Position Ministry Position Purpose & Background Chief Executive Officer Women Community and Social Development The Chief Executive Officer is the head of the Ministry of Women Community and Social Development. The Ministry is part of the Samoa Public Service and is responsible for the following functions: (a) To provide policy advice on community and social development issues including Village Governance and Culture, Advancement of Women, Youth and Child Development and Disability; (b) To deliver and monitor Community and Social Development programs for target population; (c) To coordinate Government led village based programs and projects; (d) Support Village Governance towards enabling sustainable community development and maintaining social cohesion and harmony; (e) Provide Government Printing services. Responsible To Governing Legislation / Mandates Accountabilities / Duties The Ministry headquarter is located in Apia with another Office in Savaii. The Ministry is comprised of 7 Divisions and employs a staff of 141. Inclusive in this aggregate number are 7 Assistant Chief Executive Officers, 120 Officers and 13 Temporary employees. The Ministry is estimated to operate on an annual budget of about SAT$13 million Tala (based on FY 14/15). (a) The Responsible Minister of the Ministry of Women Community and Social Development (b) The Public Service Commission for leadership and management of employees under the Public Service Act 2004. (c) The Ministry of Finance for compliance with Public Finance Management Act 2001 (a) Ministry of Women Affairs Act 1990, Amendment Act 1998 and 2009; (b) Ministry of Youth Sports and Cultural Affairs Act 1993 (provisions pertaining to Youth); (c) Ministry of Internal Affairs Acts 1995 and 2010; (d) Public Service Act 2004; (e) Public Finance Management Act 2001. (a) General Provide quality policy advice to the Minister on all areas of the Ministry s mandate. Ensure MWCSD has the capabilities and supporting culture to enable the delivery of its mandate and corporate objectives. Work across the public sector to improve service delivery to achieve national outcomes at a whole-of-government level. Lead the employees of MWCSD through role-modeling of the Samoa of the Samoa Public Service Values and Principles of Employment. Deliver on the targets and/or objectives set for the Ministry and in the CEO s Performance Agreement and Key Deliverables. Submit to the Responsible Minister the Annual Report on the operations of the Ministry no later than 3 months after the end of each financial year. Report of the Ministry no later than 3 months after the end of each financial year. Perform all duties set out in the legislation governing and administered by the Ministry and all other relevant and applicable legislation including the Public Finance Management Act 2001, Public Service Act 2004 and Cabinet directives. (b) Position specific Lead and manage the Ministry to: Provide policy advice on community, social and economic development issues including Village Governance and Culture, Advancement of Women, Youth and Child Development and Disability; Develop, promote and implement policies to: (a) Strengthen social structures through promotion of good governance and leadership for sustainable community development; (b) Facilitate an enabling environment responsive to socio-economic needs of communities including mainstreaming gender and disability across all sectors; (c) Enhance workforce capacities and institutional mechanisms for efficient, effective and professional delivery of community development programs and services. Facilitate / coordinate the implementation of services through the public private partnership (PPP) approach by identifying relevant partners to deliver relevant services to the community. Lead the effective implementation of the Community Sector Plan 2010 2015 and drive improvement in: (a) Village leadership and governance for sustainable community development; (b) Accessible and equitable community development services and programs; (c) Social protection and poverty alleviation; (d) Climate resilience and community preparedness; (e) Partnerships with development partners and donor community. Monitor and evaluate the implementation of the program delivery aimed at advancing and protecting vulnerable groups including women, children, youth, people with disabilities. Report on outcomes of programs and initiatives to inform interventions / strategies in improving the community (social, cultural, economic and environmental) and meeting national outcomes. Be at the forefront in conducting research and collating data / information to report on status of all facet of the community to Government to inform national decision making. Coordinate Government projects to village communities for optimal effectiveness and efficiency and ensure community empowerment, 2 P a g e P u b l i c S e r v i c e C o m m i s s i o n : F e b r u a r y 2 0 1 4

strengthening village governance and economic development. Coordinate, monitor and report to Government on the implementation of conventions 1 / treaties under the mandate of the Ministry. Provide quality, timely and affordable printing services. Act as Advisor to Government on all issues pertaining to the Ministry s functions as per mandated role. Represent the Government of Samoa (where necessary) in relevant international and regional forums. Key Deliverables 1. Develop Village Governance Policy and Strategy. 2. Develop strategies for sustainable community development identifying relevant partners for program implementation. 3. Develop a policy to guide inter-agency response to cases of violence against women and children. 4. Develop strategies for sustainable development of the disability sector in partnerships with the relevant NGOs. 5. Contribute to reducing youth unemployment and youth crime in collaboration with relevant partners. 6. Focus on policy development / review and implementation and engage relevant partners for program implementation. Ministry to monitor effectiveness and impact. 7. Coordinate in collaboration with other agencies / relevant partners community resilience to climate change, natural or manmade disasters and improve awareness and preparedness during disasters. 8. Ensure communities are accessible to quality basic services and infrastructure that can improve community livelihood. Proven experience in leadership at a minimum of eight (8) years of service. A Degree in Social Science; Social Work, Sociology; Social Development or Management (Postgraduate qualification would be an advantage). Other academic qualifications and achievements will also be considered. The position is on a Contractual term of three (3) years. The salary for the position is CEO GRADE C SAT $115,566 TO $119,768 per annum before tax.
