www.calstate.edu Common Financial System: Security Consultant Introduction The California State University (CSU), Office of the Chancellor seeks to identify a consulting partner for its Oracle Enterprise Finance 9.0 Common Financial System (CFS) Implementation project. Working with the Operations Support Services (OSS) group and the Common Management Systems (CMS) group, the security consultant will develop the security design and architecture for the CFS. The engagement will begin in August 2009 with an anticipated duration of 3 to 6 months. Environment Overview The CSU Oracle Enterprise applications are managed and maintained by CMS and OSS. The CMS group develops and customizes the Oracle Enterprise applications (PeopleSoft) to produce the CSU baseline version that is used by each of the 23 CSU campuses including the Chancellor s Office. CMS delivers finance and an HCM application that includes the student administration modules. The individual campuses then add campus specific configurations and customization. Each campus resides in a separate application instance and is responsible for maintaining application security. The OSS group manages the operating environment. The application instances for all campuses reside in a common data center facility in Salt Lake City operated by Unisys. The Common Financial System (CFS) The Finance 9.0 CFS Implementation Project encompasses developing a common finance application that will be shared by all 23 CSU campuses including the Chancellor s Office. The core modules include General Ledger, Accounts Payable, Purchasing, Accounts Receivable, Billing and Asset Management. This consolidation of 24 instances into a single instance will require significant changes at all levels including business processes, operational procedures, and technical architecture and design. One of the most significant changes will be application security. The CFS security set-up, design, implementation, and administration will be managed centrally. The CFS single production database will continue to be housed in the existing Salt Lake City data center. Scope of Work The security consultant shall work with various groups and organizations within the CSU to develop the security design and architecture for the CFS. The security design will support the consolidation of all campuses into a single instance and the consolidation of security administration to a central location. The design must also be compatible with the CSU Identity and Access Management (IAM) system that will be part of the solution. This project requires a single security consultant capable of completing the documented deliverables. The consultant must have strong functional and technical PeopleSoft security skills with extensive experience in security design. The engagement will begin as early as August 1 st, 2009. An estimated 300 hours of consulting time will be required over a three (3) to six (6) month duration. This is not a fulltime 40 hour a week position. The consultant will be expected to work in the Long Beach area 40% of the time, travel to campuses 20%, and work remotely 40%. The CFS implementation Team will manage the project plan. The security consultant will be expected to provide input to the designated project manager regarding work output and completion of items identified in the project plan. A Security Design Team will be made up of campus representatives, Chancellor s Office and CMS personnel. The security consultant engaged for this project will serve on this team under the direction of the project manager and the CMS Security director to assist in the design, configuration, and delivery of the CFS security architecture. Consultant Qualifications The proposed resource must be highly experienced in the following concepts and technologies: PeopleSoft Internet Architecture security Application security architecture and design Finance application security for all noted modules including user preferences Security setup and configuration including roles, permission lists, row-level security, business unit and departmental security, PeopleTools security, process level security, and query security Portal integration and security LDAP authentication and configuration PeopleSoft authentication and single sign-on Transferring user profiles from one PeopleSoft instance to another Dynamic role building Sign-in security and Sign-on PeopleCode Access Profile and Password encryption Definition Security to restrict developer access to 2tier objects General network security principals including firewall, IDS, and VPN General security best practices including segregation of duties, application and data base auditing, confidentiality, and the concepts of least privileges. Federated identity management architecture Work Methodology The following tasks outline the basic work methodology: Work with functional teams, technical teams, other consultants, CSU campuses, various CSU affinity groups, and the CFS Design Team in the development of the security architecture and design of the CFS. Identify and design security processes and procedures to ensure that best practices and audit controls are followed. Translate the security architecture and design into an implementation plan. Utilizing team members, perform the work indentified in the implementation team including the set-up and configuration of all necessary user profiles, roles, permission lists, row-level security, PeopleTools security, process level security, and query security PeopleSoft security implementation must be compatible with the CSU Identity Management model which leverages LDAP compliant enterprise directories in a federated model utilizing Shibboleth Continuous knowledge transfer throughout the working process. Key Deliverables

Initial design proposals presented to team with available alternatives Security Design and associated documentation of chosen alternative Developed and documented implementation plan of the security design selected Documented detailed security setup information including roles, permission lists, row-level security, PeopleTools security, process level security, and query security Implement a set of supportable and standard roles to meet the requirements of the CSU Delivered configuration must include all module specific security including user preferences configuration by application and job function Training of key individuals on the security design team Knowledge transfer sessions, formal and informal Response Requested If you have a resource that meets these requirements and is available for the hours and dates requested, please submit a formal quote to the address listed below. The quote must include the following information: General Response The general response should demonstrate how the consultant meets the requirements of this solicitation. The selected consultant must be able to demonstrate a current, successful track record in providing services closely related to the requirements specified herein. This includes similar clients, similar environments and specific application experience that include the versions and modules used by the CSU. Responses in this section should include a description of the consultant s experience with elements identified in the scope of work. Consultant Resumes Submit a resume for the individual who will be assigned to this engagement. In addition, include job title and job description of any members of the project team including sales representatives or account representatives. The CSU reserves the right to refuse any particular consultant. In the event a consultant is accepted, and the Project Director deems the work product inadequate, the firm agrees to replace the consultant within a reasonable timeframe (not to exceed 1 week). In the event that a consultant assigned to the CSU is replaced before the scheduled and agreed upon departure date, the firm agrees to provide two weeks of overlapping consulting work for the knowledge transfer. Current References Include two to three references from similar recent (within the past two years) engagements the consultant has completed or is currently engaged in providing. Verify that the contacts provided are currently available to serve as references and that the contact numbers are valid. Be sure the references include engagements for which the consultant has supplied security design and implementation consulting and training. It is essential that the reference accounts be large enterprises and/or universities or colleges that are willing and able to assist the CSU in reviewing their experiences with the consultant s delivery of services. For each reference, include the university or business name, address, and name, title, e-mail address and telephone number of the contact person. CSU will contact references of vendors who follow the required formatting guidelines for submittal and who meet the submission requirements.

Engagement Quote The response must include a quote for the cost of services requested including estimated travel expense. Please note if there are any specific time restrictions (vacations, other engagements) that may potentially conflict with dates range requested. Evaluation Criteria A maximum total of 60 points is available for each proposal as detailed below. Points will be awarded based on a combination of the vendor s written response and any follow-up initiated by the Chancellor s Office to complete the evaluation process. Relevant experience 30 points Points will be awarded based on the proposed resource s demonstrated experience. The consultant will be judged on how closely his/her experience fits the requirements outlined in this solicitation. References 15 points Points will be awarded based on their reference s responses. Cost 25 points The proposal shall include a time and material quote for the services outlined in this solicitation. Please identify the consultant, hourly rate, and estimated travel & expenses. Consultant Hourly Rate Estimated Hours 300 Sub- Total Travel & Expense Grand Total The lowest overall combined cost proposal shall receive the maximum points. Points on proposals with a higher overall price shall be determined by dividing the lowest proposal price by the higher proposal price and multiplying by the maximum points as follows: Cost of Lowest Proposal X 25 = Points Awarded Cost of Other Proposal Interviews

The top consultant(s) will be interviewed by the evaluation team via conference call the week of July 13, 2009.
