2 Alberta Energy Overview Supporting Alberta as a global energy leader, we manage the development of the province's diverse energy resource portfolio including coal, minerals, natural gas, oil sands and oil, as well as unconventional resources including shale gas, coal bed methane and tight oil and gas. For further information, visit the ministry website: Alberta Energy Position Summary With primary responsibility for the department s energy technical services activities, you will lead the branch in their support of the development of Alberta s energy and mineral resources. Key initiatives and functions of the Branch will impact energy and mineral production, processing, and transportation policies and strategies. The Branch also supports market access and environmental issues, and is involved in research and innovation of energy and mineral products, services and technologies in a dynamic market environment. The Energy Technical Services Branch includes business areas focused on geology, engineering, upstream and downstream energy production, metallic and industrial minerals, provincial, national and international energy issues, research and innovation, monitoring technical trends and providing business analysis and intelligence, and collaborating with provincial, national and international energy entities. Major Accountabilities Providing strategic leadership, advice and direction to advance research and innovation for a resilient energy system and economically diverse and environmentally sustainable renewable and nonrenewable energy resources. Leading the technical development of energy systems influencing production, processing and transportation of our energy resources. Promoting Alberta s leadership in responsible global energy stewardship, promoting greater processing and value added energy services. Leading a diverse team of professionals, providing support, coaching and mentoring to enable development of staff capabilities, competencies, agility and personal development goals. Inspiring a bold and shared vision, establishing strategic and operational direction, supporting innovation and continuous improvement, and effectively managing financial and human resources. 3 Assisting development of government wide policies, legislation and programs related to innovative energy capacity, production and marketing that position the province to attract investments, advocate local and international energy needs, and take advantage of export market opportunities. Engaging stakeholders through collaborative, consultative relationships including international markets that support sustainable development of energy resources. Providing briefings, consultation, and critical advice to department staff, the Executive Team, the Deputy Minister and the Minister on initiatives and policy implications that significantly impact government direction. Representing the ministry on cross-ministry, inter-provincial, national, international and private sector committees to facilitate decision-making, communicate positions and foster innovation. Authorities The Executive Director, Energy Technical Services is involved with the administration of legislation relating to the business of the ministry and other legislation related to leadership responsibilities and delegated authorities including: Fiscal Management Act Financial Administration Act Government Organization Act Public Service Act Freedom of Information and Protection of Privacy Act Oil Sands Conservation Act Oil and Gas Conservation Act Mines and Minerals Act Organization Reporting to the Assistant Deputy Minister, Resource Development Policy Division, the Executive Director, Energy Technical Services provides leadership and strategic direction to a team of management and professional staff in three functional areas: science and resource development evaluations; facilities and infrastructure evaluations; and resource evaluations. Financial and Human Resource Management The Executive Director is accountable for the effective management of and operational budget of $6 million and staff complement of approximately 31 full-time equivalents. Contacts Success in this role requires trusted consultation and collaboration with key government partners and sector stakeholders. Contacts include the Minister, Deputy Minister, Assistant Deputy Minister, members of the division s Executive Team, ministry staff, and staff in other ministries, including: Environment and Parks, Economic Development and Trade, and Advanced Education. 4 Additional contacts include national and international energy industry clients and associations, the Alberta Energy Regulator, Alberta Geological Survey, representatives from Federal/Provincial/Territorial governments as well as foreign governments. Issues / Challenges Promoting and researching an innovative energy system and policy in a dynamic economic environment that includes multiple stakeholders and significant economic, environmental and political implications. Building networks, trusted relationships and collaborative environments across government, with industry stakeholders and other jurisdictions to align and solve interrelated policy and program issues. Advancing new solutions and breaking new ground to proactively respond to the implications of emerging national and international climate change policy, the emergence of new environmental best practices, and the development of new technologies and procedures. The Person (1) Knowledge/Skills/Experience Extensive related experience in leadership roles with proven success influencing or formulating policies and managing challenging issues in the business of energy and climate change strategy. Demonstrated capacity to inspire a bold and shared vision, and an established track record leading large and complex programs, initiatives and projects. Technical understanding of trends and best practice of energy and mineral sectors including oil, gas, climate change, and oil sands policy and the related economic, environmental, and regulatory factors. Advanced systems thinking, conceptual and problem solving abilities to identify and analyze issues and risks, develop solutions, and influence decision making. Championing learning and building leadership capacity, and creating a work environment that enables staff to develop competencies that strengthens organizational capacity. Creating collaborative environments and building interest-based relationships within the organization, across governments, and with key stakeholders. Strategic negotiation and conflict resolution, with the ability to influence others to achieve outcomes. Strategic planning strengths to develop and encourage commitment to new approaches and to lead the development and ongoing evolution of comprehensive, integrated policies and programs.
