchase orders and contracts as relates to financial engagements, ensuring suitable record keeping and administration. Prepare proposals for capital funding to selected agencies and ongoing administration of these agreements. Assist with project submissions as relates to securing commercial debt funding. Recommend progress payments to building contractors and consultant teams. Remain updated on relevant design, development and construction standards. Ensure that appointment of contractors is in accordance with CEHL procurement policy and that their work meets the contract specifications. Ensure the timely and accurate reporting of information to CEHL s various committees and the Board. Prepare submissions; collate reports and agendas (as relates to Property Development and Asset Management functions) for monthly Property Committee meetings, including preparing and issuing meeting minutes. As directed, undertake other duties which are incidental and peripheral to the main tasks, provided that such duties are reasonably within the requirements and responsibilities of the position. REQUIREMENTS OF THE POSITION Qualifications or equivalent industry knowledge and experience Knowledge of Experience Skills Degree in Property, Construction or Architecture related disciplines and substantial relevant experience OR Post Graduate qualification in a property related discipline and relevant experience. Commercial property development practices and development delivery processes. Financial parameters influencing good development. Working knowledge of the pre-construction and post-construction processes associated with property development / delivery. Knowledge of standard contract arrangements used in the development and construction industry and the legal obligations of both parties Remain informed of state and local planning and land use policies. Technical aptitude in all areas of domestic and commercial building construction Working knowledge about Building Industry Best Practice, building regulations, related licensing requirements, and OH&S Monitor federal, state and local housing policies / funding streams and gauge and report on possible alignment with CEHL strategic goals Experience in the full development delivery cycle (development feasibility through to sales / settlements), inclusive of low, medium, and high density residential development as well as mixed use development delivery.
